To-day, on thorough inves- tigation, we find that there’ exists really no foundation for them whatever. We have, there- fore, now to say that as revently returned to the American State Department, the treaty contains nothing whatever placing this Gov- ernment in the position of a protector of the Nicaraguan Government against filibusters or internal feuds. Nor does Nicaragua insist on terms with reference to our landing troops on her soil not acceptable here. She has frankly and gracefully consented that we may land troops for the protection of our citizens on the isthmus, and that this Government shall be the jadge of the emergency for such landing of American troops. As ratified by her, the treaty contains but a single point not acceptable to this Government.
