Intense excitement prevailed here all day yes. terday, and was hightened in the afternoon by the advent of an invading army of carts, drays, ice-wagons, furniture wagons, &c., &c., from your city, preceded by one or two Government officers. Residents in the saburbs hearing the unusnal nolse, supposed it to be the ramble of artillery, and Bridge street was soon thronged. Capts. Rodier, Goddard, aud Boyd, afler commu- nication with the officers, soon had a detachment of men on the march, and proceeded to the wharf, where schooner Hamilton, of the New York line, was moored. Nearly 2 000 barrels of flour were in this vessel, and she was to have sailed rT day eveuing or this morning. It is said the tug was firing up to take her away. She was detained, and a force was placed on her to guard the cargo. The teams were then taken to the warehouse of Mr Waters, and commenced the work of remov- ing to Washington about 3,000 barrels of flour purchased by the Government. Guards were then laced at the warebouses of Mr. Sweeny, Mr. labaugh, and Mr Darby, and at other points where flour was stored in quantities of 500 barrels or more, and the work of removal continued all night. As some apprehension is felt by our citi- zens for fear the Government will leave a scarcity for home supply, it may be as well to state that We understand the step was taken for the security of citizeng as well 2s soldiers, and that the Gov- ernment will sell to the citizens, if necessity requires it. DESTRUCTION OF THE NAVY YARD PROPERTY —U. 8S. VESSELS scur- TLED—SI*KtNG OF THE PENNSYL- VANIA, RARITAN, COLUMBUS, AND DELAWARE—GREAT EXCITEMENT AMONG THE CITIZENS. [From the Baltimore Americon.} From Captain Russell and Mejor Allan, of the steamer Louisiana, and passengers, we bave the following matters of interest which transpired since she left on Friday evening. The steamer passed down the Chesapeake with sixty-five pas- sengers. nearly all of whom were returning from the North to the South The United States frigate Merrimac, Captain Pen rast, of Ky.,in command, tock # tion in the harbor between the cities of N. ik and Portsmouth, simultaneous to which the forces in the navy-yard commenced the tearing down of all the buiidings and the spiking of all the cannon in the yard, and a general destracticn of all the Government apres The ship aouses were being torn down, and the factories leveled with the ground, with tbe Intention, it was said, of ree them and abandoning them on Saturday nig A flag of trace was sent by the Mayors of Nor- folk and Portsmouth to Captain Pendergrast to know what was the pu: p of his belligerant at- titude in the harbor, and whether he intended to fire upon the town. He replied that be would act altogether on the defensive. If fired upon, or the Navy Yard attacke@, he would feel i: his duty, in self-defense, to tire upon the two citivs. In addition to the destruction of property in the Yard. nil the vessels at the Navy Yard, including the ships Pennsylvania, the Columbus, the Dela- ware, the Raritan, snd the Merrimac, were scuttled and sunk, previous to which their guns were spiked, and all the arms of them were thrown overboard. The only veerels retained, with which it was intended to carry away the forces when the work of destruction was complete, were the steamer Pocahontas and the fing-sbip Comberland. As Captain Russell came out cf the port hemet the United States ship Pawnee, crowded with troops, and the inquiry was made as to the ~ ie of the water at the mouth of the harbor. T’ ey were told that no vessel drawing over eleven feet could enter. It is not known whether she at- tempted to enter the harbor, or whether she re turned to Old Point The steamer Spaulding, it is said, attempted to return to Boston with ber troops, but they mutl- nied against the Captain and complied him to take them to Portress Monroe. She landed her troops there, vs did also the Empire City, from New York, carrying in all nearly two thousand men. It seems, however, that the Spaulding left Fortress Monroe without troops for Fort McHen- ry, in the harbor of Baltimore, where she took in coaland left for the North. The excitement at Norfolk and Portsmouth last evening is represented to have been most intense, the women and children were flying from the cities, and the whole male population rallying to arms. Itwas expected that the shops and the Sbip-of-line New York, on the stocks, would be fired before the force abandoned the Yard. The levelling of the buildings by being blown up by powder was going on, but it was thought to be an effort to destroy all without fire, for fear the conflagration might extend tothe two cities. The people of Norfolk had seized the powder- honse at Craney Island, and removed all the tiene it contained upto the city, and were mak- ng arrangements for a vigorous defence. There had been no fire applied to the buildin, at the Navy Yard when the Louisiana left. at six o'clock last evening. No sttemp: was made to interfere with the boats of the Norfolk line, either by the Government or by Virginia Bu of the Harper's Ferry Armory. Caruisxe, Pa., April 20 —Lieut. Jones, late in command at Harper’s Ferry, arrived here, with his command of 13 men, yesterday. Lieut Jones having been advieed that a force of 2,400 troops bad been ordered by Gov. Letcher to take posses- sion at Harper's Ferry, and finding bis position untenable, under directions of the War Depart- ment destroyed all the munitions of war, armory, arsenal, and all the buildings He witbdrew his command under cover of nig bt and lost three men. 15,000 stand of arms were de- stroved The command made a forced march of thirty miles from Harper's Ferry to Hagerstown, Md. It is reported that $15,000 worth of arms were destroyed. No private property was destroyed The Virginia troops now have quite possession Haxaissure, April 19 —The Governor has or- dered ten thousand suits of clothes to be made in Philadelphia and three thousand pairs of blankets urchased. DOVE SECOND EDITION. THREE O'CLOCK P_ —— Tris Crry —We bave to assure the Star's reed ers that the Government here entertain no fears for the erfety of this city ere more relieving forces can reech it. They are pushing forward by twoor three different routes, doubtless insufficient num- bers to hold it against an invading foree of quite 20,000 men. It is nevertheless the duty of every man bere still true to the Union canable of taking part in the city’s defense, to enrol himeelf prom pt- ly to that end. Now that her chief city is virtually in the bands the disuntonists, if Baltimore could command those parties to observe the peace, we doubt not that she would no longer be horrified with the marching of soldiery under the Stars and Stripes through Maryland, at the call of the Government of the United States. Unless she can do so, it isclear tous that sbe mayexpect them to be soon multiplied within her limits, until they number not tens but bun- dreds of thousands, !f the presence of the latter numbers there be necessary to shield Washington from being violently wrested from the Govern- ment of the United States. While we cordially join the Intelligencer in the earnest hope that the difficulties of the times may be speedily and peaceably settled by Congress and a National Convention, we should consider the Government as being entirely lost toa Proper sense of ite duty were It to fail to strain, as it is straining, every nerve to Insure the safety of the lives and property in this Capital against the threatened invasion We may add that the proper quarter for euch inissions as Baltimore bas been sending bere for some days past, is Richmond—net Washington— as thence, and from further South, come the demonstrationa which threaten the peace of Mary- land. They (Baltimore) should promptly ask the authorities in Richmond to cease preparations ta attack the Federal Metropolis. Let ber ask them to propose an armistice forthwith. Tuk Arproacnine Retievine Forces —We ‘are certain that there are at least 2,500 troopseither at Annapolis at this moment, or marching on their way from thence to this city. The want of suff- cient boats with which to land them Promptly, has delayed them at that point somewhat. They may be looked for to reach Washington before midnight to-night. Their overland march is 38 miles. Another body of about three thousand are at Cockeysville, twenty-eight milesout of Baltimore. We are inclined to believe that they will be promptly advanced down to the Northern Central railroad Relay House, seven miles out of Balti- more, as soon as reinforced, which will be apeedily done. Thus, Baltimore cannot fall to have both on ber northwestern and northeastern flanks, bodies of troops sufficient to hold In check the parties in her limits who are opposing the passage of re- lieving troops through ber streets to this city. Latest.—From information now in our posses- son, we are satisfied that two full Penneylwania regiments are now in the Potomac on steamers, under convoy of the Pawnee, on ber return to this city. Unless much greater obstructions than we ex- pected to their safe and speedy passage to this point have been placed in their way, they will doubtless soon make their appearance here The 7th Regiment (N.Y) and a Massachusetts regiment make up the bulk of the troops arriving: at Annapolis yesterday. The understanding to official military circles justas we go to press, le that ‘want of means of transporting their baggage in- duced their commander to pursue bis way hither by water, coming round in the Constitution, which is expected to reach here to-night A Fresn Excitement.—Within the last hour a fresh topic of excitement bas been raised by the report that a large steamer, suppesed to be con- veying Northern troops, had steamed up the river and anchored off the Arsenal. Our reporter, dispatched to ascertain particulars, has just returned. The new arrival proves to be the Government steamer Anacostia, escorting the “James Jerome” propeller, from Philadelphia, end which was brought to at Fort Wasbington last night. The Jerome isa small propelior of the packet Mne between Philsdelphia and Georgetown; brings some machinery and stores for the Arsensl and Navy Yard, but no troops. Sbecame by Indian Head during the night, did not notice any fortifications there, and was not intercepted at that point. The ‘George Page’” ‘was lying at Aqui: Navy Yard—Commodore Buchanan, Comman- der McBiair, Lts. Lewis and Simms, Paymaster Allison, and Surgeon Cleneban, with some few workmen in the sbops, have resigned. Commander Dabigreen is now in command of the yard. No master-workman has resigned, but each offers to stand by the Government. We bave every reason to believe that their re- signations do not arise from anything whatever in cohnection with secession; but froma misun- derstanding between the officers in question and the authorities of the War and Navy Depart- ments, relative to the command while in the jard—over the Potomac river steamers to-day be 3g armed there, which are in the hands of the military, rather than of the naval authorities of the yard—hbence the offence. ANOTHER ComMITTEE of highly respectable citi- zens of Baltimore, some twenty in number, reached the Executive Mansion at li a.m. to-day, and immediately bad an interview with the Pree- ident, wherein the pealed to him not to bring troops through Maryland at thistime. He ts un- derstood to have replied, declaring his determi- nation to secure this Capitol to the Government, and protect the lives of its citizens and others in it, at all risks and hazards to any parties in Mary- land combining to obstruct the of the re- leving troops to this point. While it is evident that it is the earnest desire of the President to prevent bloodsbed in Maryland, be is doubticss unflinchingty determined that, forcibly, if meces- sary, the communication of this city with the progressing bodies of troops coming to its relief shall be kept open. GeneraL Scott —We are satisfied that Judge Robinson, an old personal friend and class mate of Gen. Scott, came here yesterday from Rich- mond, bearing # tender of a commission as Com- mander-in-Chief of the armies now in hostile array against the Government of the United States, to be tendered to the vetersn. On learn- ing the purport of Judge R.’s errand, Gen. Scott stopped him with a declaration that if he weut any further in making such a proposition to Aim, he (Judge R.) would not be permitted to get back to Richmond; adding that having sworn to support the Constitution of the United States, be realized all the honorable obligations of that oath, and should of course observe them. Such an answer was in just keeping, indeed, with the renown of the noble old veteran. Resignen —Some fifty or sixty clerks (southern men) resigned their respective clerksbips under the Government bere, in the various Departments, to-day. Tux News.—The pressure of stirring news
