He proclaims that they want no Convention; but rather that the decision shall be made upon the naked question whether the South shall fold its hands and take no measures what- ever for the maintenance of its rights, or shall plunge at once into revolution. Or, 11 other words, he avows the determination of the dis- union leaders to be to usurp the government of the South; scouting the idea of rermitting the People there to huve equal voice, with them, in determining what their course shall be. We have aiso before us the last received num- ber of the Richmond Enqwirer, once so wisely, nationally, and patriotically conducted, apoio- gizing for and justifying this position of Toombs: Keitt, the Charleston Mercury, &e , in its answer to the declaration of a conservative Virgi:ia pa- , Tefusing to be dragged into revolution without her consent, will stand, a Power for peace, between the extreme North and per, that Virgin: From Illinois, too, we have reports of recent speeches of Mr. Lincoln, which show that he is either wholly igaorant of the state of things ex- isting throughout the South, or has permitted bimself to be persuaded by those around himthat he bas no duty to do in the crisis. His speeches, if accurately reported, are but such es one would look for from the captain of some visiting military or fire company; utterly unworthy of a man in his position. His mouth-piece, Senator Trumbull, is, however, making speeches upon the state of the times, wherein be proclaims for the President elect the latter’s determination to carry out to the letter the purpose of excluding slavery from U. S. Territories, and to suppress secession in the If Mr. Trumbalt is au- thorized to speak thus for Mr. Lincoln, the fact only proves that the latter is utterly incompetent to grapple successfully with the dificulties that are to surround his official position. Notbing has occurred so likely to convince all well-informed and sensible persons that Mr. Lincoln igmot the man for the crisis, as this threat, in advance, to use fire and the sword upon the South In the first place, he will not have at bis abso- lute command a thousand troops that can be used against seceding States. more, he must go to Congress for authority and means to do so; and both branches of Congress ®re opposed to any such work, as being sure to drive the whole South, in their Present temper, into revolution. He will receive no encourage- ment there in a purpose of forcing Maryiand, Virginia, North Carolina, Tennessee, Kentucky, and Missouri into the position of unwilling allies of the South Carolina revolutionists. There does not live within their borders a single man, to the manor born, who, if compelled to take up arms on one side or the other of such a contest, will P in resistance of the ap- Plication of force by the Federal Government agaist the extreme Southern States. Itis amazing and one of the very worst signs of the times, that Mr. Lincola fails to appreciate that palpable fact, which all. but those who immediately surround him now so clearly comprehend. Unless very soon opening his eyes to that truth, he will but take the reins of the government in hand to dash It to Pieces in six months, beyond the possibility of {ts eventual reconstruction upon its existing basis. Surely it is time for conservative People North In our own section there exists but a single remedy—legally authorized conventions of the people of every slaveholding ‘State, which shall adopt ordinances to be enacted by their several Legislatures, compelling the Legislatures of npn-siavebolding States that have nulliied their constitutional obligations in con- nection with the fugitive-slave-rendition question, to repeal their obnoxious laws, under Penalty of the loss of all their Southern trade. Throughout the North the reme@y is in populor ‘ction making it plain to those who now so evidently control Mr. Lincoln, that they may not dare to assume positions that bid fair to drive the whole South out of the Union in six months from the 4th of March next. Nevertheless, it is ‘tight.” So say all who are endeavoring to ¢ollect money due. Our capitalists and money dealers are not like those of the Northe: rn cities, engaged in operations based upon *-borrowingion call’? upon stocks hypothecated for so much of their value when thus pledged. Not one in aifty ofthem own sixpence worth of the stocks tha‘ lately tumbling down at the North. Four- of the money usually circulating here—of all the money upon which the business of every bogy in. the Federal Metropolis is based—comes from the National Treasury in the way of salaries and pay- ments for labor, materials and goods. It comes as surely as the first of each succeeding month comes round; and being thus certain to come, it is worth most to those who receive it, when the money market throughout the country is disturbed asat present; because at such times given amount of cash will buy more of everything than when money is not ‘‘ tight” the country over. Yet col- lectors tell us that clerks and others here who are regularly paid monthly out of the National Treas- ury, are pleading the tightness of the money mar- ket in bar of prompt payments-ef demands upon them! Surely they who actually profit as ex- platned above by the panic abroad, which is less- ening the prices of nearly all they require to pur- chase, should be the last to utter such replies to their creditors’ demands. So far as this city’s business prospects for the next six months areconcerned, they never were so bright before—never. All must realize that from the commencement of next week until the new Administration are fairly installed in office—say until July next—tbe amount of money actually ex- pended by strangers here is destined to be far larger than ever before in the same space of time. Besides the hordes of office seekets—to be far more numerous than when a new administration succeeds one of its own politics—who will spend their money in Washington in the next six months, the fact that the proceedings of the next session of Congress are to be more interesting and momentous than ever before, by far, will bring among us tens of thousands of persons with money in both pockets—to remain here days, weeks and months. We therefore look for well nigh double the expenditure of money from abroad here by strangers, that marked the session before the in- auguration of Buchanan and the succeeding three months pulling and hauling in Washington for office under his administration.
