Spirit of the Morning Press. The Int-Migencer urges the inipropriety of de- positing the rebel fings, to be presented to Con- gress to-day, with the insignia taken by our arms in our past history, 2s it would impliedly confer upon the rebels not only the cbaracter of bellige. rents, but of a political community sufficiently definite to assume the appearance of a nationality. The Republican discredits the idea that the South Is to be reduced by constriction or starva- tion. —-2+--—____— UR MILITARY BUDGET. —_—o—— STILL ANOTHER BLOW ON THEM. The act of Commodore Foote and Gen. Grant, in proclaiming to the inbabitante cf Clarksville, Tennessee, that they may resume their business avocations witbout fear of molestation, in person or property, by our army or navy—explained elsewhere In to-day’s Star—is calculated te weaken the rebel cause quite as effectually as 2 great victory. Thus It bas already breught out eld Cave Jehn. son, the most influential man with the masses in Tennessee, to advise his fellow-citizers to avail themseives of this clemency of the United States. Secession has been the destruction of their lives, fortunes and business—the terrible curse of the existence of all of them for the past year. On finding that wherever the good old flag again floats in fhe breeze, protection and the ree- toration of all @«ir lost rights, liberties and bless- ings may instantly accompany it if they so will, as in this case, the people everywhere through- out the South wil! not only welcome the flag, but will aid our arms to re-establish the rightful au- thority of the Government, beyond al! question. a oe A DastanvLy Foueery.—Mr. N. C. Stephen, of Bladensburg, Md., hes placed in our hands the following letter received by him, and which it will be perceived is a clumsy forgery, as dis- ereditable in execution as in purpose. After parting with his wife on Thursda night, Gordon was transferred to another cell, and Lis « lothing thoroughly searched to prevent the possibility of any attempt at suicide. He then partook of some refreshments, lighted a cigar, and, calling for penand {iok, sat down to write lett About 4 o'clock yesterda: morning Gordon was discovered in convulsions, and a physician was sent for, who pronounced him suffering under the effects of poison. The prisoner efverwards admitted that be had takea a smai! powder which had been furnisbed him, and which he had con- cealed Ins crack under his bench. He continued in convulsions until about 10 o’clork, when the effects of the poison seemed to subside, and be rallied materially. About 11 o'clock he requested that a lock of his hair and his ting should be carried to bis wife. Gordon was taken from his cell to the gallows uarter pest twelve o'clock, supported by wwe Sof M shal Mui ‘s deputies Tae eppear- ance ort Gordon’s Tace was ghastly; bis fear was extreme; but with that assumed stolcism which has distinguished bim, he walked, or was rather —_— guilty to bis piece. COMMODORE FOOTE’S OFFICIAL Dis- PATCHES (PER TELEGRAPH) ANNOUN- CING THE SURRENDER OF CLARKS- VILLE. _ CLaRrxsviLie, Tenn , Feb 20, 1202. Hon. Gideon Welles, Secretary of the Navy. We have possession of Clarksville. The citi- zens being alarmed, two thirds of them have fled, and having expressed my views and inten- tions to the Mayor and Hon. Cave Johnson, at their request I have issued a proclamution assuring all peaceably-disposed persons that they may with safety resume their business avocations, requiring only the military stores and equip- ments to be given up, and holding the authorities responsible that this shall be done without res- ervation. I left Fort Donelson yesterday, with the Conestoga, Lieut. Commanding Phelps, and the Cairo, Lieut. Commanding Bryant, on an armed reconnoissance, bringing with me Colonel Webster, of the Engineer Corps, and chief of General Grant's staff, who, with Lieut. Com- manding Phelps, took possession of the prin- cipal fort, and holsted the Union flag at Clarks- ville. A Union sentiment manifested itself as we came up the river. The rebels have retreated to Nashville, having set fire, against the remonstrances of the cit'zens, to the splendid railroad bridge across the Cum- berland river. I return to Fort Donelson to-day for another gunboat and s'x or eight mortar boats, with which I propose to proceed up the Cumber- land. The rebels all have aterror of the guiiboats. One of them, a short distance above Fort Donel- 802, had previously fired an iron rolling mill be- longing to Hon. Jobn Bell, which had been used by the rebels. A.H. Foots, Flag Officer, Commanding Naval forces Western waters. From Fortress Monroe. eed THE SURRENDER OF THE CITY SAVANNAH TO THE COMBINED FLEET AND ARMY OF THE UNITED STATES CONFIRMED! are THE REBELS STILL ANX!OUS TO RUN THE BLOCKADE WITH TBE MERRIMAC. OF ae (Per Telegraph to The Star.) Battimore, Feb. 22, (from Fortress Monroe Feb. 21 )—The crew of the Fingal, which run the blockade at Savanneh, mentioned in yesterday’s despatch, were returned to Craney Island laeg night. No boat, however, came cut to receive them, and they were brought back. They were carried over again this morning and sent back to Norfolk. Three flags of truce were sent out to-day. It is belleved in Norfolk that the city of Sa- vanneh has been abandoned by its inhabitants and occupied by our forces. This information is thought to be reliable, al- though no particulars are ascertained. Notwithstanding the admissions of the southern papers that the Merrimac is a faliure, the latest information received is that some two hundred men are at work on her, and that considerable quantities of shot and shell are going on board. Their intention of making an attempt to run the blockade with her has not been given up, and it is thought that she may make her appearance here within a week. Every preparation has been made, and standing orders have been given for her due reception. Another French gun boat arrived last night. There are now four vessels of that nationality in the roads. The schooner Exertion, with smmunition, sailed for Hatteras yesterday. The steamer Metamora, from New York, ar- rived this afternoon—she is to go to Washington. ‘The new gun boast Pinola arrived, and also salled yesterday. More Glad Tidings from Te: see. THE PEOPLE DISGUSTED WITH SECESSION—EXTRA SESSION OF THE LEGISLATURE CALLED. Se. Lovis, Feb. 21.—Special dispatches from Cairo tothe Republican and Democrat of thiscity, state that on ‘Tuesday two Rebel regiments from Clarksville came to Fort Donelson and gave them selves up, saying they had been deceived and and were tired of fighting against the old flag. Itis declared that astrong objection will be raised by Tennessee against the force which retired from Bowling Green offering battle at Nashville. The Provest Marshal at Clarksville sent to Gen. Grant to come up and occupy the town at once. The officers of the gun-boats now lying there represent the Unien feeling as being very strong. The people state that they Lad been msde to be- lieve that the Union army was entirely composed of Germans and negroes for abolition Purposes, but now they see it isnot. They are anxteus to return tu their allegiance. Prominent citizens say that a similar feeling wil! prevail throughout the whole State In a week. Governor Harris has called a meeting of the Legislature next Monday for the purpoee, It is said, of having all the un: constitutional acts passed by them tmmediately annulled, and Tennessee officers and citizens de- clare thatthe State will soon be back in the Union. Generals Buckner and Jobnston are still at Fort Donelson. Gen. Collum has sent sixty nurses and ten surgeons to attend the wounded a; Mound City. Sr. Louis, Feb. 21 —Nearly all the Fort Donel- son prisoners have reached here, and are rapidly forwarded to their destination. Gen. Buckner is expected to-night, and {t is understood that the officers will besent to Colum. bus, Ohio. Important Report from Columbus, Ky. NO PREPARATIONS FOR AN EVACUATION —THE REBELS RECEIVING REINFORCEMENTS. Sr Lours, Feb. 21.—A Union scout, who was in Colambus on Tuesday night, reports that no preparations were being made by the rebels for the evacuation of that place. Fourteen steamers, with steam up, were atthe wharf, and a salute ‘was fired, indicating the arrival of a General and relnforcements from the South. The Case ef Gen. Buckner. Lovisvitix, Feb. 21.—The Journal was misin- formed with regard to the warrant issued by Jndge Carton for the arrest of General Buckner. He is under indictment, but it !s not probable that the civil authorities will demand him from the military authorities. The War in Ark: CAPTURE OF BENTONVILLE.
