Stock on September 1, 227,708 bales. 17 According to the London Observer, the At- lantic telegraphic cable {# not the only deep sea telegraph communication which refuses to work. The Red sea telegraph is out of order; the Malta and Cagliara line of about 300 miles in length, has long been interrupted. The line to Algiers has been abandoned, the cable from Malta to Cor- fa has aiso gone the way of all predecessors. Uston ix New Yorx- ‘The Douglas State coms mittee, in session on Friday, refused to accept the Proposals for union against Lincoln offered by the Breckinridge democracy, and accepted by the Douglas sub-committee. Subsequently, the “National Volunteer” (Breckinridge) organiza- tion made a proposition to unite, giving the Breckinridge democrats the same number of electors, (ten,) and the Douglas committee took this into consideration. 1 Among the distinguished visitors at the United States Agricultural Fair in Cincinnati is General Joseph Lane. It is said the General has & farm of about a thousand acres in Oregon, and that upon the farm are about 1,000 head of cattle. ‘The General has always indulged a warm interest in agriculture and stock rearing. He is very anxious to improve his stock, aad will transport, by the route across the isthmus, some fine animals from the Atlantic States. heats U7 A very large and most enthusiastic Union mass meeting was held on Thursday and Friday at Culpeper Court House. Notwithstanding the large crowd present, everything passed off in the most orderly aad agreeable manner. On Thure- day afternoon the assemblage was addressed by Messrs. Thomas. of Fairfax, and Ingersoll, of Pennsylvania. At night, Wm. Gilmer, Esq., of Albemarle, entertained the crowd with one of his happiest efforts. Yesterday, Messrs, Baldwin and Alexander Rives spoke. There were sump- tuous dinners on each day. The speaking was fine and the meeting, on the whole, one of the most interesting ever held in that section of the country =. Tue Serr Acausst Cart. Hotuins ror Dam- AGEs at GREYTOWN —An important question has just been settled in New York. This arose ina case in the Circuit Court before Judge Nelson, in which Capt. George N. Hollins, Commander of the United States sloop-of-war Cyane. is defend- ant. It wasan action of trespass brought by the plaintiff to recover damages for the destruction of Property by the defendant at San Juan del Norte, Nicaragua, otherwise called Greytown, on the lath July, 1854. Capt. Hollins pleaded obedience to the commands of his Government, to which it was objected by the plaintiff that neither the President nor Secretary of the Navy had authority to give the orders there relied on to the defendant, and hesce that they afforded no ground of justifi- cation. The Court ruled the plea of the defend- ant to be good on the principle settled in the case of Marbury and Madison. The question whether it was the duy of the President to inter- pose for the protection of the citizens at Greytown against an irresponsible and marauding com- munity that had established itself there, was a public political question, in which the Govern- mnént, as well as the citizens whose interests were involved, was concerned, and which belonged to the Executive to determine; and his decision was final aud conclusive, and justified the defendant in the execution of his orders through the Secre- tary of the Navy. The more we reflect on those difficulties, the greater they are magnified, in our judgment. We know well, and regret far more than we can ex- Press, that the fact is blindly and persistently ig- nored at the North, that a vast. majority of the People of the South are opposed to the continuance of the Union, if the General Government is here- after to be administered upon the principles in connection with the slavery question laid down in the speeches of Messrs. Lincoln, Seward, Sumner, Andrews, Giddings & Co., and in the ex cathedra expositions of Republican-party principles appear- ing from day today in the New York Tribune. We know that in Mississipp!, Alabama, South Caro- Mina, Texas, and Florida, full four fifths of the people at this moment stand ready to hazard dis- union as the only relief from the yoke of a gen- eral government administered upon the doctrines of the Republican party authorities mentioned above. We know that not only in those States, but in Virginia, North Carolina, and Georgia, the great mass of the men of energy and action in connection with current political affairs, ardently sympatbise in the same cause: the class of men who shape the conduct of communities and Stater, while their more conservative fellow-citizens are debating in their own minds what to do. We know, further, that however opposed to taking the decisive step they may be, even the most con- servative portion of the southern people regard the cause of the South as involved in the crisis as a rightful and just one, and only oppose the pro- posed last resort because hoping on still that its necessity may be avoided by some means, they know not what. We feel sure, stili further, that Lincoln's election will be instantly followed by attempts at success fal organization to resist the transfer of the anthor- ity of the General Government in various Sonthery States into the hands of the abolitionists, and w": believe that those attempts will succeed to the ¢.- tent of procuring formal State government actzbn to nullify the Federal Government's authogity That once accomplished, and there can bat two solutions of the problem of our natioral fu- ture. The first is a full, final, and satisfactory settlement of the question of Southern rights under the Constitution as now existing, brought about by the tardy action of Northern conservatism The other possible solution is neither more nor less than the dreaded destruction of the Govern- ment. ff a single State government resists the Federal authority, the General Government will not only find itself unable to command the assist- ance of a single bona fide Southern man in the work cf compelling the submission of the rebel- ing State by fire and sword to the authority of | Grafton the party of Greely, Andrew, Giddings, Sumner, etal, but it will very soon find the entire South as vehemently opposed to the Government’s then only ‘force’? alternative left, of sending armies of Northern men to do what the South will take no part in doing—to hang the authorities of the rebeling Southern State and those of its citizens who essay to obey its laws made to meet the emergency. We believe, farther, that for every volunteer or soldier the General Govern- ment may be able to enlist at the North to out its purpose of compelling submission to an abolition government at the South, ten volunteers treaty of July 16, 1859, and transmitted the same ' Additional Fereign News by the Steamer to the Acting Commissioner of Indian Affairs.
