WASHINGTON NEWS AND GOSSIP. ——_.—__ Sxxtcues oF SumMzR TRiVEL.— [ Editornal Correspondence of The Star.j [No. 21.) August 16, 160. Axnivine at CHARLOTTESVI!LE.—Irs H>TELs cRowpsp with Po.itictam8—Tus ‘Vutace> ITS LOCATION AND SURROUNDINGS—Tae Uni- VERSITY OF VIRGINIA, AS SEEN IN THE MIDDLE OF THE LONG (SUMMER) VACATION. A considerable portion of the passengers of both trains—for a Central Railroad’s train from Rich- mend journeyed a few hundred paces ahead of us from Gordonsville this forenoon—left the cars, as I did, at the lower Charlottesville depot, to attend the Democratic State Convention. In all there are perhaps a thousand strangers now here, most of them sojourning at one or the other of the two comfortable hotels of the village, which, however, are by no means adequate to the proper “accom- modation of their guests of the occasion: These sirangers embrace, with very incousiderable ex- ceptions, all the well-known real leaders of the Democratic party from nearly every county of the Old Dominion. True, miss a few faces familiar on like occasions ; though, in the main, these Iat- ter are the well-known ‘“ mugs” oY the Messieurs Malapropos of the party. Of gentlemen always ambitious of candidacies, and as invariably dis- appointed in their aspirations for popular favor. Lalso miss the physiognomies of a few dozen gentlemen who, having been active Whigs, be- came flaming Know Nothings when it was thought that Know Nothingism was about to rule the roost in Virginia, and as intense Democrats shortly after Henry A. Wise’s election made it plain that the road to political preferment in Vir- ginta was likely to continue to be through con- nection with her Democratic party. All these gentlemen are assembled at Staunton to-day, I hear, together with not a few other lesser lights of lke political history and fortune. Messrs. Hunter and Mason, of the United States Senate, are here, and Mr. Wise is at home sick. The court-house square, which the Principal hotel faces. is lively with groupes of Virginia’s Demo, cratic leaders, discussing the chances of the elec- tion of their choice—Breckinridge and Lane. As my algebra Is none the brightest now, I have con- fessed to fifty my inability to bring that problem out to a resuit satisfactory to myself; sol can but amuse myself with listening to the shrewd calcula- tions of those here, there, and everywhere around me, who being better (or at least more confident) cypherers than myself, have already reduced it to the politician’s not unusual dead certainty (before election) of actual black and white, on paper Yet I must confess that though I can perceive no iack of the fire to win the victory in Virginia, in the members of this Convention—and I see nothing that can possibly prevent the Breckinridge and Lane ticket from carrying the Old Dominion—the Surewdest and best informed around me are as loth to undertake the task of figuring our candi_ dates into the Presidency and Vice Presidency Jnst now, as [ am. But let us leave the crowd of politicians for an instant. Charlottesville, though here and there an im- provement in its new streets is in Progress, wears the alr of a finisbed city—tinished when the style of village building was somewhat more substan. tial than before the era of the universal use of patat and putty, and unseasoned inch Plank for the most part. Thus, though not growing, it is very substantially built, and Is really a thrifty, thriving place of some 4,000 inhabitants, with probably hardly a single pauper among themall. The vil. lage or town of Charlottesville consists Principally of three parallel streets, Perhaps a mile long, with other short streets at right angles to those, and various handsome private residences, surrounded by spactousand highly ornamented grounds (with trees) on the outskirts. These latter relieve the @ppearance of the town greatly from the monotony of its otuerwise very old-fashioned and unpretend- ing air. The farm mansions in the neighboring valley, too, serve to add to the Picturesque scenery of the vicinity of Charlottesville, asseen in all di- rections from any of its outer streets. Nearly every neighboring such building stands on a gently Swelling hillock, in the midst ofa beautiful grove, and tells ata glance that it {s inhabited by per- tons of dignity, ef individual character, and re- flued taste, as well as means withal to cultivate and gratify that taste rationally. The far-famed University of Virginia lies upon undulating ground about a mile and a half above Charlottesville, in the same valley of the Rivanna river. Jefferson selected its ‘site, and a lovelier one for picturesque effect is not to be found in all the State of Virginia. On two sides, very-near- rmountaln-spurs form a rather abrupt background. The multitude of brick buildings connected with the institution, from the magnificent main col- legiate edifice surmounted with a mammoth tin covered cupola, now sparkling like a huge dia- mond in the light of to-day’s burning sun, are all familiar to the whole country, which, it will be remembered, teems with engravings of them. I shall net essay to describe them here, therefore, further than to remind the reader that each one of them was planned and located directly under the consulting eye and taste of Thomas Jefferson, in his day the most accomplished architect in the land, without being a practical builder. His re- fined taste is evident in the rout ensembie of all of them, from the main collegiate editice down to the humblest porter’s lodge or professor's carriage house. All are yellow-washed, and so shaded with folia.e as each to add as charmingly to the effectiveness of the appearance of the whole range (of buildings) as a house designed for such a pur- pose as that for which it is intended, can add. This is the middle of the annual long (summer) vacation; so the University’s avenues look de- serted today. 1 regret much that I saw it for the first time with vacent walks and groves, rather than with a fair portion of the institatio: ‘S seven oy eight hundred students, a hundred professors, teachers, officials, and servants, and of the fam{- lies usually living in the Premises, present to give the scene the alr of life it 1s wont to wear. Be- tween Charlottesville and the University are located the outside boarding hotels, usually pat- ronized by perhaps half the students; the rest rooming within {ts sacred precincts. These hotels are very plain buildings, answering, however, well for the purposes designed. Their appear- ance is, of course, exceedingly somber to-day, because so nearly deserted ; as they are to con- tinue until the beginning of the next session. Ww. D. W—n. Orvicexs Onvrren to THE Powuatan.—The following officers have been ordered to the U.8. steam frigate Powhatan, recently returned from the Last Indies: Captain, Samuel Mercer; Lieu- teaants, Jobn Rutledge, E. Thompson, $ C. Aarris, WW. Queen, George Brown, Philip Poreker ; Surgeon, Jos. Wilson, jr.; Passed As- sistant Surgeon, James Laws; Purser, George W. Clark; 2d Lieut. Marines, W. W. B. Lamtdin, James F. Lambin; 2d Assistants, J. McElwell, John Purdy ; 3d Assist- ants, W. H. Gladding, E. Laws, H. C. Melivain. —-_ MEXICAN AFFaims.—Minister Mcl.ane is here on business connected with Central Mexican af- fairs It is known from the latest advices that the liberal government is extremely anxious to know what will be the course of the United States should there be armed intervention by several European powers in Mexico. The mete Probability of such united action—a formal re- conciliation of the liberal and church Parties being considered impracticable —excites more than usual interest. It is further known that the Mberal government desires the return of Mr. McLane, in preference to the appointment of any other person as Minister of the United States, pm eecaad, Laxp INTRLLIGENCE FROM Mexico —! have been received from Commissioner Clark, U: ted States and Texas Boundary Survey, dated Santa Fe, New Mexico, July 16, informing tbe Department of the Interior of the completion of the survey and; demarcation of that bou: | With the exception of ubout fifty miles of meri- dan upon the Llano Estagado (Staked Plain,) waich portion he proposes to finish before his re- turn to Fort Smith, Ark., where the commission will be disbanded This result is peculiarly grat- ifying as being far within the expectations of the Department, ag we learn, both jn point. of. time ‘and cost, “THE EVENING STAR. WASHINGTON OITY: WEDNESDAY............. August 22, 1860, Spirit ef the Morning Press. The Constitution spplies the maxim “ Honesty is the best policy,” to politics, and particularly to the relations between Northern and Southern Democrats. The same paper puplishes the address of the National Democratic Executive Committee, and comments upon it 2s follows : “The address iesned by the National Democratic Executive Committee, of which Hon. {. 1. Stevens is cbrirman, is a most able, truthful, and instruc- tive document It sets forth with clearness and force the causes which led to the withdrawal of all true national democrats from the Front Street Theatre at Baltimore; exposes the absurdity of the ed regularity of Mr Douglas’ nomination; RS. the tricks by which that nomination was effected; and gives, in succinct ferm, an admir- able review of the political questions now in issue before the people. Every democrat ought to read it. The honest searcher after truth cannot fail to be convinced by its array of factsand powerful arguments.”” The Intelligencer descants upon “ Institutional Liberty,"’ as originating in, and derived from England. —~+— 0 i Dr. R.C. Mason bas been elected presiding justice of Fairfax county. U7 A project is on foot in Baltimore for the erection of a big hotel on Baltimore st. sh teas Bape 2 {7 Mr. William B. Astor, of New York, is stated to be worth $40,000,000, and the annual in. crease of his estate is about $3,000,000. > In Baltimore, Gade and Mully, charged With being accessory to the murdef of Franklin H. Naff, have been discharged. 107~ The Boston subscription for the relief of the Christians in Syria bas already commenced in earnest. The treasurer was empowered, at a meeting on Saturday, to transmit by the next steamer one thousand dollars to the distributing committee already appointed at Beyrout. On the occasion of the visit of the Prince of Wales to the Cataract, Blondin will cross the rope on stilts four feet high. 10> Some of the telegraphic dispatches, es well as otber reports, sent from the recent Char- lottesville and Staunton Conventions, were ex- tremely pertizan in their nature, in the interest of Bell and Douglas respectively, and were of course Teceived with due allowance by the intelligent reader. aa geen {~ The newest gossip about the Prince of ‘Wales in New York is that Moses H. Grinnell, Esq., has tendered the reception committee the use of his splendid mansion in Pourteenth street. Mr.R.C. Haight bas done the same thing, but Mayor Wood, it 1s generally thought, will bave the honor of the custody of His Royal Highness at his residence near Manhattanville. U7~ From the present census returns it is esti- mated that the population of Norfolk, Virginia, ‘will not exceed 16,000 souls, all told. The Argus says: This was the estimate in 1355, when we lost almost 1,200 of our population by the epidemic; So that it appears that the increase of population has only been sufficient to make up our loss by that terrible calamity. I[7~ It is said that overtures have been made by the Breckinridge State Committee, in New York, to the Douglas and Bell Union State Committee, for a conference with a view to unite upon asingle electoral ticket. The chairmen of the two com- mittees have opened a friendly correspondence, and it is thought that things will be so arranged that the republican party will have to face the Douglasites, the Bell and Everett men, and the Breckinridgers in solid columns. pp Secneeaaaeae iP The following paragraph originally ap- peared in the English Quarterly Review for March, 1825: “We are not advocates for visionary project that interfere with useful establishments. “We scout the idea of a railroad asimipracticable! # * W hat can be crete a bly absurd and ridiculous than the prospects held out of locomotives travel- ling tterce as fast as stage coaches? We should 8s s00n expect the people at Woolwich to suffer themselves to be tired or upon one of Congreve’s ricochet rockets as to put themselves at the mercy of such a machine, going at such a 7? iJ” An earnest appeal is addressed by the “Na- tional Democratic Volunteers,’ an independent association in New York city, to the three Oppo- sition committees, urging them, as Unton-loving Practical men, to unite in one common effort to Save the country from evil. They say: “‘ So powerful are the combinations of the Re- blicans at the North, so unyieldiog and defiant is the attitude of the extreme disunionists at the South, that if the Empire State, whose word is law when she presents an unbroken front, does not now give an example of self-denial and com- omise, she will again be open to the charge of ving in a moment of passiou betrayed those in- terest of which, from her position, politically, raphically, and socially, she may be said to Eoid the belance of power.” From Califernia, Oregon, &c. Polt lees an cnorally of the opinion that, if the Presidential Geetion could be held at once, this State and Oregon would ge for Douglas, but they auticipate a very damaging effect upon the Douglas side from the continued recei pt of bad news from the East. A Bell and Everett State Convention to nom|- nate Elecioral Delegates, is to be held at Sacra- mento, on the Sth of September, the day on which the Douglas Convention meets ‘at the same place. Accounts from Los Angelos represent that gold and silver discoveries continue to be made on the to be very rich and @ctensive.
