On motion the communication was. on file, pprcrpoarn: Ss ay lel edge the receipt the: , and to express the hearty wishes of the for the welfare and happiness of the writer. Mr. Miller announced to the board the death, on this morning, of Miss Euuna Wanuali, sub-assist- aut teacher In the female departinent of the Second oul, and alluded to ber amiable quali- nent qualifications in high terms, and i et, iow. he offered the following resolution; wh was unapintously adopted: Resolerd, Peat this board bas heard, with sin- cere reyret. of the decease of Miss Emma Wannail, a sab-assisiant teacher in the Second District; that We tender our sympathies to the family of the de- ceased, in their bereavement; and that, as a token of respect, the members of this board will, as far as practicable, attend her funeral. and request the teachers of the several public schools to be q A auinber of bills were nted by the treasu- rer. which were duly audited and ordered to be d id. Pr Childs offered a resolution authorizing the board to apply to the City Counetis to Inerease the salaries of Mrs. Randolph and Miss Reed, teachers of a primary school in Second District, in con- sequence ofa — change in the number and sex of the puptis im said school. ‘The resolution gave rise tosome discussion, a number of the members obj ng to the move- ment because of the impracticabikety of increasing the salaries of many other teachers whose claims te the benefit of such increase were held to be equally good. , » member of the board made objection to the increase of the salaries of teachers, but it was con- tended that the City Councils could not be leviti- mately applied to in this case; because the school in question had never been made a male primary shoo!. ‘There was by law but one male primary in each district, and unless the resolution so moditied as to request the Coon-ils to “tim question a male primary, the second district.) so as that the ght be seoneety asked for, it was held that it could not be made. Lilds then withdrew the resolution, and modified it so as to come within the law of the Corporation, when it was adopted Mr. Ironside laid before the board the following names of pupils selected by the various schools as cous petitors for the Riggs scholarship: First dis- tect, James McKeudree Davis and Geo. Graham; second district, James E. Douglass and James I. solved, ians i Boss; third district. J. Albert Moore and Robert H Mitebell; fourth district, Jobn L. Cameron and AV. Mr. fronside moved that inasmuch as the Treas- Urer’s accounts were not yet audited, and that they mast be embraced in annual rt, which must by law be presented to the Councils in Oc- tober, when the board adjourns it adjourn to meet again on the 27th inst., at the usual bour; carried. And after the transaction of otter business of a routine mature, the board adjourned. Tre New Gcarv-Hovse.—Editor of the Star: Uf tue recent acts passed by the Board of Alder- men and Beard of Common Council, lately be- come laws by the approval of the Mayor, the one for the erection of a new Central wateh- sen in an eligible position, and of a more secure and capacious character than the miserable and Suillcicut building now in use, is of great im- portanee. and is so ——— by our police and citizens in general. It is to be hoped that, in the the new building, proper care will be had to provide a secure as Soh as convenient aud capacious building. It is a common error to Suppose, or say. that because a watch-house is only a temporary place of confinement, (the prisoners being seldom kept there more than oae night.) it is necessary to make it very strong or of very le materials This, I repeat, is a common error, as the Chief of Police and the officers in at- tendance at our watch-houses and night-prisons can testify. Is it not a fact that murderers, bur- giars, and thieves of the most des ite character, are frequently lodged for the night in the watch. house? And is it not well known that these despe- radoes frequently release themselves with the greatest ease, owing to the insecurity of the prison, the cell, of the room in which they were confined’ Ia view ef this fact, would it not be well to have two or three very strong cells in the new Ceutrai Wateh-Louse, so lined with sheet iron (after the plan of the London lock-ups) that no knife or other sharp instrament oan penetrate or make an opening for their escape? | submit this hint, wit) deference, to Usose who are charged with the duty of erecting the new watch-house. J.P. Important IMpRovgNENT.—Messrs. Murray & Semmes, who lately parchased the valuable prop- erty betweea Peansylvania avenue and C street, fronting on the reservation east of Seventh street! and popslariy known as Stott’s corner, have de- termined to tear down the old and unsighti butidings there, and rebuild in their place a hand- some and substantial five-story building. The bill creeeen platen the ae i n chase of a clock made by the late 5 whose skill as. clock maker was well and favor- ably known in me and this country. The clock in question is of the very best material and workmanship, and was made for the price of $2,000; it is now offered to the Corporation for the low sum of $600—less than one-third its real value. ae iene the minds of peal 3 near the si of e fg rear new guard-house, whose nerves Cannot withstand the Sorpetual ringing of &, fre bell, it imav be proper to state, in referen to the fire-alarm bell for that buildin; it Is not designed to be rung at all, but simp. tapped by the officer in charge, to indteate the di- rection of a fire; therefore no feasible objection can be raised against it ou that score; and in point of econoiny, no better argument can be made in its favor than to state that the proposed alarm beil is already owned by the Corporation, being the one now peegin in the loft of the late Northern Liberties engine , Salons ARRIVAL ov Ixp1ans.—Yesterday morning, two Omaha Indians, of Nebraska Territory, arrived in this city, and during the day called upon the Com- missioner of Indian Affairs. Their names are -wind-martu (representing himself asa son of celebrated chief, ““Obio,”—and Ar-ack- eila, aged respectively 21 and 20. ‘The object of their visit is to secure claims that they say are due their fathers from the Government. The Com- missioner refused to receive them officially, be- cause. us they stated, they came on their own re- spoostbilitx, unauthorized by the agent. He told them, however, that he would investigate their claims. and if he found the cases to as they represented would so Wutify them; but advised an immediate retarn home, offering, on the part of the Government, to defray their expenses back. They say that they started from Nebraska with $300, but from one of them having been taken sick on the way, and being unfortunate in other respects. they were now left in a penuiless condi- tion. -wind-martu speaks English quite otel of the fiuently. They are stopping at the late Me. Maher, == “Tux Istanp.”—An old and intelligent citizen for years connected with the Post Office Depart- ment. suggests the propriety of calling the south- ern portion of our city by some title than “the Island.” Asa reason, he says that letters directed to “the Island”’ from post oftices in other States, have frequently been mailed to Ireland and re- turned to this postottice. The Island does not comprise the venth Ward only, but several wards take in portions of that section of the city. Would it not be well to call that section South Washington in the direction of letters by persons who are not acquainted with the streets and the numbers of the houses? That is the distinction made in the streets themselves; those north or south of the Canal being called B, C, D streets north or south, as they are located. Tks oreNtNe this morning of the magnificent new “Perry Building,’ at the corner of Niath street and the avenue, was sniliciently indicated by the tide of people (mostly ladies) setting in upon the establishment, and tlooding all its man stories. The superb sales room with its eaut{- fully arranged shelves and counters was first vis- ited of course; then the immense wholesale ware- house benvath, with its cavernous (under the street) vaults, then the inviting carpet warerooms up stairs. (presided over by 1. F. Perry & Co.,) and so on through the rounds of this tablishment. But we need not ente mal description. as public curiosity is ly excited to induce every man, woman and elild in the eity to visit the “Perry Building,” within the day or week. Tus THraree —The play of « London Assu- rance,” atthe Theatre last night was admirably performed throughout, commanding the appro- bation of the most fastidious eritics. Mrs. Glad- stane and C. Barton fill are stars of the very firat magnitude, and, in the selection of his stock eom- pany, it would seem that Manager Ford is deter- mined to give the citizens of the Metropolis no excuse for not patronizing the Theatre. We were glad to see a decided improvement in the size of the audience last night, and hope that it will soon be brought up to the fall capacity of the building. The vil for to-night 1s the beautiful and thrilling play of + Louise Ligaerolles, or a Wife's Devotion," oe the iast time,) and the new farce, ‘Retained for the Defence”? A rich bill, and One that should not be missed. ALL THAT HAS BEEN CnanceD.—Among the resulta of the great industrial revolution brought -| about by the invention of the sewing machine, one is more striking than that accomplished in the manufacture of shirts. We can all remember when to get a good-titting shirt was as much a matter of chance asa prize ina lottery; in fact, the chances were all in favor of the customer get- ting one of those awry wripkled-Losom affairs, tov loose in the neek, too narrow at the shoulders, and too short at the wrists. Butall this has been changed through the sewing machine. At the Washington Sewing Rooms (504 Ninth street) for instance, you can get measured for a shirt as you would for a coat, and are quite as sure of a good ting @ garment inade by a first class fit as in 5 tailor. Sce Noyes’ adverfisement elsewhere ALAnMs oy Frng.—Last night about 10 o'clock, all the alarm bells of the fire department were sounded, and the companies generally turned out. After dragging their heavy apparatus a consider- able distance towards the west end of the city, the firemen discovered no real cause for alarm and returned to their engine-house. At 12 o'clock the alartn belis were rung again, and the ae nies were ayain called out and proceeded with their apparatus to the western boundary of the city. ‘The eause of alarm was the reflection of fire In or above Georgetown.
