From late Southern papers we gather the following interesting details of affairs in Dixie: HOW THE VIRGINIANS TRY To DRAFT. The Richmond Examiner says: ‘‘The muster roils just banded in to the colonels of the 19th and 179th regiments are the most ridiculously curious documents it has ever been our luck ta encounter. In their anxiety to get clear of militia duty, hundreds of the men have at- tached to their names the record of some oe manent injury or horrible distemper. The rolls are thus made complete catalogues of all the ills that flesh is heir to. The great number of one-eyéd and deaf men, the prevalence of chronic diatrbces, and rheumatism in all its varisties, is truly astonishing. Some parties, who, perhaps, could think of no jar affliction, have stated in general sad cone hensive terms, that they were ESCAPE THRE Oe ot gedtionsen, whe avowed himself by- One 8yo" a hy- he his will end ee ge themselves “‘ exempted by the Gover- nor,’ and numerous citizens, though only ps making a pair of shvcs for a clerk in the Treasury Department, have followed their names with the imposing announcement, ‘‘em ployed om Government work.’ It ie our opinion that this city haz already eontributed her quota to the army; but we hope these muster-rolls will be published, that the world may know the men who would shirk muster themselve~, and only parade (in y imrtances assumed) diseases when theircountry calls for soldiers. THE PROPOSED COMMANDER-IN-CHIEF OF THE “ REDEL ARMY. The Examiner says: We learn that there hag been some hesitation in Congress to pass ill creating the office of commanding gen- eral to direct the movements of the war before the President decides on the reorganization of his Cabinet. The bill, in its present shape, gives the sppointment of the commanding ral to the Executive; and in that quarter it ig said to be already a foregone conclusion that General Lee is to have this important post in the Government. With reference to the delay in the recon- struction of the Cabinet, we may say that it is reported, in well-informed quarters, that nom- imations have already been sent into the Senate, and that that of Mr. Mallory as Seeretary of the Navy, has, by a large vote, been rejecied. THE ARREST OF PROMINENT USION MEN IN RICH- MOND The Examiner of Taursday has the following in its loeal columns : It has already been announced that the Rev. pastor of the Universalist ity, had been arrested. We ‘etch of the history of this nm from the time of his arri- val here from the North to his arrest on Tues- day and lodgment in MeDaniel's jail. Mr. Bosserman is a native of Maine; but for several years previous to 1561 he had been liv- ing in Baltimore, and officiating as a Univer- salist preacher. After our signal victory of the 2lst of July over the foe at Manassas, the President signi- fied, by proclamation, bis desire that the whole nation should devote and set aside the fifth day of = ssa day of prayer and thanks- giving. ough importuned by his congregs- tion, fic Bosserman refused to open hiscbhurch on thie occasion, and, in consequence, a great majority of the membors have since that time, refused to attend the church. Latterly, we learn, he has diseoursed ou Sundays to only forty attendants. t the Planters’ meeting, held at the City Hall, on the 26th of Fobruary, Bosserman. ec- companied by B. W.@ardwell, the ice-man, resent, and was noticed to take full notes of the proceedings. The same two men at- tended together the adjourned meeting of the planters at the African Church. On this coca- sion they took no pain to conceal the con- tempt acd derision ig whick they held the my and its pro object. Oo last general fast day Mr. Bosserman in refused to open his church, and gave as reason that Mr. Franklin Stearns had re- quested him not to open it; and that as Mr. 8 paid him more money than all his congregation put together. whatever he said should he done. Qn last Sanday he preached from his desk jp church. that ‘‘ this unholy rebellion should be crusbed out.” view of the course of con@get pursued by this man since the beginning of the war it did not excite surprize that an order waa issued for his arrest. We will now treat of a more recent arrest Mr. Charles Palmer has before, since, and throughout the war, been known as a loud- talking, violent ‘‘Union man,”’ and as such has rendered bimeelf odicus. But it was generally believed that bis insignificance and entire lack of influence would protect him, and, in all pro- bability, notwithstanding his noise and talk, he might have escaped arrest, had he not have mode bimelt busy about Mr. Botts and his irs. We might, if we thought them of sufficient consequence to publish, fill acolumn with the treasonable speeches and remarks said to have been recently made by Mr. Palmer: but, knowing his style, we feel assured the publio will not care to hear his mouthings, The charge against Mr. Palmer is treason, A BLACK “UNION MAN.” Allen, slave of Richard Whitfeld, was yesterday arrested by Officer Chalkley, of the city police, on the charge of having proclaim- ed that “Jeff. Davis was a rebel, and that he Allen) acknowledged no man ag his master,”” ‘his fellow should be whipped every day until he confesses what white man put theee notions in his head.—Richmon4d Ezaminer of Thursday. PARSON BROWNLOW. We learn th: h a gentlemon just from Kaoxville, Tenn.. that Parson Brownlow is still lying very ill at his home, and is not expected to recover. His house is guarded constantly & a detachment of soldiers.—Lynchburg ergintan. The East Tennesseean, published at Knox- ville, has been suspended. —_+—2-2-__ Corn after Buck is E. L. AFTER THE Tutkves.—The fect of the vast number of thieves and pickpockets now in the city, and their frequent successful operations upon the pockets of honest persons, has induced two of our well Enown Washington detectives, Messrs.
