It is one of the misfortunes of an extensive confederated Tepublie like ours, that the peo- ple of different sections of the country musi, as * general rule, know but little of ihe great men who are remote from them, even if they «io not cherish unreasonable prejudices against them. This isa tendency aguinst which every “ise man and good patriot ought to exert his influence; but unhappily » considerable por- tion of those to whom the country just now is entrusting its interests, are so short-sighted and mistuken as to be doing all they can to in- eresse an evil which the laws of nature itself leave slready too great. The leading states- wen of the North do not often visit the South; the leading statesmen of the South do not often visit the North; Northern speeches are not read at the South, and Southern speeches are hot read at the North. Mutual ignorance and mutual estrangement are every day increasing. ‘The common expression which the South hascf the Yankees is as far from the truth as are the caricatures of the English squire—Sir Smith or Sir Jones—which are presented on the French stage; and in like manner the North visits upon the whole Southern people the vices and vio- lences of their outcasts and outlaws. We think, therefore, that we are setting a good example to others, and doing our readers no harm, in devoting a portion of our space this day to 2 consideration of the public services and leading mental traits of the distinguished man whose name stands at the head of this article. The name of Jefferson Davis is doubtless well known at the North; and most readers of ne papers at the North are aware of bis servic not a good speec not right. In his political creed, Mr. Dayis is a State Tights Democrat of the strictest sect. This is the central pivot on which his whole political life turns: from this he evolves the formulas by which the political problems are to be solved. He believes that his first and strongest alle- giance is due to his State. Nothing should be done by the central government which the States can do as well. Ie limits the power of the General Government toa narrrow com- pass. In constitutional construction, he be- longs to the school of Jefferson, Taylor of Car- oline, and Calhoun; who held the constitation to be in the nature of a compact, or treaty, be- tween independent sovereignties, and to be in- terpreted from that point of view. He is more afraid of federal aggression than of State usur- pation; and in his eyes there is more danger of centralization than of disintegration. His views as to the conflicting rights of the General Goy- ernment and the State governments led him, in a speech delivered in Boston in the autumn of 1558, to what we must deem the extravagant length of defending the ridiculous conduct of Gov. Hancock. in declining to call upon Presi- dent Washingion, on the ground that on the soil of Massachusetts it was the duty of the President of the whole country first to call upon the Governor of the State. Our limits do not permit us to speak of the particular measures which Mr. Davis has sup- ported or opposed,—or of the marked and bril- liant points in his administration of the War Department,—or of the instances in his public career in which his course has been open to we &re not sure that he was MRS. This country is now, and indeed always has been, governed by a body of men quite small in comparison with the whole number of those to whom its charge is apparently entrusted. Four-fifths at least, perhaps en-eighths, of the members or Congress both houses are mere walking gentlemen, who strat and fret their hour upon the stage, make their set, school-boy speech which are half the time written out and committed to memory—print them and send thei to their constituents, but really take no part in the conduct of the government, ex- ert no influence, whether for guod or evil, are not valued as friends, or feared as enemies. The Senate has been for many years becoming mure and more the governing power of the country, and alarge proportion of the men who shape its policy, and control its destiny, are Senators; and we fear that truth must com- pel us to add that at this moment the South has more of these at Washington than the North. Be this as it may, it 1s very certuin that at tris moment Mr. Jefferson Davis is one of the men who are governing this country; and per- haps there 1s nu man in Washington whose in- fluence is more important, or whose opinion would be entitled to more consideration in re- gard to any contemplated measure. This com- manding position he owes in part to his native powers, and in part to the training and disci- pline of his life. Born in 1808. he was gradu- ated at West Point in 1828, and served in the n years, resigned his commis- ed in retirement asa cvtton planter in Mississippi till 1849, was then elected to the House of Representatives and took his seat in that body in December of that year. served with great gallantry and distinction in the Mexican war as colonel of a volunteer reg- iment, was in the Senate from 1347 to 1851, was Secretary of War in President Pierce's eabi- net, and has now reéntered the Senate for the term ending March 4. 1S Thus a good deal ef his education has been military, and his mind and character were under military in- fiuences during its most ductile and plastic pe- rivds. Now between wits and soldiers there nasever been a feud. When the Duke of Wel- lington came in as prime minister in 1820, ull the wits in England were against him. Much the same thing was here during the contest between Adams and Jackson for the presi- dency. Men of books, young men of books es- pecially, get from their books a notion that the training of a soldier unfits a man for the proper discharge of civil functions. But the instincts of the common mind are the ether way; and the longer we live, and the more we see of life and buman nr- ture, the more inclined we shall be to come tothe conclusion that the common mind is right. Certainly. we derive from both history and observation the fact that as a general rule, the man who iscompetent tocommand an army is competent to govern a countr. Soldiers Jearn to obey before they learn pminand; and the formerdiseipline is a good preparation without sacrifices of immediate advantage. And herein we find his chief title to the respect alike of those who agree with hii. and of those who differ from him. His is a manly nature, and his public ecurse hus been in conformity therewith. He has a certain set of political principles; they may be right or they may be wrong.—that is as a man thinks—but they are his, and he will cleave to them through good and through evil report. No man is less of a demagogue than Jefferson Da his character is straight-forward and self-reliant, hoe neither professcs to be what he is not, nor conceals what he is; he is no riddle or mystery, but his excellences, his peculiarities, his defects, are at once discernable; and no two sagacious ob- servers could differ substantially in their report of him. He is more of a statesman than of a politician; within the ranks of his own party we ecxn imagine him to be somewhat unman- ageable and impracticable, but he is one of those men who will always have an influence independent of, and beyond, their particular party The above sketch of Mr. Davis differs essen- tially, we presume, from the common New England estimate of him. He is one of the bugbears of the New England political nur- sery; we paint him to ourselves, as a nullifier, # Secessionist, 4 fire-eater—perhaps a brag- gart of violent speech and rude manne armed with pistol and bowie-knife, and, poss bly, to ‘‘keep up the allegory’’ we throw in the vices of gambling and whisky-drinking. But this is far from the truth: he is a man of delicate health, of laborious habits, of in- tellectual tastes, whose private life is without a stain, and in the common intercourse of man with man,as true a gentleman as ever breathed. It may be asked why we have been moved to go out of our way, and say what we have said of a gentleman living in a remote part of the country, and whose political opinions are very far from coinciding with our own. We have two reasons for it: first, because Massa- chusetts owes Mr. Davis a debt of gratitude for his services in procuring the payment of the last instalment of her claim against the Gen- eral Grovernment—services which never would have been rendered had he been a common- place political partizan, tor we presume there isnomanin Congress to whom the present political attitude of our Commonwealth is more distasteful than to him. And, in the second place, we deem that we are doing our common country no ill turn if we occasionally remind the people who live around us of the merits and services of the public men whose persons are not familiar to them, and whose political principles are opposed to theirs. We happen to be of the opinion that such speakers and such journals as are endeavoring to produce a more kindly feeling between the North and South, are laboring to a good end.—Boston Courier.
