WASHINGTON NEWS AND GOSSIP. ————_.—__ Dusvnion.—The public will doubtless be grati- fied at perceiving that the Conststution this morn- ing takes occasion emphatically te discomnect the President from any and all responsibility fr Its brief article of the day before, that was very gen- erally construed to mean an earnest justification of the propriety of the secession of the South be- cause of the succees of Lincoln in the recent elec- tion. Those who knew the President's views were well aware that he entertained no such sen- timent. But his many personal enemies here and elsewhere instantly seized upon the Constitution's article to injure him In public estimation; which itwould have done, doubtless, but for that journal’s so prompt disclaimer We regret more than we can express that it en- tertains such views of the propriety of secession on the part of the South on account of theelection of Lincoln. They are exceedingly obnoxious to the democracy of this section of country, as well as to all others who have aught to lose by revolu- tion; as the Constitutton cannot fail to comprehend, when its excitement growing out of the.recent defeat of the party so cools off as that it may take common sense views of the exigencies of the times. Under the circumstances of its late defeat before the people, the Democratic party will cease to exist asa substantial party in thirty days, if essaying to stand upon the doctrines thus enunciated by the Constitution. Throughout the South thecon- test is to be, clearly, between revolution and anti- revolution; and in Virginia, Maryland. Deleware, North Carolina, Tennessee and Kentucky, if not Louisiana also, the revolutionists will not number one in five, even though it be attempted to aid their cause with the prestige of the democratic party’s name in those States. North of Mason’s and Dixon’s line there can be no such contest In the cotton States, the success of the revolutionists is not impossible; but their success in them will, necessarily, number the Democratic party every- where else, among things only to be remembered, if its name becomes identified seriously with the scheme of revolution now sought to be carried out. The plea treats at length upon theseces- sion movement just initiated by South Carolina, giving « bistory cf former movements of the kind, and expressing ils belief thatthe present Demo- cratic Administration will, simply by the exercise of its moral strength, avert the evils of disunion, as former patriotic edministrations have done. I~ New testimony in the Burch divorce case has been taken in St. Louis on the part of the de- fendant, Mra, Burch. The agent was dissatisfied that the aye 2 were withdrawn, for fear of an attack from the Sioux, and it is understood that he has applied to Washi for a company of infantry to protect him, and it is known here that the Sioux are also en their winter bunt, as both tribes are hunting on the Republican Fork. It is hoped they will meet there and seitle their difference to the satisfaction ef themselves and the frontier settlements by using each other u: The ple of this frontier are greatly dissatisfied that jovernment should protect the Pawnees against the Sioux, when it notoriously gives license to the former to commit depredations on the latter. ee Democrat Coneressionat Gains. —The Dem- octats have elected nine members of Congress from New York, and not seven as the Baltimore Sun of this morning supposes probable—viz : E H. Smith, (vice Carter—gain,) Odell, (vice Hum- phries—gain,) Wood, Kerrigan, Ward, (vice Briggs—gain,) Delaplaine, (vice Horace FP. Clarke—gain,) Haight, (vice Huskins—gain,) St Jobn, (vice Van Wyke—gain,) Corning, (vice Reynolds—gain.) To offset these seven gains. they have lost the districts now represented by Messrs. Maclay and John Cochrane, both largely Democratic, by running two candidates. The defeat of Mr. John Cochrane is a great loss to the public service, Mr. Maclay was not a candidate for re-election. They (the Democrats) have gained three mem- bers in New Jersey :—Perry, vice Pennington, (Rep.,) and Messrs Steele and Cobb, vice Messrs. Adrain (Rep.) and Riggs (Douglasite ) We have seen nothing so far to induce a doubt that Mr. Appleton {s elected over Mr. Burlingame in Massachusetts. Thus, in these three States, the aggregate Democratic gain for Congress is eight members—equivalent to a change of sixteen votes; or quite sufficient, with the Democratic gains Previously made in Pennsylvania and Obio, to secure the opposition to the incoming adminis- tration a working majority of the lower House of Congress. Tae Wax with tHe Inptans—The New Mexican mails, with detes to the 22d of October, Lave arrived at Independence Colonel Canby bad an engagement with the Navajoe indians on the 2d ult. Forty horses and five Bundred sheep were captured, and five prisoners and six Indians killed. The Utabs, under Capt Ptieffer, captured five thousand sheep and a large number of horses, with nineteen prisoners and five scalps Captain Buckman’s party of volunteers took seventy horses and one scalp. The Indians are sorely pressed on all sides, and if they are ever to be chastised, now or never is the time. The Utahs had proved treacherous; after recelv- inga large number of borses they put out with them, declining to have any more to do with the caropaign. By their treachery the indiana re- covered 3,000 of the sheep that was taken from them. Tbe command of Captain Pfieffer was put in immtuent danger, but after a hard battle they nees at Santa Fe is very doll. Alpbonse Jackson, to be a Chief Engineer. Second Assistant Engineers Geo. W City, R. M. Bartleman, and Wm. H. Bunt, to be First Assistant Engineers. The twelve upper wards of the city, constituting the fourth congressional dis- trict, were represented orivinally in the Charies- ton democrathe convention by twosets of ene of whom were ejected by the committee on credentials, and the other, the ie saya of Mr. Douglas admitted. The Baltimore Exchange, 2 Breckinridge pa- Per, speaking of the result of the election In the city of Baltimore, says: ‘The South may rest as- sured that Baltimore will unite with her in all lawful efforts to check any further agitation of the slavery question, and to com, the Republican party to respect the Constitutional guarantees which protect the institutions of the slave States. We say that Baltimore will unite in all lawful ef- forts to secure these ends, and it is but frank tosay that in our judgment she will only be the ally of the South so long as the latter seeks to tight her- self through the laws and under the Constitution. Though we in common with the South have just reason to feel aggrieved at the treatment we have received from the North, we do unhesitatingly assert that we have not yet been driven to the point at which revolution alone can remedy the wrongs ofa people. We do aver, therefore, that Baltimore bas not by her vote of yesterday sanc- tioned any disunion scheme or sentiment whatso- ever, and it is our earnest hope that she may never feel herself impelled to seek for justice through secession. We atilitrust that Mr. Lin- coln, if he is, a8 we presume he is, elected, will hearken to the conservative counsels of the better men of bis party; and that the patriotic desire to leave the Republic stronger and more prosperous than be found it, will lead him to abandon the narrow views and tortuous policy toward which we fear he too naturally inclines, and to enter upon a wider and better path.
