See elsewhere in to-day's Star for an acgount of the act of the Government in placing the resi- dence of Judge Merrick, of the Cireult Court of this District, under surveillance last night. Judge M. is mot under arrest, as is being al- leged. The Government heve, however, dcemed it necessary to the safety of the cause of the Union, to place bis residence under the eyes of @ guard, leaving bim free to go and come, and te attend to bis public duties as usual. The real reason he is placed under surveillance is, evidently, to us, because the authorities resog- nize in bis official conduct towards the Provost Marsbal’s acts in the discharge of bis duties, a disposition to defeat the measures for the prese-- vation of the Union which the President has feit itto be bis The President is not likely to permit bis mili- tary measures to be thwarted by what he may deem legal shifts and evasions on the pert of law- yers, especially if their loyalty may, in hie fudg- ment, be questionable. THE IMPORTANT SUCCESSFUL MOVEMENT. The success of Generals Stone and Banke in throwing their respective commands across the Potomac yesterday end to-day, in the face of = beavy force of the enemy, and thus forming @ junction with the rigbtof the Grand Union Army occupying the soil of Virginia, is complete. Gen. Stone’s loss in killed, wounded and mis- sing—only about 200—is a remarkably slight one considering the boldness and apparent bazard of the movement to occupy the Virginia bank of the Upper Potomac; from which point still further important operations may soon be expected. THE BATTLE NOT RENEWED Contrary to general expectation both there and here, the enemy had not ventured to renew—up to 2p. m. to-day—their attack of yesterday upon the Union columns that have crossed the river above. They doubtless had enough of it yesterday and last night r As we go to press—with this second edition— we learn that the armies of Generals Stone and Banks are now securely in position on the Vir- ginia side of the river—the object of thelr move- ment. — Additional Fereign News.
