EVENING STAR. WASHINGTON CITY: TU ESDAY.. .- FEBRUARY 18, 1962. Own FRrenps at the various military camps and Deeitions will confer a favor by keeping us posted as to movements and affairs in their vicinities. Spirit ef the Morning Press. The Intelligencer treats upon the ‘reaction’ in British sentiment in relation to the rebellion, and the Republican upon European intervention in Mexico. No Recgrtion To-nicut —The continued in- disposition of the President's children, one of whom, Willie, we regret to say, Is extremely fll, Will prevent the usual Tuesday night’s reception 8t the Executive Mansion from taking place. The President and Mrs. Lincoln have deep sympathy in this community tn this hour of their affiction. I> The glorious news of the capture of For, Donelson has been received with immense eclar throughout all loyal "parts of the Union. A dis- patch from New York states that, yesterday morning, while the veteran hero, Genera! Scott, was making some private purchases on Broadway, an enthusiastic crowd rushed Into the establisb- ment to acquaint him with the latest news. The throng speedily increased in dimensions until it bad blocked up the streets, meanwhile cheering lustily and crying for a ‘“‘speech!”” The General, however, finding himself unable to the task, begged leave to be excused, and entering his car- riage was driven up Broadway amid a storm of cheers. The General was again recognized while entering the Shoe and Leather Bank, and was a second time compelled to extricate bimself from his enthusiastic friends, whe seemed bent on “twice jeopardizing bis life and limb.” New Pusticatioxs.—From Franck Taylor we have “Infantry Tactics for the Instruction, Ex- ercise and Maneuvers of the Soldier, a Company Line of Skirmishers, Battalion, Brigade or Corps @armée.” By Brig. Gen. Silas Casey, U. 8 Army. New York: Van Nostrand & Co This work is already recognized, we believe, as the authority in infantry tactics, embodying all the valuable improvements in this branch of the service, and suggesting other important altera- tions. Asa text beok it takes the place of Scott and Hardee. From Hudson Taylor and from Shillington, Odeon Building, we have Bulwer's last novel, « A Strange Story.” It is something in the supernatural vein of his ‘ Zanont,”’ modern spiritualism affording the machinery for this singular tale. UP From Shillington, Odeon Building, we have Godey’s Lady’s Book for March,a most attractive number. War DeraxtMent, : Wasuineron, February 17, 1862 § The President directs me to say that he has ob- served with pleasure the activity and enterprise manifested by yourself and the officers and sol- diers of your command. You have shown how much may be done in the worst weather and worst roads, by a spirited officer at the head of a small force of brave men unwiiling to waste life incamp when the enemies of their country are within reach Your brilliant success is a happy pressage of what may be expected when the army of the Po- tomac shall be ied to the field by their gallant general Epwin M. Stanton, Secretary of War To Brigadier General F. W. OUR MILITARY BUDGET. ——— THE MILITARY TELEGRAPH. On no other occasion bas the utility of the elec- tric telegraph been more forcibly illustrateds than for the lest three or four days in connection with the Government's military operations From Gen. McClelian’s headquarters, night and day in that time, it has worked ina circuit of fall fifteen hundred miles without 2 break or atepetition from an intermediate point. Thus has the General-in-Chief been able while sitting by his telegraphing table here tocommunicate as readily with Generals Hellack and Buell, who in turn communicated with the offiger at the ends of their telegraph lines nearest the scene of the operations of their respective a-mies, as though sitting face to face to each other overa single table. i, Thus it is that the General-in-Chief bas been able to carry out so simultaneously, as well as triumphantly, his remarkable military combina- tions at points so distant from each other. MORE TROOPS. The 13th Maine Regiment, Col. Neal Dow, (the well known temperance lecturer.) left Au- gusta yesterday for the seat of war. The %3d New York, Col.
