At the meeting ‘of the doard, Dee 7th, Mr. Hill introduced a resolution against Mr. Vanderwerken forte Fwovery of $3.008 due the Corporation on two $1,500 each ziven in payment for the tobacco warehourgs, (secured by mortgage thereon,) and 348 belag the amount of a note given by said Veruderwerken for interest, unless pa was amade by said Vanderwerken at the ra’ ‘0 per cent a month on the whoie debt of @3,610, com- mencing Jan. 1, 1861. The resolution was read once and laid over under the tule. At the next meeting of the Board. Dec. Mth, its advocated by Mr. Hill, who said thal fen years since the maturity of the Vanderwerkea had bottght large tracts of Virginia im an wey ster sg me So fer ins ‘built himself a fine dwelling house farm, avd a barn Le > enough for two; that he had never paid the Corporation any taxes, licen- ses, fines or interest without being compelled by apecial leg siation; that he had left the warehouses uninsured some month, and if they had burned down then the Corporation would have h7d no security; and thatthough times were hard now it was and would be a harvest for the omnibus line, aod Me. Vanderwerken would never be better abie to pay than this spring in view of the wpouniee fpaucuration. Re , the pre-ent low price —— feed, and bis business being strictly u business. Mr. Tenney agreed that the omnibus line had been, and was now, of great benefit to the town, because of the number ef men employed whe live bere, and the revenne from taxes, licenses, &c He also urged that the old tobacco warehouses were, before Mr. Vanderwerken purchased them ef no use to the town. Since then they were 2 sessed at $10,000, and on that amount taxes ha been regularly paid. Mr. Tenney stated many other facts of the same tenor, and other gentlemen gave thetr views, and the resolution w ameuded, by striking out 20 per cent, serting 5 per cent., and in that shape passed by a vote of $tol; Mr Pickrell only yoting in the negative. Mr. Williams was absent. On Friday soit last all of the members were present except Mr Dodge. A tition was re- ceived from Mr Vendawebe praying the Bosrd to reconsider their action aod modify the resolution so as require the payment of 5 per cent. quarterly, f of monthly. At the proper time, a reconsideration was woved by Mr. Ten- ney, who said it was a bad time for a creditor to rt. Vanderwerken promised wes modified, to pay £500 a year penctually. It would all be paid in five years, and he thought we ought to extend this leniency to an old citizen, and one of such benefit to the town Mr Hill opposed the motion. The vote was almost unanimous for the resolution; the omnibus we was doing a good btisiness; 25 ceuts fromeach coach per day would pay it, and it was too much after ten year’s credit to ask for five more. Mr Tea said the gentleman seemed to for- et that Mr. Vanderwerken had a partner in the now. and this was his individual debt. The bad been reduced 25 per cent.,and if they were making money now, Mr. V. must have made a great deal at the bigherrates. This money goes toshe sinking fund aad not to the general fand, se would no: pay any crediters of the town. At this thme all knew it to be impossible to raise money, the banks are giving no accommodation, and it was herd to come down on a creditor with asnap judgment He meant no reflection on the gentleman, but this was too much like a Shylock ~manding bis pound of flesh. Let the gentle- man remember that “mercy is twice blessed,” diessiag uot oaly he who ihe bat he who re- ceives. -‘1.’’ sald he,‘ bavea friend, a gentle- man who js sometimes called a shaver, (a com- missioner of the sinking fund, and a member of the Greaney age ongress,) who bas had mortgages laying over for ten or twew' rs, and cannot even get the interest on aco aoa would be the last man to force a collection at this time. Itissaid corporations bave no souls; but shall we be less merciful than a gentleman who is sometimes called a usurer’’’ Mr. Hill said the gentleman bad defended Mr. Vanderwerken through thick and thin, and would not vote to force him up, but had released him from 4300 justly due. He is doing a cash busi- ness; and with the session of Congress, inaugura- ted advent of a new administration, &¢., is doing ood business, and will be all next summer. He would suggest i0 per cent. quar- terly Mr. Hill seid the faterest was not paid on the S10 note given for interest in 155U. Here was an- other loss of nearly as much as the original note, by procrastination. Mr. Tenney thought the gentleman not quick at figures, or not posted. He then said he liked to answer good arguments, such as generally came from bis friend oa bis left, (Mr. Engltsk,) but thought be, in common with other business men, had sometimes to receive and be paying interest. Mr. English said it was not go.-d policy, but he bad sometimes to take Interest when he could not get the principal Mr. ‘woses raid, in reference to the matter of ¥ nm owing money, this ainount would ive mo relief, as it goes to the sinking fund to ay Corporation siock. Mr. Stake said that be had pro to make the op 3 per ceut. quarterly, at the lagt ors Mr. Hill suid there bad never been a dollar paid by that man (V.) without a special law. If it had not been for his (Mr. Hill’s) resolutions intro- duced here, would his interest, liceases, or insu- rances have now been paid? He did not blame the previous Boards, but Mr Vanderwerken would nothing without being compelled, and be ed the Msyor and the Recorder Mr V.’s counsel was the Corporation Attorney.
