Ives, the superintendent of the Washington Monument, was desirous of arranging the machinery and rig- ging on the top of the column In order to an early beginning of the work. All the means of reach- ing the top had been removéd- except a single rope attached to a strong brace extending across the top of the column. “At first it wus be ere er wieet ascend by this rope. but Lt. y of possibility of an accident by the undertaking, the rope being rotten. abandoned mie Since then. several experi ments have been le. First,a man was need who. standing upon the ground outside the column, threw a stone over ted sa 170 feet in vite Having ascer- tained he could perform feat, a thread was attached to the stone, but the resistance of the air to the thread his casting the Stone more than half the height of the column. Next, an Indian bow and arrows were obtained from the Smithsonian lustitution. The arrows alone were fired over the column easily, but when the experiment was made with the pack thread at- tached they could hardly be forced up a hundred feet. A rifle was next obtained experiments were made inside the column by shooting the ramrod, with k thread attached, upwards. in the hope that it would descend on the opposite side of the brace before-mentioned;- but this plan also fuiled, the ramrod sometimes meeting with obstacles which prevented its taking the direction wished, and at other times the thread would be burned off by the firing of the gun. Yest a pigeon was obtained and carried inside the column. A pack thread was tied to its leg, and the bird was carried to the top of a ladder by one of the gentlemen present and thrown up- ward; the company below, to frighten the bird and make it coutinue its flight upward, whooped and shouted; the bird flew round in the column and at last rested upon a recess designed for the reception of one of the stones presented by con- tributors. By again whooping and shouting the bird was started and took its Hight npward ond. rested upon the very brace over which it was de- sired to cast the thread) This was an anxious moment for those below. If the bird descended by the side upon which it rested, the plan would fail for the time; if by the pes rea side, all was safe, and the end would be ined. The shout- ing was raised again, but the bird looked down upon the noisy company below with a quizzical no you don’t.’ A pistol was then fired to frighten him, and after some moment of suspense, the bird descended upon the side of the column desired. The back thread was caught. a heavier cord was attached and drawn up, then heavier and stronger cords. until a rope of sufticient size was secured over the brace to enable the riggers to proceed with safety to the work of refitting the rigging on the top of the column. and putting the machinery in complete order for future opera- tions. The experitnents were made under the direction of Lieut. Ives. Tue Heatta or rite Crry.—At this season of the year house-keepers should be very carefal to prevent the accumulation of refuse vezetable or animal matter upon their premises; cleanliness, always conducive to health, is. at this season, a great preventive of disease. ‘The law provides the means for the removal of such deleterious sub- stances from the premises of every one, aud every one is entitled to the advantages thus afforded. Contractors have engaged to do this work regu- larly, and if they neglect to perform it, they are liable to a penalty; and the law also inflicts a Penalty upon thos: who refuse to comply with the alth regulations. Thus the law is equally bind- ing upon the contractor who neglects and upon the house-keeper who refuses to permit the opera tion of the regulation. The removal of dead ani- mals from the streets and alleys is also provided for. In such eases notice should be inmediately iven to the Commissioner of Health, which can be easily done. The mention of the locality in which an animal is lying dead. to a police ofti of the District, will be sufficient notify th Commissioner, who always orders its immediate removal. There is no exeuse for the filthi of various localities, as little trouble is required of the residents to procure the remedy in every case ‘THe Avgetpui Cive had an enjoyable moonlight excursion to Glymont lest night. on the steamer Thomas Collyer, which, with her decks crowded to excess, left the wharf at 6 o'clock on her down- the-river trip. stopping a few moments at Alexan- dria for the pur, of receiving reinforceinents. ymont. the merry crowd made at once for the pavilion and other places of attraction with which this beautifal retreat abounds, and in a short space were engaged in the dance, the prome- nade, or the social chat, and not a few stray couples might be seen Lae. aloof from the gen- eral concourse. making yood use of the opportu- nity thus afforded them for a season of love-me- king.
