THE EVENING STAR. GEORGETOWN CORPORATION AFFAIRS. Correspondence of The Star. Groxsstows, D.C., July 9, 1960. At the meeting of the Board of Cominon Coun- cil on Friday evening last, all the members were except the President, Mr. Pickreil. On motion of Mr. Hill, Mr. Danlop was called to the chair A message from the Mayor was read, calling attention to the dangerous condition of the bridge on the east side of the market-house, and recom- mending that it be closed up; also, stating that portions of the causeway had given way, and it would require twelve or fifteen dollats to make the necessary repairs. Resolutions to carry out the above recommen- dations in reiation to the bridge and to the cause- ‘way subsequently both boards. A message from Mayor was received, with his objection to the resofation granting Mr. R.S Coxe the privilege of erecting a stall at the north end of the market-bouse, east of the main entrance, provided he pays the same amount as that paid for stall No. 1, inside of the market, by Mr. Busey. He says that persons who rented the stalls did so with the impression that those were the only ones. and there was flerce competition for them, an the erecting of new stalis will do them an injury ‘That Me g, bef a rich man and non-resident, is to have this priv tere for about $60, while men who toil for their daily bread are willing to pay a higher price for it. That such legislation will not meet the ic ye of one out of every hundred votes in town. That it is favoritiem, and he cannot sanction it; and if that part of the mar- ket is to be diverted from its purpose, let it be put up for rent publicly, so that all, rich and poor, may have an equal chance. Later in the evening, Mr. Williams moved to take up this veto message, and on the question being put, “Shall the resolution pass notwith- standing the objections of the Mayor?’ it was decided in the affirmative by the fol! lowing vote: Yeas—Messrs. Dodge, Dunlop, Fearson, Hill, King, Me: obb, Stake, and Williams—8. Nay—Mr. Tenney. ii subsequently passed the Board of Aldermen.) ‘The teport of the chief of police for the month of Jane was read, stating that there were 18 ar- rests made; sent to jail 1, to workhouse 3, fined 11, dismissed 3; amount of fines and costs $24.75; collected $208 45; paid tg $21.35; number of lodgers 24—referred to Board of Aldermen. A communication from property hoiders on Prospect, between Frederick and Lingan streets, stating that a special tax to the fullest extent had Deen ievied on their property for improvement of tue street, and that the contractor had drawn his fall pay and abandoned the work, leaving it in an unfinished and slovenly condition, was re- ferred to the grievances committee; and to the Same committee was referred the petition of Jos. Nicholson, praying for the same relief that wes extended to Mr. Pearce on the side of Bridge street opposite his premises by abatement of the tax for the improvement of tie street, which was only half done, and stating that in consequence of his water pipe having been cut by the Chief of Police, his steain-engine 2nd whole establish- ment had been lying idle, and that he intended to sve the Corporation for damages, as he was determined to be imposed on no longer. The memorial of Mrs. Williamson was read, asking to have her pavement and gutter thor- oughly repaired, and that a special committee be appointed to examine whether an abatement of the beavy bill of $104 rendered against her, can- not be inade. Mr Fearson moved the appoint ment of ,a special committee, b on motion of Mr King, Oe whole matter was laid on the table, temporarily. A memorial of residents on High street in rela- tion to the pump between Second and Third Streets, was referred to pumps committee The following resolutions were reported, and Jay over under the rule :—A resolution to take up and relay Mrs. Williamson's pavement on Green Street; a resolution fur having the present hose and hose carriages distributed to eastern and ‘western sections of our city; a resolution abolish- ing the office of market-master and imposing the duties thereof on the police force; a resvlution for oes ing 100 copies of the reports on the condition, c., of the sinking fund; a resolution to pay for repairs on county roads; a resolution in favor of Jobn Smith, clerk of the circuit court; a res- olution tn favor of H. Poikinhoro; a resolation in favor of the estate of the late Philip Gormley; 2 resolution giving Mr. H. Pearson a stand near the main entrance of the market-house on bis rovinw the same amount as is paid by Mr Busey for stall No. 1. tne resolution for an arbitration between Thos. Evans and the Corporation of Georgetown being under consideration— ir. Stake, 2s chairman of the water committee and too robes of the resolution, advocated the sage of it, being satisfied that it was good policy to arbitrate if a suitable arbitrator was selec! on the part of the Corporation Mr. Pearson was opposed to {t. Let the matter Db: decided in court. These arbitrations were like a jory trial in a magistrate court where they only get twelve and a balf cents for attsudaice aud de- ide the case very quick. Mr. Hill said 85,000 was involved Mr. ftenny. Seven thousand dollars Mr. Hill.” More than the amount of the whole contract then. When an umpire is called in, he generally divides the claim, cuts {tin two, and gives baif toeach party. | am oppened to arbitration in such cases; the proper piace to try the matter {s at court. Mr. Stake said that Mr. Evans had all bis pa in the hands of his attorney to sue this cor- ration, but be had urged bias to withdraw nae and try if the matter could not be amicably set led, and he bad done so. The committee were not willing to take the responsibility in a mate; of sach importance, and reported this resolution Mr. Evans was willing to submit to arbitration. but would perfer the chances of a suit. He (Mr Stake) said he understood the Water Board were willing to allow Mr. Evans some extra work outside of his contract, and the whole matter would be opened up before the court Mr. Fearson asked if Mr. Evans had a contract with the corporation, and said he was opposed to extras altogether. It was customary now-a-days if $5 worth of work was done, to charge $15U extra. After further discussson by Mr. Hill against, and Mr. Stake in favor of the resolution, Mr Stake said be understood that the Water Board was willing to allow Mr. Evans $1,000 over Mr Myers’ report. r. Hill said it was the first he bad heard of such an offer. Capt. Meigs drew up the contract with Mr. Evans, and for that reason, if no other, he (Mr. H.) was perfectly willing’ to test it by la w Mr. King said Mr. Evans was perfetly willing to go to court. It wasa clear case; a good claim; though some of the items couid not probably be sulstantiated. Mr. Dunlop woald prefer to have the matter go to court. It was ne gaa & responsibility to tm- pose on any individ: Mr. Williams could not vote for it. He moved to lay it on the table Mr. Hill called for the ayes and noes, and the Tesolutioa was tabled by the following vote Ayes—Mesers Dodye, Dunlop, Fearson, Hill MeCobb, and Willianis—0. Nays—Messrs. King, Stake, and Tenney—3 Mr. Teaney moved to respond to the message from the Board of Aldermen in relation to an ad J-"rnment sine dis, by proposing next Friday night. wit.
