MILITARY BUDGET. eo THE SITUATION IN KENTUCKY. ‘We entertain no apprebensions that the dis- unionists can make serious headway in Kentucky, though they may be able to bold their own there for a week or two. So general is the determina- tion of the Unionists of the State to rid it of their armed presence, as that by that time they will be able to drive them into Tennessee; to which end they are rapidly arming and organizing Wedo not believe that Buckner will dare to attempt to advance further into the interior of the State than bis present position—Sowling Green. We bear that Messrs. J C. & H. A. Willard have sub- scribed for $160,000 of the Treasury loan, (just double the amount taken by Wm. B. A MISTAKE. The New York Herald, in giving the names of the Rebel army officers, puts down Brigadier Gen. James L.. Kemper as commanding Kemper’s battery. The Kemper Battery Is the Alexandria Artillery, commanded by Captain K. Kemper, of Alexandria, son of Colonel Kemper, of the Alexandria Academy. Brigadier Gen. Kemper is a citizen of Madison county, formerly and now a Delegate to the General Assembly from tbat county ; was an officer in Mexico; a generous- hearted gentleman, but bitterly opposed to the continuance of the Union with the North. Porter's request. WHO HE is. General Chapman, of the Virginia army, is Gen A. A. Chapman, of Monroe county, one of the Delegates to the last General Assembly, and for- merly a member of Congress from the Greenbrier district of Virginia, well known in Wasbington, a thorough disunionist and great admirer of Henry A. Wise, who he pressed in the Virginia Convention in opposition to R. M.T. Hunter, for Virginia’s choice as the candidate for the Presi dency before the Charleston Convention. PAYMASTER GALLAGHER Paymaster Gallagher having given satisfactory security to the government for the settlement of bis accounts, embracing a long cruise in the East Indies, services at the Naval Academy rnd at the Washington Navy Yard, has been released from arrest. NAVY YARD. Yesterday the propeller J. Jerome arrived from Philadelphia, with stores and machinery. She ‘wes not fred into coming up the river, nor was there any news of interest from the flotilla The Herbert came up yesterday evening, and Teports all quiet down the river—no vessel having been fired into since Thursday, on which day one or two schooners were fired upon, they receiving no damage, however. One schooner, loaded with hay for Alexandria, caught a shot in ber cargo on deck, which the crew now bold as trephy. Yesterday morning the battery at Freestone Point fired several shots, supposed to be as a test of range. One rified shell was thrown over upon the Maryland shore, = distanse of about four miles The Planet, sunk Wednesday night by the Del- ware, lies in deep water, between Aquia Creek and Cedar Point, with only about three feet of her smokesteck visible She will doubtless be raised, as ber boiler and machinery is quite valuable. The flag ship Yankee, Com. Craven, expected to go down to-day, and join the flotilla. The Baltimore is undergoing some repairs to ber bull, having new planking put on, and her seams caulked. The Mount Vernon, Capt Mitchell,went down yesterday, with several officers, on a reconnoi- sance, but made no new discoveries—the only Datteries seen being those already mentioned. THE SINKING OF THE STEAMER PLANET. From an officer of the Planet we get the fol- lowing particulars of the sinking of that vessel by the Delaware : Weshington on Wedsesday. Reynolds, endeavored to draw him out, but not succeeding in thisconcluded to make a rapid countermarch and unite with the columns of Floyd and Wise, and that having ac- complished this object he was marching upon Rosecrans. Private Apvices From Santa Fr.—A private letter from Santa Fe. dated on the 7th instant, states that Hon. John S. Watts was elected a dele- = to Congress by a large majority, on the Qist inst. The writer adds: ‘The rebel army has not yet crossed the Jornada, but are preparing to do 80, with a view of taking Santa Fe. We expecta pretty big fight. The Secretary of the Treasury informs the Bank Committee of New York that he is spending $1,200,000 daily, or $8,400,000 a week, and there- fore requires money with rapidity. U7-The Wheeling Press notices increasing activity in the wool market, and a sale of 1600 Ibs, from prime to middling quality at 34 cents, some dealers have already purchased from 45,000 to 50,- 000 pounds.
