_ LOCAL NEWS ‘Tue Crrtzens’ Mass Meerixnc —A large, re- spectable. and highly intelligent audience assemi- bled at Island Hall on Saturday night, pursuant to adjournment the previous night, for the purpose of Learing addresses from those candidates who had been nominated for offices in the Corporation, on the Citizens’ ticket. The meeting was organized by sass Pays F. Kinsey to the clair, and a pres d 5-H. Bird secretary. The meeting was by Thomas E. Lloyd, Esq., Citizens’ candidate for Alderman for the Seventh Ward Mr. L. began by saying that be thonght it was unnecessary for him tom r before his old friends for the pur- ose of showing them whe he was; all _— pad tunities of seeing Lim, aiti Serpent. be Sia ps gpcnens to A ° proj He had often considered how ridic- nlows was the idea that to make a good Alderman one must of necessity be of portly dimensions. He had always e sider that there were other requisites necessary for qualifications to a position of that kind; which requisites did not, in bis be- lief, lie im the region of the stomach. Mr. 1. bere alluded to the rain of the preceding wight. whieh had necessitated the postponement of the meeting to the present time. and to the cold state of the atmosphere now, and ex bis yratidestion that from the aj rance of the audience, their enthasiasm. and goodly numbers, he bad youd reason to beliewe that there was a for Lim: in the hearts of the people of the th Ward which neither time nor season could efface Mr L. thea proceeded to review the late action of the City Councils im respect to the Mayor's veto. and the emphatic and unqualified quietus whieh the Councils bad given to the position which bad been assumed by the Mayor in bis refusal ige the Seventh Ward market-house and water vills. The origin of this veto question had bera with the passage of the bill by the Coun- ceils for the Seventh Ward markei-house. Mr Lioyd ststed that he had drafted that bill in the sale 10: «rand containi the same provisions as bad heretofore been established in all bills for the erection ef public buildings tn this city, with one exception—that of the old Washington Asylum * This bill thus drawn mp was ed by decid majorities in both branches of the City Councils, a H went to the Mayor, who, to the unqualified prise of all concerned, retarned it tothe Boards vithent his signature. In taking this extraor- ary course, he had communicated to the Boards his reasons therefor at length. ‘Those reasons he would proceed to review If the audience would use hina for referring to the printed reasons and the various reports which bh been made upon the action of the Mayor by the committees to whom they had been referred. Mr. i. excused himself for bringing with him so many newspapers, stating that he did so for the tous reason that unfortunately his education ty much neglected. [Lauybter, and it, Tom."]" He derived a great part ation, he was proud to say, from the newspapers of the day. Mr. L.. then proceeded to expose the false reason- ing of the Mayor in relation to the veto question, and to comment upon the decided rebuke which be had received by baving the market-house bill passed over his head in the Board of Aldermen by a vote of 3 tol. He then reviewed the duties and functions of the Mayor under the charter, and, after defining those general duties, proceeded to state these partieular duties which the charter boards of the Council to im upon him, one of which was the duty they had imposed npon Lim in providing for the awarding of the contracts for the erection of the Seventh market-house Mr Lloyd alluded to the opinion from the Cor- peration Attorney which had accompanied the Mayor's veto. which, while he entertained the bighest respect for that otticer’s leyal ability, he not tndorse as a basis for the Mayor's objec- opinion merely agr with the views expressed by the Mayor, without any rea- suci: agreement being stated. Boards, in the water bill. determined, and wisely so, not to coniide this great power of award- tue bids to ove maa. but rather to guard st any chance of injustice being done to any individesl who might enter bids for the work. ‘The Mayor, in bis views of the question, was wo doubt honest, and no one that the speaker knew of puted other than honest motives to Lim. ‘Phe committees in the Board of Aldermen who didered from the views taken by the Mayor, bis warmest political friends. water bill was precisely the same as the with the single exception that it did not invite the Mayor to be present at the opening of the bids. This biil the Mayor sent back to the ard with his siguatere. usder protest, giving letter of reasons, which were as inexplicable those giveu for the veto. This question, in- so large an expenditure of imoney, was which iuterested all the citizens. ‘There had been frauds committed, and there might be frands witted ag: There was certainly more in con so momentous a question to keeping of thirty men than there was in giving nan nts of the Citizens ticket make a Virtue of sustaining the Mayor's veto, for- Wy that that veto bas been buried by the Democratic party, and that it bad bat one pall- bearer la the upper board and two inthe lower hoord to assist in burying it Mayer If they sustain the » they cau only, if elected, go to the pass a resolution sustaining his ac- tuat will carry ont the extraordinary ivaneed by bim, which doctrine the the personal and political friends Mayor, condemned sa toro.
