The only wonder, there- fore, is, that they did not suspend weeks ago It depends wholly on Congress when they can safely. resume specie payments. We learn that a general order will shortly be issued defining the future relations of the sutlers to the army, under the new law just passed. Our impression, after careful inquiry, is that !t will be decided that this new law places them whoily under the “rules and regulations’’ of the service in all things but with reference to their Lens on the soldiers’ pay, the abrogation of which is anderstood to have been designed by Congress in passing Senator Wilson’s bill. If the expected general order bears out this impression of ours, the sutlers as well as the menu may be congratulated upon the change, which will relieve both from being plundered by individual officers in the shape of unjust and improper taxation for the individual benefit.
