As we mentioned in yesterd: Star, the im- Portant report of the Secretary of the Treasury Was presented to Congress yesterday: Lue report enters upon a recapitulation of the statements contalued in the Secretary's report to Congress at the special session in July last, and informs that bedy iu consequence of a deficiency in the revenue, and the augmented expenditures for the War and Navy Departments, assumed With 2 view toa short and decisive contest, the estimates of that period are too low by about $215.904.127 and some odd cents. Iu other words, the estimat~s for the fiscal year ending 30th June, 1262, of $315,519,551.57, should have been $532,- 491,009 55 In view of thisexpenditure the Secretary thinks retrenchment and reform very necessary, and the strictest supervision of contractors. He recom- mends an increase of the duty on tea, coffee and sugar, and of the direct tax in the oyal States to 220,000,000. The Secretary thinks that Congress has the power to issue a national ee currency, which shall supersede that of all local ins'itutions, but a8 possible disasters outweigh the probable bene- fits of the plan, he feels himself constrained to forbear recommending its adoption. Another plan remains for examination. Its Principal fea- , tures are (Ist) a circulation of notes bearing a com- mon impression and authenticated by a common sutbority; (2d) the redemption of those notes by ; the assoctations and institutions to which they = be delivered for issue; and (3d) the secutity of that redemption by the pledze of United States stocks and an adequate division of specie. | ‘The notes thus issued and secured would, in } bis judgment, form the safest curre: cy this coun- try ever enjoyed; while their receivability for all Government dues, except customs, would make them, wherever payable, of equzl value, as a cur- ev, in every part of the Union.
