WASHINGTON NEWS AND GUSSIP. eee Penssyivania.—The last ten days have wit- nessed a manifest change in the Presidential chances in Pennsylvania. We are now decidedly of opinion that in the end there will be but one electoral ticket in the field in that State against Lincoln. The arrangement of the Pennsylvania Democratic State Committee is fair and honorable to all parties. It is no fusion or compromise, but atest of strength. The candidate who receives the largest vote, whether Breckinridge or Doug- las, is to have the electoral vote in the College, if the ticket succeeds. [tis simply a reference of the whole matter to the popular will; both sides agreeing to abide the decision of the majority within the Democratic party. All shades of the party, with the Beli and Everett vote, will be united on Foster for Governor. If he should be elected, as we now believe he will be, Lincoln will never get the vote of the State. The result in 1856 forms the basis of this belief of ours. In that cbatest Mr, Bocbanan received 230,000 votes, Fre- mont 147,80, and Fillmore 82,000; so it will be perceived thet thedistinetive Republican-party tieket was in a minority of over 150,000 votes in the State. The Bell men say they can command Fillmore’s vote of 82,000. If they can cast one- half of it, the Democrats are safe. In-a}l subse- quent elections, save that of 1857, when Wilmot was a candidate, the Americans and Republicans have united, as the People’s party, and have car- tied the State. Now, they separate; and the Democrats can scarcely fail of success. There is no danger as to the sincerity of the Bell men; they have no other resting place save with the mage. They appear to Democrats ; and they dare not permit Lincoln to ps tart nas Nee and West, and in aoe carry Pennsylvania ; for, if they do, they will for- cases were accompanied with hail, doing serions | ever after be themselves politically ‘“ under injury to the growing crops. The Governor will take up bis residence in Chicago. The pay of the new office is from $7,500 to $10,000 a year. REMOVAL oF THE ANCiENT SaRcorHacus rRom Tag Patent Orrice.—The old limestone sar- cophagus, which has so long been on exhibition in the basement story of the Patent Office build- ing, an object alike of curiosity and nationa interest to all Americans visiting that Institution, is about being removed to the Smithsonian grounds, to be placed among the many other collections there of a somewhat similar character This sarcophagus was the repository of the Roman Emperor Alexander Severus, and was brought to the United States in 1839, on board the frigate Constitution, by Commodore Jesse D. Elliott, who intended it as a resting place for the remain® of Gen. Andrew Jackson. This distinguished individual, however, it will be recollected, while expressing his appreciation of the kindness of Com. Elliott, and acknowledging the honor in- tended to be conferred upon him, declined i's acceptance, as being inconsistent with his ideas of republican simplicity. Stave Inckeasx —The new census will proba- bly show the number of slaves in the United States to be over 4,000,000. This is on the com- putation that the rate of increase will not be less than it was from 1340 to 1550. The addition to the numbers within that period was 716,756, the rate of increase nearly 29 per cent., more precise- Jy 28.50 per cent. At this rate of increase, which is not likely to be less, computations have been made of the future numbers of the slave popula- tion, within a few years. The figures are, ia- deed, startling, from their magnitude. It is very certain that within the first quarter of the next century it will be at least 50,000,000. aeiaeema Degatu or a Navy Orricer.—The Navy Depait- ment has received official information of the death of Capt.
