Reoicixs Too Soox.—Not a few leading Northern journals have yone into extactes over & peragraph ina recent letter of Correspondent Russell, to the London Times, wherein that as- tate observer declares the opinion that if the North puts forth its real military strength, it will crush the oligarchy’s conspiracy. ‘We presume that no sdne man knowing the Yelative war-making power of the two divisions of our country, ever doubted the fact thus stated by Mr Russell. But the Asch arises from the other fact that the North has not, so far, put forth its military pow- er; while so effective have been the measures of the oligarchy, as that with a clear majority of the voters of the South emphatically opposed to their schemes up to their assault upon Sumter, they have managed to engage every white male there from 75 to 11 years of age capable of bearing arms or Mherwise assisting In their conspiracy, in the Prosecution of that infamous work. Thoee among ‘them not actually in arms, are urging on recruit- ing, manufacturing for the war, transporting for the war, or doing something or other, the end and aim of which is to aid In its prosecution. On the other band, it is but fair to say that, in Proportion to white population, the loyal States do not furnish one, where the disloyal States fur- nish ‘en thus engaged in the contest By this time the whole five hundred thousand three years men called for, should hare been in the field, to justify the hope that the contest may be Drought to an end next spring ; whereas, quite a hundred and fifty thousand of the men are yet to de raised. Of those in the tield a considerable Portion being badly otficered, are not to be trusted in action; it being cer'ain that Incompetent or in- efficient officers, invariably produce wholly unre- Mable troops. Much improvement in this respect bas of late been accomplished; while more re- Mains to be done ere we may safely calculate upon gaining the victories with even numbers en- g2ged, which our superior arms, munitions, equipments, and the superior capacity for physi- cal endurance on the p:rt of our men, would other- ‘wise warrant us to look for not long hence. At this moment an addition of fifty thousand to the force in this quarter, which should long since have been forwarded by the North and Hast, ‘would give a guarantee of results that should be accomplished this fall, which, under existing elreumstances, may go over until next season; to the imminent danger that our failure to accom- plish them (those results) may be acted upon asa basis for European interference against the cause of the United States. We do not enter into particulars in this connec- tion, because we believe that energy here may avert the dangers in futuro, growing out of the failure of the North and East (including (bio) to do their duty up to this time Busingss at THE Stats DerantMent.—Bya new arrangement, Saturday has been set apart as a@ day for transacting businesses especislly with foreign Ministers; which will prevent such gen- eral receptions of citizens as beretofore called there on that day in business hours. A Rebel Vessel Burned in Dumfries Creek Unsitsp States Steamer ‘' Unton,’* Of Aquia Creek, Oct. 11, 1861 Sin: I have the honor to submit the following report for your Information : a Being informed of a large schooner lying in Quantico (or Dumfries) Creek, knowing also that a large number of troops were collected at that point with the view of crossing the Potomac river, as was reported to me,J conceived it to be my duty to destroy her. With this object in view, I took the launches and my boat and pulled in for the vessel at balf*past two a.m. this morning. One of the launches was commanded by Midship- man W. F. Stewart, acoompanied by the Master, E. L. Haynes, of the “ Resolute;’’ and the other by Acting Master Amos Foster, of the “Resolute.” 1 took with me the pilot of this vessel, Lewis Penn. Some little difficulty was experienced in finding the entrance to thecreek, which, you will remem- ber, is very narrow; but having found it, we pulled up this crooked channel within pistol shot of either shore, until we discovered the schooner. She was close to the shore, in charge of a sentry, who fled at our approach and alarmed the camp. She had a new suit of sails and all the furniture complete in the cabin, which was collected to- gether and fired, producing a beautiful conflagra- tion, but unfortunately revealing our position to the enemy, who commenced a rapid fire from both banks of that narrow and tortuous stream, inter- mingled with opprobions epithets, until we were beyond their range. Our crews returned a random fire from the boats and two steamers, gave three cheers and pulled for their vessels, the light from the burn- ing schooner guiding them on their way. Her destruction was complete, and although the clothes of the men and the boats were perforated with balls, not a man was killed. Officers and men vied with each other in the performance of thelr duty. Acting Master Foster applied the match in the cabin of the doomed vessel. Act- ing Assistant Surgeon W.R. Bonsall accompa- nied the expedition, ready should his services be required. 1 hope what I have done will meet your appro- bation, notwithstanding I Lave acted without or- ders This little affair will show the enemy at least that we are watching him, and ready to meet and destroy his preparations for crossing this river, at all times. I have the honor to be, your obedient servant, A.D. Haregnt, Lieut Commd’g. Captain T. T Craven, commanding Potomac Flotilla. MISCHIEVOUS OVER-ESTIMATES It is strange that persons who should be better informed put forth the most extravagant over-est!. mates of the numbers of the Federal army of the | Potomac. Thus as intelligent an observer as Mr. George Wilkes, writing from this city, sets it at 250,000 ; and Judge Merrick, of the Circuit Court, annourced from the bench (in the case of the sol- dier Jeremiah Lyons), that we have now a well- j of Price were very large at Lexington, but many appointed army of 220,000 men to defend the cap- ; ital! When such authorities over-estimate our force here by the hundred thousand, it is not to! be wondered that recruiting lags at the North, or that querulous complaints come up from the West that so much is done for Washington and so little for Missouri and Kentucky. In many other ways such exaggerations do positive harm. ARRIVALS OF MORTARS. Among the different varieties of ordnance ar-' riving here by rail and water are a number of mortars from Pittsburg. These were ordered, it will be remembered, some time since, and were | cent at the"Fort Pitt Foundry, Pa. They throw a 13-inch shell, and are used in the siege of fortifi- { cations and cities, the projectile forming a curve in Its line through the air, falling almost perpen- dicularly at its destination. With visitors from these irons’? dropping down in Dixie, secesh will doubtiess make as good time as it did when it danced so lively near Hatteras last week. GONK TO 8T. Louis. The New York Trituas having aired the fact, we may no longer decline saying to the Star’s readers, that Secretary Cameron and Adjutant Gen- eral Thomas have gone to St. Louis, to makea thorough examination into the affairs of the West- ern Military Department, it is to be presumed The fact that such is their mission, shows that the Government here design promptly remedying the evils and disabilities which notoriously exist in that quarter, which can only be safely essayed after thorough and cautious investigation. INDiANA’S TROOPS. indiana hasrt this moment forty regiments of more than 1,000 men each actually in service in the field, with ten more in process of completion, to take the field shortly: of which fourteen are serving in Kentucky. In proportion to popula. tion, Indiana bas done wonderfully well If the East bad done its duty in the crisis as nubly, the oligarchy’s conspiracy would have been fairly crushed out by this time. The same cause revented access to the Sound this year; and thus Dr_ Hayes been prevented from accomplishin the main object of bis perilous expedition, which was to make a more complete survey of that ex- treme nortbern region than either Sir John Frank- lin or Dr. Kane wes able to accomplish He has doubtless attained some of the objects of the ex- pedition, but the open sea is still a vexed uestion. WHEREABOUTS OF a McCuLLoen nor EAD A special despatch to the Missouri Republican from Jefferson City, Oct. &th, irs i The report of 2,000 rebels being near Hermann last night, seems confirmed this morning, as an order for six regiments has been sent here by the commander of the Federal troops at that point. It is stated that the rebels were eighteen miles from Hermann this morning, with the intention of burning the Gasconade bridge, and cutting off telegraphic and railroad communication between Jefferson City and St Louis, which seems to render the McCullogh progremme, already men- tioned; as probable. Tbe commander of this post, Gen. Thomas I, Price, has made such ar- rangements, it is supposed, as will defeat the design of the rebels. Much excitement exists here on the subject, but Jefferson City is not be- lieved in any imminent danger. Passengersfrom Sedalia arrived this morning bring intelligence that Sterling Price wes at Rose Hill, in Johnson county, two or three davs ago, and repest the report that he designs to fortify bimself there, as the place had many advantages. Others report Price at Grand river, and say he designed to move South until reinforced by the troops of Ben McCullogh, estimated at 25,000, though they stated McCullogh himself was in Price’s camp, ot W and that his brother Henry was in command ee army, and was coming up from the Arkansas ine. The report in one of your contemporaries that Ben. McCulloch died of a wound recefved at Wilson’s Creek is doubtless untrue, as the colonel of an lowa reyiment, burt at that battle, frequent- ly saw McCulloch, whom be had known inti- mately in Texas and Mexico, efter the fight, and states the Texas Ranger did not receive a scratch ‘Sterling Price is reported to have passed through Holden with 30,000 troops Friday night Sturgis and Lane, I understand, bad received orders at Kansas City to join Sigel at Sedalia, and were expected to march a week ago for that point. Sigel sent out a detachment of 300 troops Sun- day night to cut off a train with rebel supplies. The Tatchtizence of the burning of the greater part of Osceola by Lane is again confirmed by parties arriving bere [Correspondence of the St Louis Republican } Lexineton, Mo ,Ort 10 — he plan of General Price, after he captured Lexington, was to remain for a tiine and operate on the north side of the river, and for this purpose, on Saturday, the 28th September, be crossed the river at Lexington with 4,000 mounted men, and this force took up their line ef march for the railroad.ggith the view of its total destruction, and then havoc was to be made among all the Government forces in North- ‘west Missonri. But late in the evening a rebel, named Alfred Jones, who had been released as prisoner at tne arsenal, where he had taken the oath of allegiance to the United States Govern- ment, returned from St. Louis to Lexington, and reported that the whole country below was alive with troops; that Fremont was after Price, and that Price might prepare for a big fight in a few days. This seemrd to raise the courage of Price’s men, and they said let Fremont come, they were teady for him When Jones announced that Gen. Fremont had 30,000 men, and bis onty fear was that Price would not make a stand, the latter countermanded his order for sending troops to the railroad, and a messenger was immediately dispatched after those who had already started across the river. On that night Price made his preparations for a movement southward, and Gen. Rains, it is said, went twenty miles that night on his southern route. It is also belived that Gov Jackson availed bimerlf of this command as an es:ort to get himself out of danger Price and all his forces left on Monday, the 30th ult ; but his train of bagyage wagons, about 1,200 in namber, did not get off before Wednesday. If Price had desired a fight with Fremont he vould have taken the Georgetown road, or possibly the Warrenburg road but instead of this be has gone on the road lesding down the western undary of this State and the southwest 1 bi given a plain narrative of facts asa they have transpired here, and if Ptige does make a stand and give battle, all who afe cognizant of his movements will be disappointed.
