Mr. Pitts, from the Baltimore city delegation, reported unfavorably on the bill to authorize the mayor and city council of Baltimore to issue small notes, and the report was adopted. Mr. Wallis presented a —— of the board of police commissioners of Baltimore. The report reviews the proceedings of the board and states that until the 19th of April the board continued to exercise their regular functions With regard io the riot on the 19th, the report states that the measures taken by the Mayor and authorities were intended aly asa preventative against further bloodshed. and not to effect a col- lision with the Government. Property of the Government of various kinds had been seized by the police for security, and arrangements made for returning it to the proper agen's. Vinoinia State Convention — Important Or- dinance —The Virginia State Convention pre- vious to its adjournment passed a “stay law” ordaining that no execution of fieri facias or ren- dittont exponas, other than in favor of the Com- monwealth and against non-residents, shall be issued from the date thereof, by any court of re- cord or magistrate, for the sale of Property, until otherwise provided by law. Nor shall there be apy sales under the deeds of trust or decrees, unless by the consent of parties interested, unless other- wise provided by laws Where such executions have issued and are now in the hands of officers, whether levied or not, if the debtor offer bond and security for the eenet port sett, lnhevent and cost when the operation of this ordinance ceases, the pro; shall be restored, and the bond so taken aban be returned, as in case of a fortneorming bond. Ex- cept in criminal cases or commonwealth’s prose- cutions, there shall be no trial of any cause re- quiring the intervention of a jury, nor upon war- rants for small claims before a justice.
