HONDAY. JULY 30. 1860. Affairs in Mexice. Our New Orleans exchanges publish a num- ber of letters from Vera Cruz and the.city of Mexico, from which we glean some additional items of interest. Under date of Vera Cruz, July 6, the Picayane’s correspondent weites ag follows “< To leave out of consideration the quarrel between Miramon and Zaloaga as to who is president of their faction, it now irs that bas inilitary pe of the former is at an end —his army having mminiously retired be- fore the oetitutional forces aber n, and taken up a defensive position in Guadal ajara. though it is even asserted that he is in fall retreat Le Mexico. Upon his arriving at the Capital, he will find matters materially changed during his brief absence. His friends are at their wit’s ends for money—the two great bankers upon whom he has chiefly relied ~Jecker and De la Torre—havin lately ox- ploded. Meanwhile, Pacheco, the Spanish minister, has not been idle, but with consum- mate — tact has been seeking to oon- vince all persons of reepectability on side of the bag Ara ~ pri pt what a wicked, ruining thing civil war is. Thus appealing to —- if not to hearts, it is understood he ag succeeded to induce a great number of in- fiuential persons to petition President Juarez to entertain proposals for peace, or at least for an a Whether Juarez will accept anytbing short of an unconditional submission remains to be seen. Certainly his szpetigep of the treachery of the myrmidons of the Chureb should teach him caution. But the resent representation cannot be said to be on part of either the Church or the army, but emanating rather from the ple. It may, therofore, be taken as indicative of the wishes of the “People’s party,”’ and if Mexico only had a sufficient number of such people, the un- happy country would soon cease to know the horrors of war, and would enter at once upon her path of prosperity and peace. Propositions instigated by a Spanish envoy to this count are, doubtless, to be taken cum grano. It may beonly another ruse to gain time and latl the liberals into a fancied security, while the other party are making preparations to capture this devoted place e a coup demain in the autumn. At least the past would jus- tify a suspicion that such may be the tactics of the party whose watchword is “religion.”’ Gen. Uraga remains a Guadalajara, wounded and a prisoner. He is treated with it hard- sig ond allowed only the rations of a common soldier. Indeed Miramon would have shot but for the protection extended him by oll, who, with a spirit that is refreshing in 3, claimed him as his prisoner, and threatened to pronounce if a hair of his head should be touched. Woll and Uraga cam- paigned together in Texas a qurter of a century ago; and itis pl it to see that the brutal- izing practices of civil war do not always ex- tinguish every spark of ancient friendship Miramon was offered Gen. La Vega and twen- ty five other officers in exchange for Uraga, but he refused; whereupon La Togs and the others were unconditionally set at liberty, and supplied with money to depart! Such acts should “plead as trampet-tongued’’ before the world. ey ee Way Do Caicprex Dre?—The reason why ebildren die, says Hall's Journal of Health, is because they are not taken care of. From the day of their birth they are stupefied with food, choked with pliysic, sloshed with water, suffo- cated in hot rooms, steamed in bed clothes. So much for indoor. When permitted to breathe a breath of pure air, ouce a week in summer, and once or twice during the colder months, only the nose is allowed to peer in day light. A little later they are sent out with no clothes st all on the parts of the body which most need protection. Bare legs, bare arms, bare neck, girted middles, with an inverted umbrella to collect th and chill the other part of the body. A stout, strong man goes out in a cold day with gloves and overcoat, woolen stockings, and thick double-seled boots, with cork between and rubbers over. The same day, achild of three years old, an infant of flash and blood, and bone and constitution, goes out with shoes as thin as paper, cotton socks, legs uncovered to the knees, neck bare; an exposure which would disable the nurse, kill the mother outright, and make the father an invalid for weeks. And why? To harden them to a mode of dress which they are never expected to practice To accustom them to exposure which a dozen years later would be considered downright foolery. To raise chil- dren thus for the slaughter pen, and lay it to the Lord is too bad. e don’t think the Al- mighty had any hand in it. And to draw comfort from the presumption that He had any agency iu the death of the child, is a pre- *umption and profanation. y A Scexsz tx tae House or Loxnps —What a pageant of splendor and of grandeur was here presented: The floor of the House was packed with wives, daughters and sisters of the peers in fall dress, leaving only a narrow space in the center, which was occupied by peers and bishops in their scarlet robes. The entire gal- lery which surrounds the House was filled with a row of elegantly-dressed ladies, only broken by a line of reporters; the benches, one rising above the other, were filled with ladies. Pres- ently the trumpets sound. the signal that the (Queen is approaching. She leaves the palace in her magnificent state carriage, drawn by it cream-colored horses, attended by her Minister and household officers in carri: little less sumptuous than her own, escorted by the Life Guards, all mounted on noble black horses—the whole cortege forming a maguifi- cent spectaclo. In alighting from the carriage her Majesty's foot presses an electric wire, which acannonin the park. The usher of the golden rod gives a si , and sudden! every in the house and throws’ o! her maaptle, and a more beautiful revelation can hardly be imagined, surely not described. Vine Growgrs Convention.—The Charles- ton Mercury reminds all who take an interest in horticulture that the Convention of Vine Growers of the United States will meet in Aiken, South Ci fruit for exhibition, accompanied with a small branch and leaves of the vine, and its name, qualities, place of Saale ste eS nursery- men are particularly to resent. es from the interest of the busiacls which be transacted by the Convention, there will be a free exhibition of fruit of ali kinds from all who will a = contribute.
