Ixctogsts oy tae Exretion, Yxsterpay.— The occurrences which transpired in the second Precinct of the Fourth Ward yesterday afternoon illusteate capitally the effect upon our municipal politics of a partizan police force. The most dis- graceful proceedings prevailed under the very eyes of the municipal police, who instead of interfering to prevent ontlawry, pandered to its Pperpetration by ari innocent = who ‘were attacked, and ng the attacking par ties to go “‘acot free.” Ia this precinct, Mr. Thos. J. ARREST OF A PickpockKt. J. W. Brown had bis pocket picked of a purse, gold pencil, and 815 in gold. His suspicions were fixed upon a Mexican who was near him, and he followed, overtook him, and demanded bis money. The Mexican turn gave up the urse and its contents. A young man named yeorge Moxley was near, and took the Mexican to the office of Justice Donn. An interpreter was obtained, and the trial proceeded. The Mexican ve his name as Charles Perez, and stated that the purse was not taken by him, but given him by another, who he said he knew, and who staid at the same place with him.
