If, when the Southern State Legislatures may have enacted auch a system of legislation—extra taxation, fines and other disa- bilities against whoever may purchase of use goods, wares or mefchandize coming frdin abo- lition States—soberly, intelligently and unani- mously framed by a general and authoritative Southern-States convention, the southern disunion- ists per se will only labor as hard to induce all their feliow-citizens to carry it out in good falth, as they are now laboring to elevate South Caro- lina into a revolutionary dictatorship, in a single year any man whe dares preach abolitionism in ite present manufacturing hot beds of the North, will fare as badly as if undertaking to do that thing at this time jn Columbia, South Carolina. ——e— Tue New Govsanment Loax—We by no means coincide with the N. Y. Herald in appre- hending the general repudiation of their contracts by the successful bidders for and other present holders of the new Gevernment loan. Judging from what is said at the Treasury Department concerning the heavy portion of it taken by the House of Riggs & Co., of this city, there is little dager that there may be any such repudiation as the Herald predicts. By far the largest portion taken by Riggs & Co., is known to have been bid. for by them on account of others; princi- pally savings banks. These latter have prompt- ly met the Secretary’s call for the money, and will doubtless continue to do so, for they are not operating for speculation. Riggs & Co. are said at the Department to have actually paid in much mute than the Secretary has called for, on the portion they bid for on their own account. It is believed in financial circles here that they (Riggs & Co.) sold the greater portion of the loan they took on their own account, before the recent fall im its value in Wall street. So, the chances are ten to one tbat they are gainers rather than losers by it, notwithstanding it has gone down three per centum since the awards of the stock were made. <eieieeey —oe Patriots, ALL oF zu '!—We hear from a gentleman recently from Springfield, that Mr. Lincoln has already received thirty-seven appli- cations for the Richmond (\a.) post office, by letter! But so severe is the financial jure in the quarter where the bidders reside, bat many of them bave represented that they could not comply with theterms These five per cents were selling in New York on Saturday at 97. About three millions of the loan have already been paid in. The Secretary of the Treesury, in consequence of the pressure, has ordered that the time for paying in one-half of the loan be extended for thirty days.
