Congress had, shortly after the removal of the seat of Government to this city, chartered a cana! company, and the owners of the stock, finding it to be of Little value, obtained of the Corporation the passage of a law to purchase their canal at a cost of more than #50, Having thus acquired tue canal, the authorities then undertook to en large and complete it from the Potomac, at Seven- teenth street. to the Eastern Branch, which added to the city debt some $300.000. This canal not only caused this immense debt, without any com- parative retarn, but has required an annual out- lay of near $20,000. Other extravagant schemes might be alluded to, and this provision was enacted to secure the = holders from the creation of such debts. Zven this provision has been evaded, as the cor. Porate authoritics have disregarded it in the case of the Alexandria railroad, and have contracted adebt to the amount of some $60,000, to make that road. At abont 8 p.m., the New Yoik delegation were introduced by Capt. Dupont. who stated the object of their visit, of which the Embassa- dors had already been informed. The Japanese Present were the three Embassadors and the four Officers next in rank. INCIDENTAL The Embassy are much astonished to learn that their expenses gre to be defrayed by the United Slates. They came all prepared to pay their way, and with ample fands to do so. The Japanese attach a sacred regard for treaties, and it was considered a very desirable object to have the President and the Department of State attach their signatures to two treaties which are fac-simile copies of the one destroyed. Each of these have been carefully inscribed upon parch- ment, and deposited in lacquered boxes richly inlaid with precious metals. New market-houses are to be added. and Congress is new thvoked to suffer a debt of 3200 000 to be added to thealready large debt of $1,031,502 14 (including the water debt) for a city market house on the avenue If you establish the precedent of disregarding this restriction, what security have the people against the increase of this debt? We have shown you how this debt has been increased, by degrees, even in defiance of the law, and you can tasily apprebend that asthe authorities contract these floating debts, nothing is left but to fund them, and thereby the debt is perpetuated. Is not the princ'ple, then, which requires the people to authorize a debt over $10,000 a wise one? W by distrust them? i is their interest = islate for. The taxes are now enormous. Upon the arrival of the party, he deemed it advisable to get it exchanged for coin more generally used in America, in which operation he added the sum of six thousand dollars premium tothe principal.
