‘HE EVENING STAR. Se NSO See, ee aTy Spirit of the Morning Press. © The Constitucson comments apon e@iforial articles in various Republican journals. } The Intelliger is devoted to news, aad general Political intelligence. et ; ‘Tux Sovrussy Senatorial Caccus, that ‘took place on Saturday last, continues to be the topic ‘of most earnest conversation in ‘Weasbington, little eenceraing the details of what transpired therein being generally known. By way of satisfying popu'ar curiosity in the matter, we have to say, that with a single exception there was entire una- nimity atnong those presént, (and every Southern -MBenttor-te said fo bave"been there, except Mr. |, who tssick;and Mr. Toombs, who is absent,) as to the fact that unless the North speed- _ thy evinese-edteposition that she will surely give additional constitutional tees, the seces- siow of South Caroling, Alabama, Missistippi and Florida, Will almost surely take place before the 4th of March, with a strong probability that Gebrzin, Louisiana, Texas and Arkansas, will fol- low theni out of the Union fn a brief season. The exception referred to above we believe to have been Senator Pearce, of Maryland, who still holds to the Inrpresston that prompt Congressional ‘action and public assurances of conservatism from the President elect may cause all the States named above, except South Carciins, to pause until = aetal Southern Convention may be able to de« termine upon a line of joint Southern action for the protection of the rights of the slavebolding Statesin the Union. Mr. Crittenden is understood to bave urged such Southern action as imperatively called for; and while deprecating secession ere essaying a final effort to obtain Southern rights in the Union, he is also said to have proclaimed that there wes no doubt that if the Government breaks up, Kentucky would unite her fate and fortune with ber slaveholding sisters, unless prevented from @o -doing by oligarchic precipitancy on the part of the Gulf States. His arguments and those of one cr two others have doubt- less aJready had the effect of convincing the cotton States Senators that unless the Southern Convention demanded by the border States be accorded ere the Gulf States secede, the latter will find themselves involved in inextricable embarraaaments. Mr. Benjamin is believed to have proved (in the coti¥ers:tional discussion that took place) one of the mostardent opponents of immediate secession present. Oa the whole, we are satisfied that the caucus had a good cffcct, in opening the eyes of the Sen- ‘ators from the extreme South to the fect that the only hope they (the extreme South) could have of imdacing the border slaveholding States to join tn their movement ultimately, lies in the fairness with which they now treat them. That is to say; in the manuer !n which they respond to their de- mand to have equal voice with South Carolina, Alabama, and Nississippi,in determining what the South’s course In the emergency shall be. We ate satisfied timt most of the border State Senator caused it to be distinctly understood that Sf the States favoring separate and precipitate ac- tion fell to listen to the requests of their States, they (the. border States) will probably be com- Pelled to seek safety for themselves in seme com- Dinstion of States which, while eschewing (in ease of the disruption of the Government) longer connection with New England, will equally eschew the policy of joining a nominal Southern Confederacy, wherein the principles of American popular liberty shall be abased and those of an ebligarchic government to further psrticular in- terests only, shall be established in their stead; it being quite as easy to form a powerful govern- ment to embrace the border slaveholding, middle, and western States, as to form an entire southern Btates Confederacy; there being quite as muqh homogeneity among the former as among the intter, and the elements of individual and national prosperity being at least es abundant in the one as $m the other, If not more so. The tenor of recent South Caroliaa legislation and oratory, developing the apparent fixed purpose of the ruling spirits of the movement to have the new southern government partake more of the character of a monarchy supported by an @ligarchy based wholly upon the possession of @laves on the part of the preferred class, was doubtless he'd up by the border slave State Sen- ‘ators in this meeting, as asubstaotial reasou why, if the Galf States assume to act without entire southera concord, the hope of a future unjon be- tween them is likely to prove a very fallacious one indeed. . Szceetany Coss Resionsp.—The Hon. Howell Cobb has resigned the Secretaryship of the Treas- ury, and, we learn. propceses on Thursday next to repair to Georgia, where, it now appears, he isa candidate for the State Convention to assemble on the 7th proximo. Hedid not attend either of the three last Cabinet councils. Well-informed Persons here attribute the step he has taken to recent information that the cause of the destrac- tion of the Union bas been much damaged in Georgia by the dictatorial intemperance with ‘which It has been supported there. Leng since, it is well known to the public, be embarked bis political future with that cause, and if it, perchance, goes down in Georgia, the Political. fortunes of Mr. Howell Cobb ef couse “go under” with it. Our sincere hope is that even bis eloquence and energy will not prove sufficient to repair the damage to the cause which his really oligarchic and anti-republican colabor- ers for the destruction of the government have already effected. He leaves his trust here in worse condition than it ever was in before, perhaps since the very forma- tion of the Government; its sad state being quite ‘as much the result of the fact that the business com- munity everywhere had rapidly of late come to Aistrust his fidelity to the Government be swore to upbold when taking Executive office in this city. His successor has not yet been definitely named, we apprehend. Waar'’s ix ruz Winp?—Messrs. By thrift and economy in the management of her business, she had accumulated a few hundred dollars, most of which, however, she seems to have unfortunately lost by over confl- dence in the honesty of some male acquaintances. Robbery is supposed to have been the incentive to the committal of this horrible deed. 17> A ramor was very prevalent yesterday, in this city and in Baltimore, that the office of the New York Tribune had been attacked by a mob and sacked. The telegraph brings no confirma- tion of the story, and of course it must be without foundation.
