The Ovnstitution, under the head of “ Beauties of Legislation,” says : bred om Nie eceatored by the famous ouse of Representatives 2 few days since ‘Bos that from Kausas to Stock- ton, in California. For this service the Post Office paid at the rate of eighty thousand ‘$ per annum. For the nine months that it ‘Was in operation the returns showed that there wvas transported in this mail between Kansas and Btockton but three deters and toenty-siz news- Papers! The service was useless, as it was ex- travagant, and was discontinued by the Post- maaster General. The House bas now ordered it to be restored, although there are four other routes, maintained at vast connecting the valley of the Mississippt with the Pacific, and although over $25 mites of this route a mail is now carried under @ pre-existing contract. Thus the oppressed revenues of the partment are to de t pay $50,000 for the carriage of three letters and twenty-six newspapers during the er- sulng year!” The Constitution further discusses the subject of postal extravagance as practised in the House, and urges the democracy of the Senate to stand by the Administration in its efforts at reformation. The Inteiligencer again treats at length upon the Territorial question. — 9 ae — WASHINGTON NEWS AND GOSSIP, - —_<-——— Boarv or EXAMINATION To ASSEMBLE AT WET Pomwr.—A doard, to consist of Surgeon Charles McDougall, Assistant Surgeons John F. He had said in his remarks that he was in favor of affording protection to all constitutional rights; but the author of the resolu- tions had yone further, and held to the constitu- 1 right to take and hold Slavery in the Terri- tories, which he denied to be ‘a constitutional right. While he waa not op] to the abstract proposition expressed in the resolution, be could uot vote for it as understood by its friends. Mr. Chandler next rose to a question of privil- ege. He had found in the otthctal report made the other day. that the gentleman from Indiana (Mr. Fitch) had represented him (Mr. C.) as grosaly ignorant. Certaiuly he had not heard the remark, or, in the heat of the moment, he might have replied in a manner that he would after- wards have regretted. He was of the opinion that, if the Senator used that language, as re- ported, he was incapable of appreciating what was due to the position of a Senator of the United States. Mr. Fitch observed that he certainly had used the language attributed to him, and that many Senators on that side of the chamber had heard it, if none on the other side had. Mr_ Chandler at the proper time would reply, an discuss the questions of ignorance and knowi- e. He will be absent until shortly before the assembly of the Diocesan Convention, in the fil Death or Lavy Byron —We learn by the Glas- gow that on the I7th instant Lady Byron, the widow of the great poet, died at London, in the sixty-sixth year of her age. She was born in 1794, and was the only daughter and heir of Sir Raiph Milbanke Noel, Baronet. in 1556 si ucceeded to the barony of Wentworth. She was married to Lord Byron in 1815—the anion proving, as is well known, mest unhuppy to both husband and wife, aod he lived with his wife only some thirteen days. ‘Their only child, “Ada, sole daughter ef my house and heart,” was married to Karl Lovelace, and died eight yearsago. The epee 9 of Byron with Miss Milbanke was one prompted by motives of interest. Lord Byron, in one of bis letters, gives the fol- lowing description of Lady Byron during the time of their engagement: ‘What an odd situa- tion and friendship is ours! Without one spark of love on either side, and produced by eircum- stances which, in general, lead to coldness on one side and aversion on the other. She isa very su- perlor woman, and very little spoiled, which is strange in an heiress—a girl of twenty-—a preress that Is to be in ber own right—an only child and a savante who has always had her own way. She isa poetess,a mathematician, and, withal, ve ry kind, generous and gentle, and with very little n.?? It is unfortunate for the late only by ber union with Byron results, ‘nown to the world at large. Her private life has been ruthlessly invaded, and all er domestic troubles exposed to the gaze of the Itshould be remembered, says the New Ycrk Evening Post, that ore treated her In a manner calculated to alienale the affections ofany woman, and that it was the public odium follow- ing his treatment of her which induced him to leave England and live in Italy. Lady yroe took an active interest in throptic and benevolent movements, and she sent a gift of three hundred and fifty to the New Eagiesd Kansas Exnigration Society. We can scarcely recal a lady of the present cen- tury whose name has been so often brought before the public, and in such a singular ‘way, by her relations with others, rather than by any fe or effort on her part to obtain publicity.
