The it of New Mexico—to consist of the Territory of New Mexico—to be command- ed by Colonel E.R.8 Canby, U.S. A. 2. The Department of Kansas—to include the State of Kansas, the Indian Territory west of Arkansas, and the Territories of Nebraska, Col- orado, and Dacotah—to be commanded by Major General Hunter; headquarters at Fort Leaven- worth. 3. The Department of the Missouri—to include the States of Missouri, Iowa, Minnesota, Wis- consin, Iinols, Arkansas, and that portion of Kentucky west of the Cumberland river—to be commanded by Mejor General H: W. Halleck, U.S. A. 4. The Department of the Obio—to consist of the States of Obio, Michigan, Indiana, that por- tion of Kentucky east of the Cumberland river, and the State of Tennessee—to be commanded by Brigadier General D. C. Buell; headquarters at Louisville. 5. The Department of Western Virginia—to consist of that portion of Virginia included in the old Department of the Uhio—te be commanded by Brigadier General W.S. Bieleski, of Brigadier Geaeral McClernand’s staff was killed bya cannon shot in the recent action at Belmont. For eighteen or twenty years past he bad been a principal draughtsman in the General Land Office in this city. Tn 1833 or "34, when we were a youth In a Boston railroad office, Capt. Bielaski came to this conn- try a refugee from Poland, having letters of intro- duction from Geoeral Lafayett-, and obtained employment at the same desk with us. He then knew not a word of our language, but his bearing and efficiency soon made all his business com- panions his personal friecds. Heatthat time bore marks of terrible recent wounds received in the Memorabie fall of Warsaw, in which, Gen. La- fayette wrote, he was 8 hero among all the Polish herees of that occesion. ‘We were bis personal friend trom that day to the hour be recently left Washington (resigning his position inthe General Land Office) to take his late post upon Gen. The Repudlican of this morning says : * We learn from a gentleman of intelligence and character,who left Point Thomas (three miles below Port Tobacco) at 8 o'clock yesterday morn- Ing, that at S o'clock on the previous evenin Bunday—Colonel Grabam, of the 5th (Excels! or) New York Regiment (Sickles? Heintzieman, at the head of his division of fen or twelve thousand men, started out upon a Peconnoissance in force. Hismovement was made in the direction of Accotinck and Pobick Church, where the enemy appeered yesterday also [n some force. There is much forage in that vicinity, ‘which, we imagine, Gen. H. will be apt to bring back to bis camp, if secesh did not nab it yester- day. A NEW MOUNTED R17LE REGIMENT James B. Swain, Esq , formerly Washington correspondent of the New York Times, over the signature of ‘‘Leo,” has resigned that position and accepted a commission to organize a regiment of mounted riflemen, to be recruited in the State of New York. A large number of men have already been enlisted, and it is probable the regi- ment will be in the field within the present Bonth. GENERAL GRANT. Col. Grant, of Ill., recently made a Brigadier General, graduated at West Point in 1845, received two brevets for gallant and efficient conduct in Mexico, and resigned bis captaincy in the regy lar Army im 1855. He is regarded as one of the most efficient soldiers now In the service. LOOKING APTER THE UNION TROOPS FORAGING. A Stance Story —A “reliable (secesh) gen- tleman’? just escaped inte Dixie from the Federal Metropolis, according to the Memphis Appeal, and other equally “‘reliable’’ secesh journals, is telling wonderful tales of the condition of things here. Among his marvelous disclosures is one saying that Mr. Secretary Seward, owing to the dreadful state of American public affairs, bas be- come a noterlously common drunkerd—keeping @ fall head of stem (whisky) on, night and day; and that his example has had the effect of turning nearly all the employees of the State Department into common drunkards also; so that enter its portals when one will, now, the stench of whisky- breaths will be sure to stifie all visitors there; and, further, that in one of bis late alleged drunken spells Secretary Seward so insulted Lord Lyons, as that that diplomat packed up bag and baggage and left for New York to wait expected leave of his Government to ‘cuss and quit” the United States. Upon such atrocious lies is it, that popular cre- dulity in Secessia must now be fed, to keep up the secesh bubble there. Apropos :—We visit the State Department, ne- Cessarily, in the work of gathering the news, daily, now, as for more than a decade past, and can conscientiously aver that never before was as much hard work done by all its employees as at Present. Few of them spend less than twelve bours of the twenty-four at their desks. Never before did we know the rules of courtesy and re- Spectability in all things to be so rigidly adhered to by all belonging there. Nor did we ever be- fore know its general business to get on so smoothly and satisfectorily to all—the foreign le- gations accredited to this Government, and the American public having business there, included. It will be remem that the Confederates were some time since circulating a similar false- hood about President Lincoln, for # similar pur- pose of bolstering up the hopes of secesh. Raitroap Convention—Caance oF ScuR- buLz.—A Railroad Convention assembled at Princeton, N. J., yesterday, and concluded their labors by agreeing upon a time table for the reg- ulation of trains between Washington and New York. The following time table was adopted, to take effect on Monday, the 18th inst The cars will leave Washington at 6a. m., IL a. m. and 5p. m., arriving in New York at 6 p. m., 10p m.and 4a. m. Leave New York, 7 a m., 6p.m and Il p.m, and arrive in Wash- ington at 6 p.m, 6a m.and 930a.m. The trains leaving Washington at 5 p. m., go through direct to New York every day. In addition to the above-named there will be a local train from this city to Baltimore at3 10 p m.
