THE LONDON TIMES ON AUSTRIANOLD FUGYISM,. {From the London Times, July 4 } “tia not always,” says Madame deSevigne, “(he same man who warms the oven and who eats the bread.” Francis Joseph of Austria may ponder this mot when he reads with what relish Napoleon [If.. ba and victorious, devoured the dinner whieh had been prepared for Francis Joseph at Solferino. is little incident. however. is only a type of greater things. Francis Joseph has been throughout this Italian poliey only oven-warmer to his French Imperial brother. If be had been a man of his and time, be would never have allowed Louis Napoleow to play before the world the audacious part of @ liberator of op- essed nationalities. But he has been fixed fossil system, and he bas petrified into a yartof the mass. As he pi the way in viedwont and Lombardy, at Aveena, and n in Rome, for others whose ouly excuse for cowing alter him was that he and his bad been there before, so it appears likely to hay thut Peschiera and Verona, Mantua and - nano, have been fortified, strengthened, stored and armed. only to be garrisoned by French- men, and ultimately, as we must in courtesy to recorded promises believe, to be oeeupied hy Italians. Already “the whole French army has passed the Minci already “the Sardin- inns have invested Peschiera;"’ already leon, aided w his reinforcement of 35,000, has approached Verona and watehes Mantua; ready the whole Austrian army has, “for Strategic rexsons'’—whieh, pushed to their logical consequences, may some day, perhaps, require the abandonment of Vienna, or even @—retired from the banks of the Mincio. Already the French have carefully and cau- tiously followed them, unmolested; and the Austrian, still obstinate in resistance, although no longer confident of victory, is probably, an- taught and unteachable, again fixing some definite hour of some definite day whereon he will make all his arrangements for another pitched battle This battle of Solferino illustrates upon, a great scale the character of the two antago- Bists. Its phases aud facts are all recorded. It# indelible picture is graven upon all our minds. Aided by the experience of correspon- dents in either camp—those heralds of sacred pall Percint mission—we have followed the Emperor to and from the fight, and the French Emperor shout hie advance. We have twice seen the field from the “Spy of Italy,” and have surveyed it alternately through ¥reneh and Austrian glasses. To-day the battle of Solferino takes its place in histo- ry in the shape in which a for evermore. It was a great fanguinary battle, fiercely coutusted by nearly 400.00 men from sunrise to sunset of a summer day; and it was a battle in which the Austrians were de- feated. bet not broken, by an enemy inferior in uumbers but superior in intelligence and arms. While the mind of Europe is yet excited by: the details of this mighty earnage, and is grow- ing familiar with the events of the battle, it is time for us to point the moral of the eatas- trophe. Why did the Austrians lose this great battle? Why have they lost every battle that has been fought in this war’ It is not that they are less brave than the French. In this yery ement, accurding to the official ac- rou each army/the Austrians killed and wounded 12.000 Frenchmen, with a loss to themselves of about 9,000 killed and wounded. ‘There coald have been no flight when the uum- bers stand thus at theend of the day. Nor are the Austrians inferivr as markamep. Their riflemen hit 720 Freneh officers, whereof 120 Were shot dead. while the French succeeded ia killing and wounding only 230 of the Austrian officers. They certainly are not inferior to the Freuch tn discipline. Their eis inertia is mag- nificent. snd they retreat invariably with a bold steady front to the fue. Why is it, then, that they who ean lose so valiantly can never win? Beeause, unfortunately for them, knowledge is present power, aud their knowledge is not of the present but of the past. They are a stag- nating respectability. They are governed and directed Ly old rales, old men and old routine. They bave an enemy who does not care a cen- time fur antiquity, aud is not above taking the most irregular methods to win a vietory. The Emperor of Austria wakes up his mind to do rewarkable fine piece of Louis Quatorze strat- egy. He exeeutes an elaborate piece of old- fashioned deception, crossing the Mincio with his whole force, and then re-crossing it with his 200,uu0 men, and fixing the contemplated surprise of the enemy at 9 o'eluck in the morn- ing. The Emperor of the French, represent- ing the juvenile irregular school in the most uvgentlemaolike manner, refuses to be mr- prised. Having recourse to a new-fangled ex- pedient which no trustworthy veteran who can count his seventy years would condescend to use. he sends man upina balloon; and, at the éxpense of a few yards of silk and afew — eet of gas, ix told the exact position of 1 these masses which are drawn up so scien- tifieally out of his sight with the intention of surprising bim at the comfortal leisurely hour of Ya. m. The man of his time—the clever. active, shrewd, nothing-contemning ad- Yeuturer of the nineteenth century, by dint of this smail contrivance, becomes master of the position. He knows what is going to happen and where his enemy is, and how many he is; and while the heavy, self-complacent Austrian isechuckling at the formal surprise that is to come off at 9a. m.,he attacks at daybreak, chooses his own time and point of attack, and remains master of the field. So, again, the Austrian, coming by very respectable means, in no respect sallied by any inventiveness or breach of precedent, into ion of a fine body of sharpshooters, dealt tremendous dis- aster against the Freneh. The French artificial to the Austrian natural advantage, but not so as to equalize the two armies in the Title. There was another point, however, in which the two nations were equal. The Austrian mountaineers do not use cannon in their Sun- day gaiunes Here France went ahead, and Austria marched ax pas. The consequences have been obvious enough. The battle of Sel- ferino has been won by the superiority of the French artillery. The shells from the French rifled eannon fell at distances whence the old guns could not tier Every reader can work out the result. he enemy’s gir was silenced before it could come within 9 distance. The shaft was sunk tbirty- four feet fur coal, but none having been found an attempt was made to remove the curb, and it was while trying to save this that thecave-jn occurred. This one Thursday, the the morning. e alarm was instantly given, and an ex- crowd rushed to the spot. On listening, on the timber could be heard from below, the buried man to be alive, and the work digging him out was at onee com- menced.
