The fact that they were so absent proves, incon- testibly, the inefficiency of the discipline te which they are subjected. Goodenough, of the New York Fourteenth, made a prisoner in the battle of Bull Ron, accompanied by seven United States sur- geons, reached here last evening from Fortress Monfoe, baving been released from imprison- ment at Richmond on their parole. Of course they decline to make any revelations calculated to aid the United States military operations, They, however, inveigh aga‘nst the treatment to which thesUnion prisoners are subjected in Rich- mond. They were doubtless released to further the purpose of the disunionists to induce the United States Government to treat the rebels as bellige- tents. GENERAL FREMONT. We bave authority for Pe tbat all rumors relative to the removal of General Fremont from the command of the western department have no foundation in truth. The Administration has never entertained the idea of removing the Gen- eral, and he is as high in the confidence of the Government as he was when entering upon his mission.—Sunday Morning Chronicle. We know not what authority our friends of the Chronicle may have for the above statement. But we do know that the subject of the withdrawal of Maj. General Fremont from his present command has been earnestly considered more than once in Cabinet meeting, and that up to this morning it had not been disposed of. THE SITUATION AT LEXINGTON, MO. The War Department have advices from Gen. Fremont up to yesterday, from which the con- clusion is drawn that Col. Mulligan did not sur- render his command entrenched in Lexington, Mo , on Friday last, as telegraphed from Chicago this morning. On the contrary It is believed that reinforcements reached the immediate vicin- ity of M's position in time to relieve bim, and render it questionable whether Price (disunion) bes not been overwhelmingly defented by this time. ANOTHER BRIGADIER GENERAL APPOINTED. Jobn B.S. Todd, Esq., of Dacotah Territory, late a eaptain in the Sixth Infantry, U.S. A., a graduate of the West Point Military Academy, bas been appointed a Brigadier General of Vol- unteers. While in the service he was justly re- garded as one of the first officers of bis rank be- longing to the United States Army. His selection for a Brigadiership Is therefore a fortunate one. STRENGTHENING THEIR PICKETS. We learn that the disunionists have greatly In- creased the number of their pickets opposite the forces commanded by Generals Banks and Stone. The legitimate inference of that fact is, that they have thrown a heavy increase of forces there very recently—if It is not designed as a blind, to’ cover & withdrawal of aconsiderable portion of those that were there not long since. ANOTHER REVIEW. This forenoon, Gen. McClellan, attended by his staff and 2 squadron of cavalry, and accompenied by the Princede Joinville and suite, reviewed the brigade of Gen. McDowell, in the immediate vicinity of its position, on the other side of the river. TRIAL TRIP. The first of the gunboats, the Unadilla, made her trial trip on Saturday, from New York harbor. She carries one 150-pound rified gun and four 32's. Her performance was admirable, and gave unqualified satisfaction. ALL QUIET ON THE Lert. Lest night wos an unusually quiet one on our line near the Chain Bridge—the first night passed there for some time witbont the occurrence of firing on the pickets on one side or the other. RAILROAD TO ANNAPOLIS DIRECT To the Editor of the Star: In view of the possi- bility of the Potomac river being controlled bythe enemy, will you allow the following rough and ‘“asty views to be published, as they may have the effect to draw the attention of the Government not only to a quick and cheap plan of access to and from the seat of Government, but confer a lasting benefit on the business interests of Wash- ington; and as it is known the Administration is desirous 8 advancing the welfare of this city, it seems to the writer there could be no other plan adopted that would so effectually and permanently accomplish both objects—I mean the construction of a double railway track to Annapolis in a straight line. The advantages of this route would be—Ist. At all seasons of the year certainty of access to the seaboard, as Annapolis harbor is never obstructed by ice; 2d. Economy: as { think it can be demonstrated that the two tracks by this Toute can be constructed at less cost than (with deference to the opinion of yourself) one addl- tonal to Baltimore, the distanee being only twenty-two miles—abont one half the distance to Baltimore; the country is almost as level as a Plate of glass; the road could easily be defended. and Annapolis is capable of being made a second Gibralter. One great advantage to be derived by Washington, you will readily see, if no other, ig that of decreasing the distance to the sea- board. Washington is situated about 230 miles from the capes of the Chesapeake; Annapolis about 160; add the 22 by rail to Washington, and you bave-182, which leaves a clear gain of 48 miles—a considerable item in time and cost, you must admit. Further: Baltimore, with a line of steamers, could as well, and at less cost, deliver her produce at Annapolis, (in case of too great an amount of business for the Washington Branch road;) and at the same time another line or two of boats could be run with advantage from Havre de Grace. This plan would, in all Probability wake up the energies of our antiquated sister city’ and cause her to prosper at a rate never dream: of by her oldest inhabitant, and would add to the interests of Washington permanently Take one item for instance, the trade in Cumberland coal, that is now shipped at Alexandria. By trans, porting the coal direct through the Washington canal to the Anacostia river, and thence to Ben- ning’s Bridge, where the proposed railroad should strike the city line, I have no doubt that four fifths of all the bituminous coal mined in Maryland would be shipped at Annapolis, via Washington canal, Anacostia river, and railroad.
