SPIRIT OF THE MORNING PRESS. The Constitution congratulates the National Demoeracy and the country upon the entire success of President Buchanan's Administra- tion im the midst of the difficulties with which it has been surrounded from the beginning. The Constitution snys that among the expe- dients that the Opposition have adopted to gain the ascendency in the United Statesis a project to disfranchise some of the foreign citizens and electors by State law, and instances the amend- ment proposed to the Connecticut constitution, which provides that “every elector shall be uble to read the constitution of the State in the Euglish language,” tho intention of which is said to be to cut off the German voters. The Intelligencer again treats upon the northwestern boundary question, quoting from different sources to show the different opinions existing on the subject. —_2.—_—_. April 25, 1859. ame Ss Tax Waatasr.—The following report of the | {79m the om WASHINGTON NEWS AND GOSSIP teats Tas Paraguay Exrepitios.—We had sup- posed the successful termination of this expe- dition would put an end to the thousand and ove untruthful assertions concerning it, whieh have been made by the Opposition presses. In this, however, we are mistaken greatly, for not only do the false statements continue to be published, but each reiteration discovers them in vastly improved condition, and they bid fair, in a few months, to become as much more remarkable than the famous yarn of the three black crews as that is than a simple true story. First, it was asserted that no cause ex- isted for sending out the fleet; then, that the vessel sent were good for nothing; thirdly. the expense was represented as enormous; fourthly, such was the alleged neglect of the Navy Department, that one vessel had carried out @ gun without any carriage for it; now we are told that the arms and ammunition sent out, as well as all other supplies, were lament- ably deficient. We apprehend that this list of alleged causes for censuring the Administration will, ere long, be ‘largely increased; but for the present it is enough, if anybody is silly enough to believe it, to convey the impression that the interests of the country are in very bad hands. Every allegation, though, unfortunately for those who have made them, are wholly untrue, so far as they reflect on the Administration. Becessity for the expedition, Congress believed that to exist, and hence, ordered it to be sent. The vessels, both those chartered and those belonging to the Government, were the very obtainable, and the former were procured at the lowest possible rates, and if they were not good enough, Congress, not the Administration, should have provided better. The subsequent purchase of the chartered vessels was to save the outlay of the charter money, for which the Government would otherwise have had no equivalent; while the vessels are just such as are needed in the rivers and bays of Central America and elsewhere. The cost of the expedition, except the item of $254,000 for the purchase of these seven ves- sels, is shown not to have increased the usual expenses of the Navy! The story of the cleven- inch gun of the Fulton being sent out without the carriage, as we have hitherto stated, arose from the gun being sent from New York on the Supply, and the carriage from Norfulk on the Southern Star. The last Munchausenism, about the lack of arms, ammunition, &c., exceeds all others im grossness, as it is wholly unfounded. The supplies sent from the navy yard of this city alone were very abundant, and consisted of all the best kinds necessary for such an ad- venture ; but, besides, large additional supplies were.sent from other navy yards whence ves- sels of the expedition sailed. falsity manifested in making the above charges shows a depravity on the part of the writers for the Opposition press which tends to make us seriously ponder oyer the croakings of those Philosophers who teach that mankind has sadly degenerated.
