The Pre. cession left the Republican Wigwam about 10 o’elock, and on arriving at Gerbardt’s hotel, on C street, several pieces were played and sung; efter which Mr Shurz appeared at an upper win- dow. Having been addressed in German by Mr. Baumgras, in behalf of the association, Mr. Shurz thanked them for the compliment paid him, but he should not make a speech. After one or two airs from the band, the asso- clation proceeded to call on Cassius M. Clay, at Willarde’ Hotel Mr. Clay, in a few words, expressed bis grati- fica'ton at such a demonstration on their part, but could not make a speech. His sympathies which he bad bad for many years with the nationality ef their principles were well known. The prin- ciples of the republican party were the principles of freedom. It was no objection with him that a nn was non a foreign soll, but, on the con- trary, be felt more like calling those brethren who bad chosen fre dom to despotism. Their loyalty to the principles of liberty demanded that they should be represented in the offices of the ration. He regarded Mr. Echurz, not as a for- eizner, but as bis fellow-citizen. He hoped and believed that this country would remain a united people, and that their principles would last as long as the flag which they revered. When the fire was put out, a young man who assisted to put it out asked his com- apes if he had any cigars. Witness said that e had plenty of cigars in bis house. Had eight or ten boxes of good cigars in the store, which had been removed when they began to put the fire out. Went to get some, and found that there were but two cigars left of the elght or ten boxes. Think the front door was broken open. A show case filled with silks, hose, and other goods of that kind was tn the store, and its contents were all taken away also. Witness had had no fire in the store for several days. Never puta light in the bow window where the fire broke out. Joseph Johnson testified that he knows Starr, and remembers the time when Walsh's store was set on fire. Saw >tarr next morning. Saw him at his house. Was going to collect a bill, and use, and Starr told witness store on fire and got some cigars. Witness bad known Star six or seven months. He wassmoking some cigars. [In his cross-examination, this witness said that be was arrested for robbing Samstag’s store, and was made a witness of. Witness didn’t tell on Starr because he didn’t want to. Didn’t say anything about what Starr had told witness until after wit- ness was arrested. Matthias Haggerty testified that Starr also told bim, about a week after the fire, that he had fired Walsh’s house. Witness told on Starr, after Starr said witness had robbed Samstag. Witness was arreated for robbing Samstag, and then told on Starr; also, told all about the robbery of Samstag. —— Sullivan sworn —Testitied that he knows Starr. Has known him since the fall. Witness was in jail at the time the store was burned. Was in jail _and heard the statement Starr made to pe Goddard, and told Starr that it was a lie, and requested him to say the truth. Tue Pat Fink Derartment BILL Teported by Mr. Given, of the fire department committee, lately, wos laid over, it will be remembered, for future action The bill was intended to combine all the features of the best departments of the kind, with such additions es are necessary to make them applicable to ourcity. Itis predicated upon the expectation of a transfer by the Govern- meat of its property in the present department to the city, which bas been asked for. The com- mittee studied to organize a department which could not be subjected to political influence. It first provides for the inting of five com- missioners, who, when firs! jointed, shall draw for the terms of service, to be for one, two, three, four, five years respectively, and the annnal ap- ———— thereafter of one commissioner to serve jor five years, to be appointed by the Mayor. These have the power o:! appointing the subor- dinate officers and members of the department. The department !s to consist of a chief engineer, three steam fire engine companies, to consist of one foreman, one engineer, one fireman, one hostler and six extra men, and two hook and lad- der companies, to consist of one truck each, one foreman, one hostler, and ten extra men and two horses. The steam companies to have each one engine, one hose reel, three horses and 1,000 feet of hose. ‘The salaries of the officers and men are payable out of the general fund, as fo neer, $1,000; foremen, each #2 firemen, $325; hostlers, $325; extra men, $120 each. The paid men, except extras and foremen, to give undivided attention to the duties The commissioners are empowered to designate the locations of the companies. The chief engineer is to be appointed as other offers of the corpora- tion, to continue for five years in office, but, the Mayor censenting, may be suspended by a ma- jority of the commissioners for cause. ‘The commissioners, with the chief engineer, form a board of control, and are held responsible for the discipline of the whole dep»rtment, and for the at beh and have superintendence of the bouses used by it. The chief engineer is required to attend all fires, and bas control of the officers and men, and all persons present at a fire; and is required to report monthly, to the Mayor, the condition of the department. He cannot expend any money over #20 for the pur; of the depart- ment, without first obtaining the consent of the Connetls The chief engineer is vested with lice authority; ond in hisabsence from a fire, he chief of police is vested for the time with ali his powers to act.
