SPIRIT OF THE MORNING PRESS. The Constitution says that nothing can be more decidedly opposite to the truth than the assertion persisted in by some of the opposition journals, that the Presidemt was in favor of calling an extra session, but was overruled by the Heads of Departments. The Constitution gives a history of the Para- guay expedition, and congratulates the country on its successful termination, notwithstanding the ridicule and evil predictions of the ‘Black Republican” papers. The Coxstitxtion also comments upon the * Distrust of the Peopte,”” by many politicians; motes the “Ignorance of the Tariff,’ manifest- ed by some of the Opposition papers in treat- ing the subject ; and speaks of the ‘‘ Post Office Department’ as succeeding in its operations under the far-seeing sagacity of the President in declining to yield to the clamor of the Ke- publiecans by calling an extra session. The Ivielligencer publishes the proceedings of a Democratic mecting recently held in the city of New Orleans for the avowed purpose of “reforming and regenerating the Democracy of Lonisiana,”’ and kindly confesses to ‘+ some aympathy with those who have at heart an aim 80 laudable as that which looks to ‘ the reform aud regeneration’ of the party.” The Intelligencer publishes the rumor of the filibuster movement in Cuba without yielding its entire credence to it in the absence of au- thontic information. —— oer 77 The Mayor of Reading, Pa., has ordered the police of that city to arrest all minors hang- jag around bar rooms in the evening. seas uate & i’ The Minnesota papers say the grass confla- gration has commenced, and the night skies are lurid with the prairie fire’s glow. On Saturday he was branded with the letter B on the right cheek, in open court—the brand leaving a mark that he will carry to his grave. —<$<—<<—$— 7 At the Trenton, N.J., municipal election, held on Tuesday, Franklin S. Miss Susan —, daughter of one of the most distin- xuished jurists and politicians of Florida, enter- tained a mest violent passion for Mr. G Pensacola, who had paid her some attention pre- vious to his marriage with another lady. She took no great pains to conceal from Mr. G. the nature of her feelings, and had on several occasions conducted herself in rather an extravagant aud Startling manner, but be probably supposed no- thing serious would come of it. One day recently, however, she went to his house and called for Mrs. G., and when that lady came to the door, drew a pistol, ready cocked, from the folds of her dress, and tired at ber rival. The bullet missed, and Mrs. G. bravely rushed upon the desperate girl and wreached the pistol from her; but, pre- pared and determined to shed biood, Susan drew a knife, and before she could be disarmed by oth- ers who interfered, succeeded in inflicting aslight wound upon Mrs.G. The Commissioner, after having duly considered the matter, has decided adversely to the claim of Iowa, on the ground that this tract was set apart by the United States by the actof June 30th, 1834, prior to the admission of the said State into the Union, and hence does not fall within the meaning of the law in any of the cases cited. The attention of the authorities of Iowa is called to the fifth paragraph of the sixth sec- tion of the actof March 3, 1845, (under which that State was admitted,) which provides that “five per centum of the nett proceeds of sales of all public lands lying within the State which have been or shall be sold by Congress from and after the admission of said State,’’ &e., inures to the State. This the Commissioner contends only applies to lands sold from and after the admission of the State. SITINGTON NEWS AND GOSSIP | ——>— a A New Wriskie.—Senator Harlan js said to have applied to the Agricultural Bureau of the Patent Office for seedsto make up the defi- ciency in the garden seeds raised for two years past in Iowa, owing to droughts. According to Senator Harlan not more than helf enough for the due supply of the State was raised in it. Now, the Agricultural Bureau of the Patent Office was intended for the improvement of American agriculture in its various branches by the procurement and introduction of new seeds, slips, plants, &c., and new modes of guarding against the ravages of the enemics of the various trees. grains, fruits, &c¢.—not to supply ordinary garden seeds to make up defi- ciencies in their production, from droughts. W. Hazzard, St. Simon’s Island, Glynn county, Georgia, in which the writer requests to be allowed to make some experiments with the Chinese tea plant sced, &c., recently imported. Ho encloses in his letter some sprigs of a plant found in his own neighborhood, which he calls the Georgia tea plant, and the inference to be drawn from his remarks is that the plant is good as a substitute for the Chinese tea. His object in forwarding the sprigs in question is to have them compared with the imported plant, under the supposition that they are either identical, or of a similar species. He says the plant is indigenous to his vicinity of the State and found in great abundance. He speaks of the climate as being very mild, and says that the date and banana produce fruit there, which matures in favorable seasons; and he thinks, therefore, that it is a locality peculiarly adapted to experimenting with the Chinese tea plant. anil From Paragvay.—A private letter was re- ceived by a gentleman of this city this morn- ing from an officer on board the United States steamer Memphis, dated at Montevideo, Feb- ruary 2d. The writer notices the arrival at that port of the Memphis on the 3Ist of March, and the steamers Westernport and Atlanta on the 25th of March. The sloop-of-war Falmouth and the store-ships Release and Supply were also there. The steamers named had taken | their guns on board, and were about proceed- ing up the river forthwith with the sloop Fal- mouth in tow. The health of officers and men aboard all these vessels was good, and the voy- ages out had been pleasant. The other steam- ers of the fleet had gone up the river previously. This news is of an earlier date than that con- taining the account of the adjustment of the difficulty, and of course the writer of the letter had no information of that settlement. - > Treasury Dectsions.—The Secretary of the Treasury has decided that “paintings on glass” are dutiable at arate of 24 per cent., under schedule C, of the tariff law.
