The cause is said to be the over-issue of the latter coin. In reply to an inquiry, Mr. Sumner writes tonntead te New York city: You asked for the subject of my address. It will be the ‘Repub- Nean Party; its Origin, Necessity, and Perma- nence.’ God bless it!” tain States of the North, fs likely to be necessary to compass the defeat of the Republican electoral tickets in each and all of them. The mere union of the Breckinridge and Douglas forces appears very unlikely to accomplish that result in New York, Pennsylvania, New Jersey, or Indiana. The course of Mr. Douglas and his leading friends has as thoroughly abolitionized a consid- erable portion of the rank and file of his follow- ers, as that of Mr. Seward has, by degrees, served to abolitionize the whole Republican party; a large wing of which, until Mr. Seward became a so intensely anti-slaveryite, were certainly as con- servative as any other portion of the Northern Whig party. So, if the proposed union takes place, itis but fair to calculate thata large per centage of the present Douglas party will slush off tothe Republicans. The latter have already gained immensely from the opposition of Doug: las to the Democracy in the Lecompton contest. In that contest he occupied a position identical with that of the Republican party; preaching the same doctrines, laboring to the same end, and acting in as complete conjunction with them as though he had never been identified with the Democracy. Thousands at the North, of anti- slavery tendencies, which had up to that time been restrained by the apparent return of the Buffalo-ite leaders to the Democratic party fold, seized upon the tergiversation of Douglas to give license to their secretly cherished sentiments; and elevating him (D) for the nonce into the position of their xeity, (political,) shouted him into his present prominence When, in his subsequent contest with Lincoln, he saw fit to protest (for effect) that they had mis- understood the length to which he had gone in favor of abolitionism and against the Democracy, a very large wing of his followers refused to follow him back to his quasi position of renewed identification with the Democratic party. Mr. Hickman and John B. Haskin are fair types of that wing; while Montgomery, of Pennsylvania, and Morris, of Llinois, are as fair types of the wing of his followers who accompanied him back as far as he came back. That is to say; just far enough toenable him to break up the party for the time being, on firiding it impossible to induce it to accept an anti-slavery heresy for the conve- nience of his nominal consistency. On the whole, the refusal of a portion of bis followers to followhim even partially back towards the Democratic party's positions, was the real cause of the Democracy’s Joss of the ascendancy in the House of Representa. tves They voted for the Republican candidates in every northern district where the gongressional contest was between a Republican and a straight- out Democrat; and in almost every case they did so directly by the advice of Douglas himself and his council of managers, who have been acting for the last two years upon the idea that his best policy to force the South to accept him as its can- didate for the Presidency, was thus to make it as plain as possible that no aspirant for any position uorth of Mason’s and Dixon’s line, at the hands of the people, claiming connection with the Democ- An Act to facilitate communicition between the tiantio and Pacific States by eiectric tr enacted by the Senats and House of | = sentatives of the United States of America in gress assembled, That the Neoretary of tna Tren ¥, ucder the direction of the President of the nited States,is hereby authorized and directed to advertise for sealed proposals, to bs recerved for 60 days after the peqeese of op act, (and the fulfilment of which shail te guarantied by reapon- sible parties in the case of bids for maii con tracts,) for tl ise by the Governmer t ofa line or lines of magnetic telegraph, to be constructed with in two years from the thirty-first day of July, eigh- t en hundred and sixty, from som- point or points on the west line of the State of ) ari by any route or routes which the said contractors may select, (connecting at such point or poicts by tele- raph with the cities of Washington, New Orleans, fee York, Charleston, Phi phia.
