It will be @he: peculiar labor of the border States, slave- holdivg and non-siaveholding, to bring about that end. Three things are necessary to its accom- Ist. That civil war shall not grow out of the ‘withdrawal of the cotton-producing States of the Union. Else, the border slaveholding States will all speedily follow them. 2d. That there be no interference upon the part of England and France in our internal difficulties whereby the extreme South may be stimulated to hold to the position they are apparently about to assume. * 3d. That the effect of the secession upon the business interests of the North shall speedily teach her that she bas lost far more than she bas gained by anti-slavery ultraism. Weare hopeful with reference to the first and third of these propositions, though doubtful as to second. The anti-slavery measures of England and France have from first to last been directed to the end of dissevering this Government, in order to cripple the so rapidly progressing manufactures of our Northerg States. That object having at length been accomplished, we fear they will leave no effort untried to make ita fixed fact for all time to come, so soon as they may decently step forward to infiwence the seceding States to refase overtures for the reconstruction of the Union. The Democracy of the rural districts is waging fierce war against the domi- neering autocracy of Charleston which clique is ‘“ghting for a monarchical form of government, and entertain 2 purpose to make the Guvernor of the Statea military chieftain with sovereign power. Mr. Cunningham, of the House, who is put for- ward by the committee to take all the respons! bili- ty of extreme sentiments, has openly avowed his hatred of Democracy in the camp. He considered ‘the common soldier as incapable of an elective choice. The opposing or thoroughly Democratic party of the House, while avowing strong seces- sion sentiments, are nevertheless bitter sticklers for popular rights and will stand out for them. As yet they have been able to obtain few concessions. ‘They bave caused the army bill now under con- sideration to be modified to such an extent that the Governor sball appoint general and field of. A citizéh of the United States does not cease to be a citizen even by becomifg a member of a State Legisia- ture, a Judge, a Governor of a State, or even a member of 2 State Convention. If the’Governor of a State were to be detected in robbing the mails or counterfeiting the coin of the United States, he is punisbable in the same manner as the humbiest citizen ; nor could any act of the State, through a convention or otherwise, screen him from punish- ment. The Constitution and the laws of the Uni- ted States constitutionally enacted are‘‘the supreme law of the land,”’ and the citizen owes obedience to them from which he cannot be relieved by State authority. Can a State, by legislation, reso- lution, judicial decision, or any other device, pardon the mail robber? If she attempt to do so, by the resolutions of a Convention or otherwise, and the United States proceed to punish him not- withstanding, is that coercing a State? Every Government which deserves the name is a Government of coercion. To give that charac- ter to the Government of the United States was the leading object of Washington and- bis com- patriots in framing our present constitution. For this, it was clothed with legislative, judicial, and executive powers, and with means to execute them. To make these means effective, it express- ly places the Constitution and laws of the United ‘States, constitutionally enacted, beyond the reach of State authority.
