Jumispiction of Macistrarzs, Fees, etc.— uring the last session of Congress a memorial of the principal business men of Washington was presented to Congress, asking for an increased Jurisdiction for magistrates in cases of debt, ete , etc ; upon which a bill in accordance therewith “was reported to the Senate by the chairman of the District Committee; but coming, as it did, close upon the end of the session, it was, with many other bills, laid on the table, where it bas remained ever since. It is thought that some mention of the facts set forth in the memorial alluded to would be of service to the interests of its signers, and we accordingly give them below, first saying that the signers number several hundred of the business ™men of Wasbington: The memorial states that the laws of the District for the recovery of debts are detrimental by reason of the fact that the juris- diction of justices of the peace is confined tosums f and under, notwiti nding the claim mny uded on notes, be undisputed, or susceptible ot the most positive proof; and remedy is only to be sought im Circuit Court, at an expense and delay . Strong Dk pre were made to the justice, et liberality of the Maryland Commissioners by the Mayor of Washington and Mr Fowle, for the choice of a director iu the Board about to be elected, from tue District of Columbia or from Alewandria; after which the stockholders bailoted for a Board of Directors to serve till the first Monday in June next, or until successors shall be elected. The Hall was about one-third filled by a promiscuous crowd, com- posed of Whigs, Know Notbings, Democrats, and renegades of all parties. The meeting was called to order by calling Mr. J. B. Smoot to the chair, and appointing Mr S.R. Adams Secre- tary. Six tellers were then appointed by the Chair to receive and count the votes, and the voting was proceeded with. The following is the resuit: For Commonweaith’s Attorney, S. F. Beach; for Sheriff, W.D. Massey; for Commissioner of Revenue, H. L. Simpson; for Constables, Jos. Padgett,’ H. L. Monroe, J. A. Keys. In response to repeated calls, the three first named candidates made a few appropriate re- marks, thanking their friends for the honor con- ferred upon them, and A orl for the future were freely expressed ‘be Convention then ad- journed. ‘The election takes place on the 24th instant. CuimixaL Count.—Judge Dunlop —The Court met to-day at the usual hour, and took up the case of the United States agt. John McDowell, which the defendant was charged with an as- sault and battery with intent to kill Wm. Spen- cer. The jury returned a verdict of not guilty ‘The case of the United States agt A. R. Allen, for an assault and battery on Wm Foreman, was submitted by the defendaut’s counsel to the Court. This case grew out of an article in an evening pa- per, reflecting on the oiticial conduct of Oiticer Allen in making an unjustifiable arrest of a stranger upon the authority of a telegraphic dis- ‘ch The evidence having been heard, Mr. Allen came {nto court, and was fined $30. In giving judgment in the case, the Judge com- mented with great severity upon the unwarrant- able and monstrous action of the officer in arres ing a gentleman upon the mere authority of a tel- graphic dispatch which in no particular described the party taken into custody, particularly when be did not knew upon what authority it was based, and persisting in holding him in custody after he bad been vouched for by respectable citizens of Washington He also expressed his unqualified disapprobation of the act of the defendant in as- soulting a citizen who was innocent, for bringing his official malpractices to public notice. In concluding, the Judge remarked to the Di: trict Attorney that be thought the matter should be brought before the Circuit Court, ashe bad understood tne defendant was a constable of this county, and that rule should be entered against him to show cause before that Court why he should not be dismissed from oitice. Henry Reaver, a magistrate of Georgetown, D. C., convicted of malfeasance in office, was placed at the bar and fined $30 and costs.
