TPA fi Portsmouth, Va ,on Tuesday morn- ing, destroyed the large clothing establishment of Joseph M. Miles, on High st. The third story of the building was occupied by the Rechabites, Sons of Temperance, and other societies ; and they lost everything. The losses are heavy, but are covered by insurance. Eviror oF THE StaR.—I notice thatan evening Paper of this city of Tuesday last makes the as. sertion that Maine bad held a convention and mass meeting, and instructed the delegates of that State to vote for Douglas. This isa mistake Maine has held no State Convention. A district convention of Douglas men had the ettrontery to pass resolutions of instruction, which will have about as much weight with the delegates as the men composing the convention have with the people Marne June 15, 1-60. 7" The workingmen’s memorial referred to in the extract below, discloses a state of things which we anticipated when it was first proposed to offer tothe public the new style of ruled envelope together with the other, at different rates. As this latter cless comprises eight-tenths of our people, it is not dif- ficult to see that it must eventuate in the exclu- sive use of the former, or the total abolition of the postal envelope. Tae new Ruvep Stamprp ExveLops.—We ‘ive that Mr. Barr, of New York, presented pe the House of Representatives, on Saturday last, ® memorial from a =e number of workingmen of that city Praying ongress to take such meas- pentane f necessary to secure uniformity in the rates of stam, envelope. The memorialists claim, as we understand, that the doctrine of the greatest good to the greatest numter applies to the Government stamps; that, as the stamped en- velope is cheaper than the stamp and theenvelo when purchased Neg apres itis the duty of the Government te add to it any improvement which may be necessary to adapt it to the convenient use of the majority, and assess equally the extra expense, whatever that may be, upon all the con- mers of this class of the Post Oftice stamps extra charge upon the new ruled stamped en- ‘ope, a8 an invidious discrimination against that nunterous class in this country who, accus- tomed to write on ruled paper, find it extremely inconvenient to write even legibly without the aid of the accustomed Lines, and who therefore cannot use the plain stamped envelope without ik of spoiling it, and thus losing the stamp. They therefore suggest, 1n conclusion, a solution of the difficulty by such Congressional action xs may be needed to secure the exclusive sale by the Post Otfice Depurtinent of the new ruled stam envelope. The disinclination of the majority of the Committee of Ways and Means to making the appropriation is alleged to have grown out of their apprehension that, if made, the workmen that will be assembled in conse- quence of it will be drilled into a solid political force, and voted after the fashion in which that was done with some tive or six hundred of the bands employed upon the same work, in the Washington municipal election two years ago— on this occasion, in the Maryland general election to come off in November next. For our part, we apprehend no such conse- quences at this time,which,we need hardly assert, would, if attempted, meet as bearty reprobation from the Star as from any Opposition journal in the country ; for all know well that we oppose the connection of those employed on the Government or Corporation works here with politics, as earnestly with our own political friends in power, as when the American party wielded our Corpo- ration’s authority, emoluments, immunities and privileges We do not believe such a state of affairs can again occur, because very certain that the atten- tion of the General Government having been at length duly awakened to the disastrous effect on the Interests of the Federal metropolis resulting from the act of self-constituted political regulating ws -« seecwpunsimle Local Politinian=, compel the workmen to vote according to their (such committees’) will, at the risk of losing their bread if daring to vote as free and independent citizens, the requisite power will be promptly exercised by them—by the General Government— to repress, for all time to come, acts so manifestly at war with the true principles of our institutions. This being clearly the only ground on which any Opposition member of either House is under- stood to object to making the necessary appropri- ation at this time, we trust, sincerely, that {t will be at once waived—that all in Congress will vote on this subject, of so vital importance to the people of the District as well as to the Govern- ment’s interests, without thought of political party. its amendment to the bill for the support of the Indian department fot Ge year ending the 30th June, Is¢1, and that a com- mittee of conference be appointed on ed mid the Senate upon the disagreeing votes of the two Houses, which was agreed to, and the Vice Pres- ident appointed Messrs. The amendments providing for a rgiment of mounted volunteers in Texas, for addfional sur- geons in the army, for the payment of volunteers called into the service of ‘Texas to swpress In- dian hostilities in tha nd for cetain forti- fications, &c., were se non-conairred in The remaining Sena anlendments were con- curred in On motion nd Mr. Burnett, the Semte amend- ment to the bill authorizing the sale c’ the West- ern military reserve at Harrodsburg, Kentucky, was concurred in At five minutes past 10 o'clock the House ad. journed = ee Tue Avoursen-Democratic NATIONAL Con- VENTION.—We need hardly state that the parti- zans of Senator Douglas, here and eleewhere, are moving heaven and earth, as it were, to compass the exclusion from the adjourned Democratic Na- tional Convention, of the delegations froin the eight exireme Southern States who sat in the same Con- vention at Charleston. One and all, they freely admit that such is their purpose, because all hope of even the pretence of a Democratic nomination of Douglas hinges upon its success. Many around us seein to fear its success ; in which belief we do not share, because, if it succeeds, its success will make assurance doubly sure that Douglas, thus nominated, will not receive a single electoral vote in November next. The first consequence of its success cannot fail to be the withdrawal from the body of the delegations from every State reliable to vote in November for Democratic-party elec. tors, with others from more or less other States. True, here and there a delegate elected from Dem- ocratic States—in all, to the number of eight only—may remain in council with the free-soil interest; but their presence there will only serve to show the utter hopelessness of the Douglas free- soil cause in such States . In such a conjuncture as we describe, the bogus delegations from the South which the Douglasite managers here have been getting up recently, wil! of course step forward to occupy the places of the representatives of the Democracy of the States refused their places in the adjourned Convention, with about as much right to take part in the proceedings of a Demo- cratic National Convention, as the so-called dele- See ee edings of To-Day.
