The Harriet Lane having been prepared for 2 voyage, left the Yard yesterday about sunset, bound down. As beavy firing was heard from the Confederate batteries this morning at an early bour, it is supposed that the steamer was passing, and the rebels were paying her the compliment of a salute. The Stepping Stones also left the Yard yester- day evening. The King Philip went down to the flotilla yes- terday, and returned about sundown. Dr. Bell, chief of the medical department of Hooker’s brigade, died at Budd's ferry a day or two since, of heart disease. His remains were brought to this city by the ferry boat Eagle last night, and after being encased in a metallic cof- fin at the Navy Yard, were sent northward per railroad this morning. BETTER. Weare glad to be able to state that Secretary Stanton !s much relieved to-day, and is rapidly recovering. Said warden is to have the exclusive custody of all the jails, and be accountable for the safe keepirg of ail prison- ers legally committed therein, and to have all the marge over said jail and the prisoners therein pone Sengragpe to the Marshal of said District. The to enter into bond with sureties for all the duties connected with bis office. Mr. Wilson moved the reference of the bill to the Committee on the District of Columbia. He stid it would be recollected that the Secretary of State bad issued an order, the object of which was to clear the jail of persons held there under the claim of being fugitive slaves. The order was received of course with 2 disposition to evade it, because it was well known that the jail was under the control of the deputy, Phillips, and under the superintenderce of a negro thief named Wire. In order to evade the strict execution of the order a held in the jail owned by aman named Chapman, in Charles county, Maryland, bimeelf S secessionist, wastaken out of the jail before a justice ofthe peace, in order to be formally com- mitted. This person had been put in the jail by the man Wise, who visits the various regients and portionsof the country about here and steals negroes wherever he can lay hishands upon them, He recited the particulars of one case, of a hegro thus captured, who attempted to escape and was seriously injured, and for tRecrime of attempting to escape was immured in adungeon, bis hands and feet tied over a barrel, and he was‘‘cobbed,”” as they callit. After this punishment he was taken outof the jail and sent toaslave pen in Baltimore This man Wise was there by the sanction of the Senate, and he had brought {a the bill to — the continuance of such crimes pe umanity, taking the jail from the bands Marshal Lamon, and putting it under awarden to be appointed by the President of the United ‘States, with condrmation of the Senate. Mr. Hale was unwilling that this bill should be referred without a word. He reminded the Sen- ate thata resolution had been passed. in conse- = of an order having been issued by the a Senators and members of Con- gress from the jail, by which that officer was pro- claimed to be in contempt of the rightful author- ity of this body. As the steamer Express was coming down from Newport News this morning, on her regular trip, aman was picked up Inasmall boat, who left Norfolk yesterday morning and made his escape from Sewall’s Point in a small boat. He confirms all previous reports, and adds that Norfolk has been placed under martial law, and that volun- teers to defend the city are being called for in vain. Work on the Merrimac was stopped on Saturday last, and she is now at the navy yard drawing so much water that she could not get out even if she was ready for sea. The greatest alarm prevails at Norfolk; an at- tack is momentarily expected. There are said to | be only about 200 troops at Sewall’s Point. A rumor js circulated at Norfolk, that the defeat at Roanoke Island was owing to the treachery of the North Carolina troops. The Sawyer gun at Newport News burst yester- day afternoon while being fired, and Privates Jo- siah Jones, of Company D, and James Shepard, of Company B, 29th Massachusetts regiment,were instantly killed, and W.W. Bowman, Company 1, same regiment,was so seriously injured that bis Tecovery is not expected. Jones belonged in Greenport, Long Island, Shepard in Lowell, Mass. Their bodies are sent north to-night, via Baltimore. Four or five other persons who were in the vicinity were injured, but none seriously. AT ESCAPE OF A REBEL STEAMER FROM HAVANA.
