ING STAR. WASUINGTON CITY: MONDAY. .. Octeber 14, 1561. ‘Own Farrxps at the various military camps and Positions @ill confer a fhvor by keeping us posted aa to movements and affairs in their vicinities. ligencer treats upon the misapprehen- sions which bave arisen in Europe with regard to the alleged interview between Garibald! and a Inessenger of the United States Government The Hepudirean. in an article upon the National InteMigencer's editorial of Friday, charges that peper with baving exerted itself to the utmost extent of its infinence (*ithough unwittingly) to Plunge the country ‘ato its present condition OUR MILITARY BUDGET. a THE SITUATION. At about 5 p.m on Saturday,a portion of Beau- Tegard’s force, consisting of at least three regi- mentsin #igbt. made theirappearance near Minor’s Hill, a considerable eminence about two miles from Lewinsville, in the direction of Falls Church. Our pickets bad been driven in from that point on the night before, and euch demonstrations had been discovered {in the way of increased picket guards, &c.) jn that vicinity in the course of the (Saturdays) forenoon, as caused dispatches to be sent he%e that induced Gen. McClellan to hasten over there somewhat earlier in the day than usual. ‘These demonstrations were the discovery by Ycouts from the respective commands of Gen Smith and Gen. Fitz John Porter, of signs of three or four strong bodies cf the enemy, stretch- ‘ng along a line mostly concealed by woods, only four miles distant from our advanced entrench- ments, from Lewinsville on the right to nearly opposite Munson’s Hill on the left. The body seen about Minor’s and Prospect Hill were a por- ton of this force th:own further forward than the rest. A portion of this force was cavalry, and another portion artillery, consisting of a battery of six heavy pieces that had evidently been wheeled into position cs though about to open upon the Unien forces opposite them. It was however plain, from the efforts of the enemy to bide themselves ax much «s possible, that no at- tack wag designed by Beauregard that afternoon, while he signs indicated that he might venture one ‘oy daybreak yesterday (Sunday) morning Prince de Joinville, by-the-bye, remained Sat- urday night over the river with the staff of Gen. McClellan, at Smoot’s house, a point between Lewinsville and Prespect Hiil. We hear that Gen. McClellan at 2 a. m. yester- day morning telegraphed to the President that B. seemed disposed to open the ball in» few bours, and that he (McC ) was entirely prepared to defeat bim, in whatever ferce be might essay the ex- periment. To that end our whole army on the other side of the river laid upon their arms on Saturday night, ready to spring into line at the first tap of the lorg roll At3a m various columns of troops on this side of the river were pat tn motiow, among them were some fifty pieces of artillery, 2nd perhaps four tnousand cavalry. All these reserves proceeded across the river to a position from which they c2uld instantly move in any direction to the im- mediate front line, wherever the exigencies of the anticipated engagement might possibly re- quire them. By daybreak, bowever, the different detach- meuts of Besuregard, previously seen in front of cur lines, bad disappeared. It soon became evi. dent that they bad retired from so close juxtapo- sition to any part of our position. Orders were then sent to our artillery and cav- airy reserves to return to the several positions on this side from which th-y had advanced a few hours before. Before noon yesterday they retraced thelr steps and were again quietly in camp. It is evident that Beauregard’s movement of the day before was = mere reconnolssance in some force, to ascertain our precise position on the recent extension of our front line. {t, however, made extensive and prompt movements of our whole army necessary, as a precaution, which ‘were executed in a manner calculated to give our general officers increased confidence in their troops. For thirty-six hours the city has been full of the wildest imaginable rumors of batties, movements, 4&c; the ground for them being simply the cir- cumstances we narrate above. Our belief is that at six a.m. to-day, a body of our troops, accompanied by some six hundred sappers aod miners, proceeded to lay Minor’s bill bare with the ax, so that by nightfall it will have ceased to afford opportunities for concealed recon- noissances of our positions on the right, or fora possible attack upon those positions from the cover of dense woods. In the course of the day yesterday a commence- ment was made in the work of clearing Minor’s iL of possible future cover for an attacking force By the time we go to press to-day it will have been flaished, and an Union force so pasted upon it that no more of the enemy’s scouts will venture upon it. Its eccupation by Gen. McClellan, as explained above, is equivalent toa forwa d move- ment of his advance of perhaps two miles. At one time yesterday forenoon (Generals McClellan, Barry, Stoneman, Fitz John Porter, Butterfield, and Morell—six general officers—wete together on that bill BELD IN CUSTODY The man Byrd who net long since deserted bis post as auditor of railroxd accounts for the War Department, and vamosed to Richmond, continues to be held in custody there, for a Federal spy. He took the oath of ctficeas aclerk in the Interior Departinent Since the advent of the present administration to Power, but was subsequently removed from bis clerkship. Shortly after that occurred, he went te Richmond, intending, as be alleged, to take pert with Jeff Davis & Co. On bisarrival there, however, he was arrested and thrown into Prison on account of having taken the oath of office bere. All the subsequent efforts of his friends to effect his release ‘are said to have been in vain; Davis emphatically refusing to lis’en to the Proposition NOT s0. At presen’, however, the water js Very loW, and 1 learn from the country peer!e, Will continue to grow lower till about the 10th or 15th of Novem- ber. For the epace of six weeks, therefore, mill- tery operstions can be carricd on witb perfect Safety on both sides of the river. We have ed the rainy season and already entered upon the dry. Many of the Mountain rene are still fall from the effect of passing showers, but their con- tributions bave but little infiuence upon the river For nearly two weeks now it bes been easy for large bodies of men to pass over at the principal fords, and within the space of two weeks more, I am assured, it will bean fordable at almost every point. The current any places is rapid at all times, but the bottom ‘s firm and the water shallow A well equipped army, moreover, has a thousand advantages in the passage ofa river over the common country peaple, who cannot make fords at will. From my own observ:tionsand what the neigh- boring people have told me, therefore, { have no doubt that the Upper Potomac can bec! with safety by a large and well-appointed atmy, at almost any place between Leesbiirg and the Falls, and any time between this and the ist of November, witheut ae t of being cut off from the base of its operations. Should the people of Maryland. indeed, prove as true to us as we hive reason to believe. that State might cf itself east! be made the base of operations. Especially woul this be the cage if the recent successes of General Lee result in driving the invader completely cif the soll of Northwestern Virginia, a aining possession again of the Baltimore and Ohio Rat!- road from Grafton down The enemy would then be completely checkmated on all sides—at Harper’s Ferry. at Leesburg, at Arlingten Heights. and a’ \lexandria—while the union of the two victorious armies would son drive the oppressors of Maryland back to their own soil. THE YANKEES WON'T FIGHT The shore of the Lower Potomac, below Alex- tndria, is even mere rough and rugged than that above. It was so difficult for heavy artillery, in- deed, that the direction of the invading army was changed after it began its march, and only two days before the battie of the ist of July. With the exception of the immediate shore in the vicin- ity of Alexendria, ail the rougb country Is held by us, and cen be made a strong position for further operations, at the same time it furnishes abundant forage for the army of occupation From thence, also, under the prot on of batter- ies in progress of erection all along the Virginia shore, an ermycan safely be moved across the river into Lower Maryland as above. Washing- ton would then be flanked on both sides, and see- ing the danger of being cut off from commnunirca- tlon with Annapolis and Baltimore, the despots there entbroned would not long discuss the pro- priety of a retreat. it is doubtful, indeed, if they could keep an army there a day without the risk of losing a large portion of them as prisoners, and all their stores, artijiery and ammunition as spoils —certainly net an army so demoralized as that which fied in a panic from Bull run. As to the people of lower Maryland, there can be no doubt of their almost unanimous syrapa- thy with our cause Ti bave favored us from the beginning. and continue to favor us, the whole people. in the most marked manuer, and frequently at the risk of their lives.
