SPIRIT OF THE MORNING PRESS. The Constitution (late the Union) comes to us this morning with a handsome salatatory address of General Bowman to the National Democracy. He says that he has become, by purchase, the absolute owner of the paper, that it will be a thoroughly Democratic sheet, and that he moreover intends to make it emphat- ically news-paper. In conclusion, he says that it will be the aim of the paper to heal any dissension which may exist among the brethren in different quarters of the country, and he urges upon all members of the great national party to overlook small differences upon small matters, and present a united front when they come te meet ‘‘the Opposition’ upon mighty questions of principle. The Intelligencer has a heretofore unpub- lished letter of Henry Clay, and suggests that it shows what Whig principles were in the acme of his influence, and what they should be “ for all time.”’ eee UF Late advices from Rio de Janeiro confirm the intelligence of the settlement of the Paraguay diicalty. 17 The population of the United States in- creases one million a year, or two thousand every day. 7" At an estate sale in Charleston, S. They are designed in part to accommodate w! ust soon be the heavy transit of goods between New York and the Great Southwesby it being a shorter route to travel, and a cheaper way of sending them to take the Great Southwestern Railroad line at Alexandria than to send them either ria Philadelphia, Baltimore or Norfolk. That is to say, via the Pennsylvania, the Baltimore and Ohio, or the. Southside railroad to Richmond. The owners of this new line are heavy capital- ists, who have completed their contracts with the companies composing the Great South- western line of railroad travel. _ Washington city is deeply interested in the success of this enterprise, because this being its terminus, it will afford @ more speedy and convenient mode of seaward communication between Washington and New York than now exists. Its success, we repeat, is therefore of-great importance to the merchants of the Federal Metropolis, and all others who may have occasion to have freight brought from New York hither. The great burthen of the vessels of the line precludes the possibility of making their Wash- ington depot higher up the Potomac than some point on the Eastern braneh. The place selected for their wharves are un- derstood to be Buzzard’s Point; to which it behooves the Corporation at once to open the street, so that access may be had to it at all times and under all circumstances by District of Columbia freighters by the line. That por- tion of Washington has up to this time been well nigh entirely neglected by the corporate authorities; perhaps because until now there has been no real demand for its due improve- ment by them. The time has at length arrived in the course of the step by step progress of the Federal Metropolis when it requires attention in common with the rest of thecity. Asitsdue improvement to meet the necessities of this important enterprise will be of so much perma. nent advantage to the city at large, we presume that it will speedily be authorized by the city ment. govern Navan.—The following Engineers have been ordered to duty : On the steamer Lancaster—Chief Engincer, W.
