Mr Brown, from finance committee, reported a bill authorizing thg Mayor to issue certificates of indebtedness of the Corporation, to the extent of $20,000, to be paid on or before October, 1861, tn order to mert present and accruing liabilities of the Corporation. Mr. Moore thought there was no necessity for ‘the act. Mr.Ward thought it very impolitic to pass such a Dill at this time Mr. Brown said it was with extreme difficulty that the Mayor bad made arrangements to meet the interest due by this Corporation to-morrow Besides this, the object of the bill is to pay for work done for this Corporation. The ward con- tractors are unable to pay their day laborers; nor will there be any betler state of things before July or August next. The laborers are willing to take these certificates in payment for their claims. Mr. Ward hoped the bill would not pass. The other day the speaker was In the presence of the ity Register, who informed a gentleman that very few of the usual city licenses were delin-. quent. The Tax Clerk this evening informed a entieman that e was but adifference of afew thousand dollars in the tax receipts. Mr. Brown said that he only recognized the Mayor of the city in thie matter. He is the foun- tain head, and the only authority to be taken officially bere. Snyder and others, asking a reduction of rents of butcher stalls in Center Market, were appropriately referred. Mr. Jones offe a concurrent resolution in re- lation to the day of fasting and humiliation rec- ommended. by the President, authorizing the Mayor to act in conformity thereto; . Mr. Malloy offered a resolution calling upon the Mayor for information as to the cost of the stand of colors presented to the Seventh Regiment of ew York, and of designs and cards distributed mong other military organizations in Washing- on the oceasion that called for the testimoni. and also, whether any of the companies of the city were noticed in the distribution of those favors; passed. Mr. Jones, from the ways and means committee, ted a joint resolution instructing the com- mittee before Congress to ask a cession to this Corporation of the Government intcrest in the = fire engines and engine houses of the city; The committee also made an elaborate report on the proposition to light the streets with gas, made by Mr. Powell some months ago, accompanied bya bill for lighting with gas those streets in which mains are laid; and asked that it be printed | and laid on the table; — to. Mr. Mobun, from the dralnage committee, asked a discharge from: the bill to erect four-way tire- plugs at the intersection of Second street east and Penneyivanta avenue; to. Mr. Meade, from the police committee, asked and was granted a discharge from the resolution in reference to butchers’ stalls in the Northern Market. Also, offered a resolution in regard to a reduc- tion of the expenses of the Corporation, directing the appointment of a special committee of one member from each ward; ‘The bill from the Aldermen authorizing the issue of certificates of indebtedness by the Corpo- ration, was 3 Mr. Morgan introduced a resolution directing the committee of ways and means to inquire into the ex ency of issue of city scrip of the denomination of ten dollars and upwards, to an amount not exceédlug $100.000. Mr. Jones thought the resolution would affect the city disadvantageously, and moved to lay it i non said he wanted, while they r. nm wanted, while were fording relief, to afford it to all to whom we e indebted. ‘The issue just authorized would afford no relief to the laboring men out of whom ¢ have extracted the re but would go to pay those w! ‘id the Corporation stocks. The pressure had come, and he, for one, was not ashamed to admit his tnability to pay bis individual debts, or to confess what he knew, that the city was unable to meet its obli- ations. Cor- coran, Esq.,and the equestrian statue of Washing- ton ‘The essential improvements in the Second Ward, are the numerous corporation water mains that have been laid, the handsome two-story brick schoolhouse at the corner of Fourteeuth and Q streets, the Presbyterian charch at the juncture of New York avenue with H street, the grading of New York avenue, and the brick culvertin ‘Thir- teenth street. In the Third Ward Mr. S. notices the new Guard-house, with its steeple and bell, and says in relation to the Center Market-liouse, that it is in bad condition, and a new one should be erect- ed without delay, for it cannot be doubted that the additional income would be increased to an amount siore than equal to the interest on its cost. ‘The hall above would always be in demand for the Mechanics’ Institute an ny other exhibi- tions. At all eveats the east and west fronts, on Seventh and Ninth sts., should be done, and the unsightly sheds which are now on the square ould be forthwith removed’?
