WASHINGTON NEWS AND GOSSIP. sae = hiaats Tue AssessMeyxt Question.—It can hardly be possible that the tax-payers of the Federal Metropolis will elect any man to either branch of the City Councils known tofavor the Mayor's policy of raising money in the course of a single year sufficient to pay off the entirefloating debt of the Corporation, (the creation of some ten years,) in addition to the amount mecessary to pay all the regular and extraordinary expenses of the City Government. That is tosay, by raising the nominal aggregate of the assessed value of taxable property here, some twelve millions of dollars. The Councils—a majority of the members thereof—on comprehending this game, promptly reduced the rate of taxa- tion from seventy-five to sixty cents on one hundred dollars. Whereupon, the Mayor fiereely denounced the act; proclaiming that he should regard it as an instruction from the Councils to stop (not the extra and useless ex- penditure of the money of the tax-payers in rewards for partizan political services when- ever shoulder-hitting may help,) but all re- pairs and improvements of streets, &c., of which so little has been accomplished since Mayor Berret came into office. We are satisfied that if a majority be elected to the Councils favorable to the Mayor’s scheme of assessment, at their first meeting an effort will be made to repeal the sixty-cents rate of taxation and to return to the seventy-five-cents rate—whereby, having twelve millions more than last year to tax after that fashion, the Mayor's notion of at once paying off the float- ing debt may be carried out. "The Baltimore Clipper congratulates the Baltimoreans on a prospective return to that city of the Chinese and Kast Indian trade. > The Grand Jury of Alachua county, Fla. have presented Gov. Perry of that State as ‘‘a nui- sance.’ Their indignation was aroused by his course on a railroad question. i> Five Germans ventured out on a pond at Dayton, Ohio, last week, in a rickety old boat. and when about 60 rods from shore, the bottom gave out and they were all drowned in the sight of their wives and sisters. PFS Deap Letters and Stamrs.—With a view of responding to a resolution of Congress, call- ing upon the Post Office Department for infor- mation as to what legislation, if any, is neces- sary to reduce the number of dead letters, that Department has prepared a circular directing the attention of postmasters to the subject. One great cause of the large accumulation of dead letters it attributes to the neglect on the part of persons to whom letters are addressed to call for them; but fearful that there may be a dereliction of duty on the part of officials to have them reach those to whom they may be addressed, it directs postmasters to be especially vigilant that no letter eseape for want of most minute attention. The practice of separating the advertised letters from those in the general delivery, and requiring a special inquiry to be made for them. is disapproved. Suggestions are also invited by the Department from post- masters in relation to the disposal of dead letters, as well as to their reduction. Dahlgreen (of the Ordnance Depart- ment of the Navy, and inventor of the cele- brated gun bearing his name) has reported in favor of adopting the Joslyn breech-loading gun into the naval service.
