Y.—The celebration of the completion of their new water works by the citizens of Brooklyn, on Thureday last, is reported to have been a mag. uificent affair. The weather Was clear, the streets were clean, and the-people were in splendid spirita. From early dawn tili dewy eve the merry pealing of the belt and the roar of eaunon could be heard from Green Point to Gowanus. ‘The dis- appointment of the previous day tended rather to increase the euthusiasm than to diminish it. Im. mediately after breakfast there was a general turn out of the inhabitants, old and young alike has- tening to the City Hall to witness the movements of the firemen aud military previous to their form- ing in line. The number of ladies in the strvets exceeded anything ever known of beard of in the history of Brooklyn. In the eastern district espe- cially the entire female population turned out en masse, and took exclusive possession of every door step, unoccupied building, and place of eminence along the route of the procession. The display of the firemen, military, and civil societies surpassed the expectations of the most sanguine, and did credit to a city whieh now ranks next to New York and Philadelphia fn Point of size and popu- lation. The length and extent of the procession astonished the people. Jt was over five miles in length, stretching from the eastern suburbe of Williamsburg to the very heart of Brooklyn, and ‘Was two hours Passing the corner Court ; of Atlantic and ) words was daily sent by telegraph from | laws for the suppression of the African slave trade are being executed. The Journal of Commerce contends that, after all, the surest means of annihilating the African slave trade is the extension of our legitimate commerce with the west coast of Africa; of which fact those engaged in the illegitimate commerce are well aware. The soundness of this theory must be obvious to all who know that the successful Prosecution of the slave trade depends alto- gether upon the opportunities of carrying it on without being observed—in secret. If ten times as many legitimate merchant vessels vis- ited the west coast as now resort there, not a single cargo of slaves could possibly be shipped from it. So, whatever tends to decrease the number of merchantmen resorting there, in so far increases the facility for prosecuting the slave trade successfully. Explaining that the cargo of the vessel des- tined for the west coast must in almost all else than a supply of shackles, be nearly identical with that of the slaver—rice, domestics, water casks, (in whieh to bring back the main por- tion of the expected African cargo, palm oil,) filled for ballast, &e., &e., the Journal of Commerce urges that no vessel should be de- tained from commencing her African voyage because such a cargo is found on board of her; it being common for the customs officers in mistaking one outfit for the other, to de vessels in the legitimate trade until too late to permit them to make a successful voyage, which is not to be accomplished unless arriving out at a particular and very brief season of the year. So great has this annoyance become of late as that respectable firms, long in the Af- rican tradc, are being compelled to make ar- rangements to withdraw their ships from the business. It is clearly the duty of Congress as soon a3 possible so to amend the laws to suppress the slave trady as that the manner of their en- forcement may not thus operate as an effectuay means of defeating their own object. hose SSS Frou Uran.—The intelligence from Utah is to the effect that further troubles may be an- ticipated there. Judge Cradlebaugh had ob- tained the presence of a portion of troops from Camp Floyd, at Provo, to remain there during the session of his court, to prevent the eseape of parties arrested on criminal charges. Thi+ was made necessary by the refusal of the Ter- ritorial Governiment to provide any place of confinement for such piisoners. The Mormon citizens of Provo became greatly dissatisfied at this measure of Judge C., and through their mayor urged the removal of the troops in strong terms, at the same time expressing a fear that the indignation of the citizens would lead toa collision between them and the troops. The | Judge explained that it was impossible to dis pense with the troops; that their presence en- tailed no expense on the community ; and that their behavior furnished no cause for excite- ment or complaint. Governor Cumming also protested against the action of Judge Cradle- | baugh, evidently while laboring under an erro- neous impression as to the circumstances; but the latter still persisted in keeping the troops in Provo. which measure seems to receive the approval of the Gentiles in that v » and of the army officers. The grand an traverse ju- ries had been discharged ; as the former. after two weeks’ session, refuscd to find any indiet- | ments, and the latter were not, therefore, re- quired. The court was then resolved into a committing court, and several cases were taken up forexamination. This vccasioned the flight of a number of persons. among whom were four members of the grand jury and several high Mormon officials. Suciety in the Territory is | in a very perturbed condition, and it seems almost impossible to apply the proper remedies | without yesort to force of arms. aegis ee | Tue Mourrain Meapows Massacrn.—-The Indian Bureau is i t of a letler from Dr. J. Forney, Suporintendent of Indian Affairs in Utah, in which he states that he has retiablo information that $30,000 worth of property be- longing to the emigrants who were massacred at Mountain Meadows, some two years ago,wae distributed among the offleers of the Mormon Church. Dr. Forney was about starting to the southern part of the Territory, to look after somo unruly Tadians, who have been committing outrages on the whites. The seventeen children be- longing to the emigrants murdered at Mountain Meadows, Dr. F. intends to send to their friond« in Arkansas at an early day. His letter is dated at Provo, Mareh 13. - Tor Mixxesota Bovspary.—Commissioner Hendricks, of the General Land Office, has awarded the contract for surveying the west- ern boundary of Minnesota to Messrs. Atthe previous an- nual meeting of the convention held in Baltimore in April, 1558, a committee was appointed to in- vestigate and report upon certain questions which came before that body; one of which was: ‘‘Have quarantines secured the object for which they were invented ?”’ and if the committee decided in the negative, they were instructed to assign the reasons for the failure. The report of the gentle- men to whom the examination of the subject was committed, show that they have well considered this faet, and that whilst combatting the idea that quarantine measures, however judicious in them- selves, and however strictly enforced, are a cer- tain and absolute protection against those diseases which, at longer or shorter iutervals, make their appearance under the character of widely extend- ed epidemics, or as endemics under certain sanita- ry conditions in given localities; yet. on the other hand, they admit that a jndici and well ad- ministered quarantine will, beyond doubt, afford a very sure protection against the introduction of unquestionably contagious diseases, a1 wall pox for instance; and even to a limited extent, and un- der particular circumstances, against the introduc- tion of such as are the result of malaria, using the latter term in its gencral sense as indicated by its etymology a ks U7" From the late foreign news we learn that a duel had been fought on the Downs, n: Brigh- ton, England, between a young American, (for the past year resident at Brighton,) and a Russian ollicer, lately attaché in the Legation at Washing- ton.
