Tux Tax Birt.—Elsewhere in the Star to-day the reader will find a synopsis of the leading teatures of the General Direct Tax bill—to meet the necessities of the Treasury occasioned by the ‘war—reported yesterday from the Ways and Means Committee. In the main, the country will de satisfied with its provisions. [ts exactions are destined to be met by the people with cheerful- ness unexsmpled heretofore in history. The en- emies ef the Union on both sides of the Atlantic are now basing all their remaining hope of the eventual triumph of the insurrection, upon their belief in the tudisposition of the people of the loyal States to stand the necessary taxation for its suppression, and are destined immediately, al- most, to have that hope dissipated, as all their other similiar expectations have been dissolved, one by one, into ‘thin air.’ The readiness with which the people will put their hands into their Pockets, in response to this action of Congress, to maintain their faith in the justice of the Govern- ment’s cause, will astonish Europe, where so few pay taxes cheerfully except those who live directly or indirectly upon disbursements by the governments levying the taxation. THE TAX BILL. ‘The following is an abstract of the tax pill re ported yesterday in Congress. It provides for the appointment by the President of a Commissioner of Internal Revenue, with a salary of $5,000, bis office to be in the Treasury Department, with a suitable number of clerks. The country is to be divided, as the President may direct, into conve- niert collection districts, with an assessor and collector appointed by the President for each dis- trict,who slall bave power to appoint such depu- tes as may be necessary. It has mot been determined to make Andrew Johnson, of Tennessee, # Brigadier General, as is being alleged over the country by telegraph. The President will doubtless confer upon him the duty of at once organizing a Provisional State Government for Tennessee, under military aus- pices at first. To that end it will besimply neces- sary to clothe him with the functions of a military commissioner to the loyal people cf the State, with instructions to the military authorities there to carry out his views of the necessary military action to ald his labors. In that way he can soon- est accomplish the purpose, and at the same time avoid the otherwise constitutional necessity for resigning his sest in the Senate of the United States. His presence, influence and labors in Tennessee are absolutely necessary for the prompt Testoration of the State to the Union by and through the operation of a provisional govern- ment such as that not long since so easily and successfully established in Miss“"rl, which re- quired and had no absolute military head, though the temporary assistance of the arms of the United States made that work of loyal civilians a suc- cess. COLUMBUS CERTAINLY EVACUATED The dispatch dated at Cairo yesterday, pub- Hshed in the morning papers, intimating that the rebels have not evacuated their immense fortifications st Columbus, Ky., as was previously telegraphed to the Navy Department by Commo- dore Foote, is certainly an error. Commodore F . this morning telegraphed to the contrary, from Cairo. He will doubtless, we take it for granted, take formal possession of the pos!- tion which the rebels have been thus forced to leave, with a fleet of gun and mortar boats, and a land force sufficient for any possible exigencies of the occasion there. MURFREESBORO NOT EVACUATED. The New York Times is evidently in error in stating in its issue of yesterday that the rebels have fallen back from Murfreesboro, upon al leged authority of a dispatch from Gen. Buell te the General-in-Chief here. No such dispatch has reached the headquarters. On the contrary, a dispatch from Gen. B. to General McClellan, dated at Nashville this forenoon, mentions noth- ing of the sort. Had the retels moved from Murfreesboro in either direction, it is of course to be presumed that Gen. Buell would by this time have announced the fact here. - SANTA ANNA HAS A FINGER IN IT it fs understood here in well-informed circles, that Santa Anna and Almonte are among the main movers {n the conspiracy to convert Mexico into a monarchy, with the Austrian Prince, Max- imilian on the throne. OFFICIAL DISPATCHES. PARTICULARS OF THE OCCUPATION OF NASHVILLE. The Secretary of the Navy yesterday received aletter dated Cairo, February 27th, from Flag- Officer Foote, who says : Lbave ths honor to forward 2 communication just received from Lieut. commanding Bryant, the substance of which I have just telegraphed. The captain of the steamer who brings the dis- patch says that efx miles below Nashville there ‘was a battery on @high bluff, which had mounted fifteen guns, but several of them were thrown in- to the river before the Cairo arrived. He also re- that a strong Union feeling was manifested n and near Nashville, and that Gov Harris, after vainly attempting to rally the citizens and others left on Sunday morning (23d ult.) for Memphis. He also states that the gunboats are the terror of the people at Nashville and at points on the Cum- berland river, and that on hearing of my arrival, supposing the gunboats would proceed immedi- ate.y to Nashville, the enemy retreated panic- stricken. Gunboat Engagement with a Rebel Battery—The Battery Silenced and the Rebels Driven from thetr Guns—Tarce Rebel Regiments Kepulsed with Slaughter—Election in Harding County, Tenn.,—A Union Victory. The following despatch was received at the Navy Department last night : Carmo, March 3, 1862. Hon. Gideon Welles :—Lieutenant Command- ing Shirk has, this moment, arrived from the Tennessee river, and brings fall dispatches from Lieutenant Commanding Gwin, of the gunboat Tyler, a synopsis of which is, that the two Et boats proceeded up to Pittsburg, near the Missis sippl line, where a rebel battery was opened upon them, consisting of six guns, one of them being riled, which were soon silenced by the gunboats. Ninety mounted men landed under cover of the gunboats, and charged upon the enemy, dticlig (hem: sees distance, until they were strongly re cforced, when our pa'ty withdrew to the bo ts. Then three Rebel regiments opened u' +n the gunboats, but were repulsed with great slaughter. The casualties on our side amounted to five killed and missing and five wounded.
