The Constitution argues that the disap- pointed aspirants who have turned traitors to the De:tocratic party, and set themselves up a3 “leaders,” entirely overrate their own im- portance and infimence. The Intelligencer speaking of the late trial at Charleston, S. 0., expresses some surprise that the Echo should have been condemned as # slaver and her cargo sent back to Africa, under the slave-trade law, and still her crow he acquitted of all blame in the nintter. It however. cherishes the hope that the acquittal as.on secount of, some defect or insufficiency in the nature of dégres of th8 etidénes offered on the part of the prosecution, and not on ac- count of any disrespect of tho South Caroli- nians for the laws of the United States. WASHINGTON NEWS AND GOSSIP. i pels Tas Evrorgzaxs Wan Quastiox.—We have almost entirely abstained from publishing com- aments of our own upon the question of the pros- pect of “* war in Europe’’—the theme just now being perhaps most discussed by American Jouraalists—beesuse really feeling incompetent to elucidate it, from lack of knowledge of the facts that would enable us to shed light upon it. Nevorthless, we recognize its manifest importance to the business future of the United States, and sedulously seek information on the subject. Some of the New York city journals— New York being in hourly direct communica- tion with the continent, and nearly half the population of the city being European born, a considerable proportion of them, too, being Persona of more than average attainments and information conceriing Earopean politics—dis- ¢uss the subject in a comprehensive and well- informed manner. Ontside of Ne York, the American newspaper speculations upon it seem to be for the most part mere idle speculative opinions, written to supply ‘\copy"’ for waiting eompositors. We have no desire to speculate on the theme as explained above, and therefore being desi- Yous to keep the Star up with the progress of the question, we resort to the columns of the Courier and Enquirer to republish what ap- pears to be thé moet reliable and intelligent synopsis of the present status of the subject matter—as follows: Tus Prospects ov War ix Ecrore.—The lntest news regarding the Peace Congress, wonld “ead to the conclusion that war is inevitable. ‘Phe ropesition to submit the questions at issue to a ‘ongress was not received very warmly by Aus- tia. It came from a source, Russia, which nat- urally led Austria to regard it wi suspicion, especially as it was so Promptly acceded to by France. There has been at no time any good reason for believing the Congress. should, it as- semble, would produce any sitisfactory resulta, since the basis insisted upon by Au was at variance with all that France bas contended for. ‘This basis, it will be remembered. was that none of the treaties of 1515 should be discussed. Now as Louis 2 er has asserted that he has esponsed the cau Italy, and as all the earnest advocates of this cause declare that not! s be obtained so long as Austri: ntinues her dom- ination in Italy, it is manifest that no arrangement an be entered into for maintaining peace, so Tony as the treaties of 1815 are to remain unimpaired. The safety of the Italian cause requires that Austrian domination in italy should cease, an Austria, as yet, is by ne means prepared to yield what was conceded to ber by the abovementioned treaties. It is known that ske has not these treaties, aud all that the Peace Congress could decide would be that she should hereafter fulfil them to the letter. Granting that she should agree to do this, that she should no longer occupy territories in which she has no rights, that she should evacuate all the fortresses which she had no right to build, that she should concede to some of the States what she has unjustly denied them, and that she should at once desist fron punishments which have branded shame, she would yet be entitled to a certain con- trol over the affairs of the Italian Provinces incon- sistent with the demands now made by them. It is now also apparent that he will have more to contend with than he at first supposed. The greater part of German rapidly coming to the assistance of Austria. She has told them that the blow ainied at her will reach them—that should she be subdued the war would not then cease. but would be carried into other of Germany. The contending parties will bave so much at stake. that the war will be one of the most bloody yet foughton the plains of Europe eu Sow on THE Movsraixs.—Among the most beautiful and striking sights we ever beheld was the appearance of the Biue Ridge range of mountains in Madison, Orange, and Rappahan- nock counties, Va., yesterday, from & point in the immediate vicinity of Culpeper Court- House, from whence they (the mountains) were visible as far as the eye can reach—say for a continuous stretch of thirty miles. On Friday night and Saturday, while it was raining on the Plains, a violent snow storm raged upon that more elevated region—a real mid-winter storm in the quantity of snow falling. The deep green of the thousands of acres of waving wheat, the derker brown of the thousands of scres of Piedmont red-land propared for the reception of the corn crop, the variegated tints of the different fruit and forest trees in bloom and leafing, and tho rushing waters of the vvollen rivulets in sight, the colora of all of them rendered more iutense, as in the case of the snow on the mountains, by the brilliant glare of tho brighest sunshine of the season from a cloudless sky, together formed features of the picture making it far more charming than mortal handsean paint. Such a scone, of all seenes, was eminently suggestive of the great event of which the day was the anniver- sary—wonderful indeed. in all its attributes, and full of promise of blessings to man.
