The Constitution replies to Mr. Trumbull’s per- Bonal explanation in the Senate, on Wednesday, on bis vote on the Davis resolutions, in which be alluded to the comments of that paper The Inteiligencer bas its usual Congressional summary and news miscellany. — ee, 4 WASHINGTON NEWS AND GOSSIP, —— Some of tae Exxction Fravns.—An examina- tion of the poll list immediately after the lat Washington city mayoralty election disclosed quite a number of ingenious schemes through which, in preparing them, opportunities could be afforded for fraudulent voting. Thus in the for one ward there was found twenty-two names repeated sertatim, as being those of parties entitled to vote in both precincts of the ward. In other cases numerous repetitions of the same com- mon names were inserted, &c. The election being over, no one, it appears, took interest enough in the matter to investigate it toe the ex- tent of fixing the frauds; for it is a crime for any person to cheat the citizens out of their elective franchise by devising schemes by which persons not legaliy entitled to vote here may so ‘vote under assumed names. We call the atten- tion of the public of Washington to these facts, Decause aware that arrangements have been made to prosecute to the extent of the law any and all ‘who may essay to vote on Monday next who may not be lawfully entitled so to do, as well as to punish, by due process of law, any public officer or other Person to whom may be traced responsibility, di- rect or indirect, for the insertion of bogus names upon either of the poll lists. The Washington City Directory last published is as complete 2s was ever published of any American city—far more complete and reliable than either poll list pre- pared by the City Hall officials for the approach- ing election. Any one who desires to see the means by which persons not entitled to vote here may do so by the aid of the poll list if not chal- Jenged and compelied to bring forward a respon- sible citizen to verify (on oath) their right to vote, on comparing the poll lists with the directory will at once discover that there is ample scope in them—the lists—for the repetition of the game. We hear to-day that quite a number of natural- ization papers that were issued originally thirteen or fourteen years ago. are now being duplicated Voting foreign born persons, not entitled, on pa- Pers so reissued, is a fashionable means of fraud- ulent voting at the North, and can only be pre- vented by rigid scrutiny on the part of the judges of the election.
