The result of the contest has been the election of delegates sus- taining the seceders, from every county in the State bot three, and from two of them, delegates in- structed to be satisfied with the minority plat- form, but not to acquiesce in the nomination of Douglas, if nominated at Baltimore. The first named is now the most eminent member of the bar of Mississippi, and a gentleman of high Personal character and great worth. The two Jatter are both eminent State-court judges at this time. We have also received by mail “The Report of the Fourth Annual Fair of the St Louis Agricul- tural and Mechanical Association of September, 1859. Prepared by M. Hopewell, M.D., St. Louis Published by George Knapp & Co., 1860. A valuable volume, as nearly all the carefully pre- pared reports of the great agricultural fairs of the times certainly are. Despite the bumbuggery connected with these fairs, they do immense good to the public interest in inspiriting and increasing mechanical, agricultural, and horti- cultaral rivalry. We owe most of our progress for the last ten years in mechanical and agricul- tural improvements to the Prevalence of the fashion of holding such fairs and industrial exhi- bitions. Ad The Vice President appeinted Messrs Green, Pugh, Latham, Foster and Doolittle as the com: mittee [This resolution refers to the alleged refusal of the Hon Wm. H. Medili, First Comptroller of the Treasury, to adjust the damages due Messrs. Car- mick & Ramsey, mail contractors, according to law; which matter was brought up by Mr. Green some time ago, in the shape of a resolution of censure of the First Com ler.) On motion of Mr Hunter, the Senate resumed the consideration of the Post Office appropriation bill, the question pending being on the amend- ment reported from the Committee on Finance to Strike out that clause of the bill which directs the Postinaster General to restore the island service on all the routes under contract on the 4th of March, 1959, unless the same have ——- by their own limitation, or where improved service over said routes has been furnished by railroads or other- wise, and also to restore the steamer Isabel mail service, &c. . A long discussion ensued on the general subject of the rates fof , the franking privilege, the utility of particular routes, and the propriety of leaving the discretion with the Postmaster General to restore such routes as he may deem ex- fent, and omit the remainder of those which ave been curtailed. The agoton at length be- ing taken, the amendment, striking out the clause directing the restoration of the routes, was agreed to—yeas 2, nays 24 All the amendments of the committee on finance were then agreed to, and the various amendments offered rejected, when the bill was read third time and ls Mr. Hunter, from the Committee on Finance, rted back the legislative, executive, and du jiclal appropriation bill, with sundry amend- ments After the consideration of executive business, the Senate adjourned. iy tHe House, the body having under consid- eration the resolution to censure Mr. Houston, of Ala., for disorderly words used in debate— A motion was made to lay the resolution on the table; which was disagreed to by a vote of 63 to 120. After a further desultory discussion on the sub- ject, Mr. Milison suggested that if the resolution were withdrawn, his friend from Alabama might make an explanation that would be satisfactory to the House. Mr Sherman accordinly withdrew the resolu- tion temporarily. Mr. Houston —Mr. Speaker, there has been no moment to-day since the occurrences this mort:- ing. when I was not willing, as my friends very wail know, if I had been premitted to enjoy the rights that I thonybt I was entitled to by the rules of the House, to have offered any reparation to the House for any violation I might have com- mitted of its rules. Butat once the Proposition for a censure was presented to the consideration of the House, and under that 1 did not feel at liberty to make any statement in relation to the matter at all. I would bave preferred at any mo- ment to have taken a censure rather than to have endeavored to make that of an explanation and that sort of an apology, which otherwise | would inan instant have made, under circumstances that would have been in the least derogatory to own sense of self-respect Now, sir, 1 am free to say that the remarks made by me this morning were made under cir- cumstances of momentary excitement, and, in the language of the gentleman from Virginia, | am quite as free to say that so far as they have tended to show or do show a want of respect towards the flouse on my part. I regret any violation thus made of its rules. { would not intentionally vio- late the rules of the House, and | have no false pride that would prevent me from making re- paration either to the House or to an individual. if I thought I bad done wrong. And in that view of the case 1 desire to make this explanation to the Honse, acknowledging thatI have violated its rules, and expressing my regret for that viola- tion of the rules of the House.
