They state the case so much clearer than we can state {t, as that we prefer to let them do so for us—as follows (from the Richmond Ez- aminer : “The _— sent on this expedition. and borne by the transports attached to it, are, like all the troops in the field, raw and undisciplined. Now, eateien of the Routh mest fos untrained voluntrers ofthe Norte, with, poset of numbers and assumed as a certainty. an roofs of this war leave no possible doubt of the ndividual superiority of the southern man over the northern man in a personal combat; and this superiority is still the only element in the battles fought between the two nations. This is our security against the fleet and army which o; ites this winter on the southern coast. It is our t and absolute defense for the present against great force collected along our northern fron- tier. So long as the armies of the Union and of the Confederacy are both composed of recruits, we stand in no danger, and need entertain no apprehensions. The dark hour of our trial has not yet come. [t will come whenever McClellan has succeeded in converting his Yankees into the involuntary machines known to the military science as regiments, brigades and divisions. This is theend that he proposes to himself. This is the secret of his long delay. This is the work of his hands and his bead at this moment. He may succeed in executing it completely. The cowardly individuals of the most unwar- e race, when long subjected to a rigid and methodical discipline, can be amalgamated into bodies which act with the certainty and insensi- bility of combinations of iron and brass moved by steam and directed 7 bore human hand. While the North relies on discipline, we trust still to individual Sapariority; and, however bril- ant the results that the last has hitherto gained. and may still secure, it will be found in the end as inefficient on the American continent and in the nineteenth century as it has ever been in all other ages and all other lands ” NAVY YARD. The steamer Yankee came up from the flotilla yesterday, and went down again in the afternoon. The action to which we refer is the deliberate usurpation by the House of the functions of the Executive, in the matter of the direction of the military arm of the Government, under oratorical appeals every whit as revolutionary (as law and Conatitution defying) as those which all may read in history, as the early appeals of ‘‘The Mountain,”’ from the French Assembly's tribune, that led to the scenes througbout France, recol- lection of which, even to this day, causes the blood of society everywhere to run cold ‘The pretence for this deliberate usurpation is that the House do not acknowledge the right of Frem New Mexice.
