One hundred thousand dollars were ap- propriated and placed at the disposal of commis- Siouers to be appointed by the Governor to investi- gate and extirpate the distemper, which is called Sea The commissioners are to it and experiment upon such number of cattle, bath sound and infected. as will enable them to study the symptoms and laws of the disease, and ascertain, asfar as they can, the best mode of treating cattle in view of the prevention and cure of the diseases and report their proceedings to the Governor and Council. They are fully author- ized, when in their judgment the public good re- juire it, to cause to be killed and buried any cat- tle which are infected with or which have been sagem the disease, and make compensation to the owners therefor, one-fifth of the appraised value to be paid by the towns in which said cat- tle are kept and the remainder by the Common- wealth.
